Redevelopment Proposal Of Mahalaxmi Temple Area Nishat M. Mujawar 1 and Anirudha A. Homkar 2 Abstract The city of Kolhapur famous as 'Dakshin Kashi' since ancient times is a holy place and was historically known for being the capital of the 'Kolhapur Sansthan'. Located in the south-west part of Maharashtra, it is one of the growing cities in Maharashtra in economic, social, traditions along with its religious historic background. In this historic background the Shakti Peeth of Kolhapur has valuable impact on the all sectors of Kolhapur. The Shri Mahalakshmi (AmbaBai) Temple of Kolhapur is one of the six Shakti Peeths in Maharashtra listed in various puranas of Hinduism. The temple belongs architecturally to the Kannada Chalukya empire and may have been first built in circa 700 AD. Mounted on the precious Pashan1 or Tandula2 stone platform contains various architectural features. But the natural beauty of this heritage is diminishing day by day. The temple complex is facing various problems like lack of harmony in architecture, poor conditions of entrances, inadequate security, lack of infrastructural facilities, etc. Along with the temple complex the surrounding area of temple is also giving the birth to secondary problems like congestion of traffic, absence of tourist s resident facilities, parking facility, building obstructions to Kirnotsav etc. To get the knowledge about the actual condition of temple our team hadgoing conducted various surveys in the temple area. From the data collected in the surveys we have understood the factors which are creating these problems & based on that, the possible solutions to resolve these problems completely from its root. We are also going to check what are the effects of our solution on the social, traditional culture of Kolhapur and on the issues regarding the feelings of people related to temple. Economic issues are the most concerning part of our project. In the Final outlay summery of paper we are going to give the various proposals about the temple complex except temple core. Talking about temple core we are going to give various retrofitting measures. Our team is not only focusing on the temple area development but also solving the other problem generated as the effect of development plan on the surrounding area. Like the rehabilitation of people and shops, renovation of destroyed heritage along with its conservation, installation of effective security system, respect of peoples regarding their devotion are also the sensational topics that project is handling with very ease. Along with infrastructural development focus on environmental considerations like sustainable approach to development and use of renewable energy to create a green zone. In this way these paper is going to handle the heritage development giving solution to all issues. Our efforts are to find the solutions that the success of every single solution will beautify the temple architecturally conserve the ancient heritage and will make the one of the best Shakti Peeth in Maharashtra. core and also by giving architectural finishes to various components of town. 2.2 Tourism Infrastructure: To develop/ improve tourist infrastructure like- Tourist Facilitation Centers, Amenities, Parking, Accommodation, etc. 2.3 Support Infrastructure: To improve / augment / upgrade key infrastructure like Roads, Parking, pedestrian precinct. 2.4 Environmental Considerations: Adopt a sustainable approach to development through use of renewable as well as Eco-friendly interventions like Solar Energy increased green zone and pedestrian area, water conservation and better waste management. 2.5 Easy Accommodation: To give better arrangement of services and amenities not in the period of uttsav but also on the all the days of a year so as to satisfy both tourist along with native people. 2.6 Implementation: This is the main objectives which involves Implementation of all the proposals with zero impact. The article does not only give the solution to the problems but also considers effect on various sectors related to temple complex and temple surrounding. 3.2 Restoration Problems III. This puts an extra load on the P.M.D.V.C. and on the police force. The present amenities & service provided are not that much effective to take that extra load. As a result of which temple complex is facing various major problems. These problems affecting the tourism infrastructure, environmental considerations, traffic & Parking facilities. To compensate with these problems temple complex needs proposals for some conservatory works, Reinstallation works, Renovations works. At last to conserve the natural beauty of temple & to make it as one of the best Shakti -Peeth during its Utsav period, it needs to be redeveloped. 4.1Parking Proposal: Major arterial roads of the city have the width of 6 12 meters. The other National and State Highways that cross the city have the width of 15 18 meters wide and these constitute only 10% of the total road length in the city. The city is witnessing rapid urbanization and a number of commercial developments, IT developments, call centers, garment parks are upcoming generating additional demand for the parking space. With the prices of lands in the main city area shooting up it is no more feasible to provide parking space in the conventional fashion. To meet demand for parking space near Mahalakshmi Temple has to be short listed areas to be developed for parking space on priority basis. The areas are: Major traffic area near Mahalakshmi Temple: i. Deval Club to Mirjkar Tikati ii. Shivaji Chowk to C.P.R iii. Shivaji Chowk to Papachi Tikati Proposal for parking Part A- Two wheeler parking Shivaji Chowk A multilayer car parking facility is proposed on 764.78 m2 area that can Facilitates parking space for 100-150 two wheelers at a time. Bhavani Mandap The proposed site is admeasuring 383.83 sqm. This proposes parking space is expected to provide parking space to the vehicles coming specifically for the temple. On an average a total of 300 to 400 two wheelers come in the area for the purpose of visiting temple alone. Sarswati Talkies The proposed site is admeasuring 2736.23 sq.ft. This proposed parking space is expected to provide parking space to the vehicles coming specifically for the temple.on an average a total of 300 to 400 two wheelers can be parked for the purpose of visiting temple alone. Kapiltirth Market The proposed site is admeasuring 525.35sq.m.By constructing complex and providing basement area for parking of two wheelers and remaining area for the traders. Around 150-200 two wheelers can be parked. Benefits of Proposal Huge relief to traffic problem and traffic control Increase in tourism Capacity of parking area will be increased Less accident Free flow of traffic Decrease in pollution and Etc. 4.2 PROPOSAL FOR EFFECTIVE ROAD USE Need For Effective Road Use: For safe movement of vehicles and pedestrians. For reducing chances of accidents. For the effective use of the roadways. For utilization of road for the proper parking. Proposal effective road use: As the study area is one of the congested areas in the city there is no further scope to road widening. But if we consider the road width of major road is about 6m to 10m which is sufficient for on street parking for only two wheelers & all other vehicles should be parked in the proposed parking complex. Another way of getting effective use of road is enforcing of By-Laws by the KMC. That is nothing but where ever possible underground parking or ground floor parking should be provided for each type of building. Effective road is proposed for following roads along with two wheeler 45 0 angel parking: 1. Mirajkar Tikti to Binkhambi Ganesh Mandir. 2. Binkhambi Ganesh Mandir to Papachi Tikti. 3. Shivaji Chowk to Papachi Tikti. 4. Shivaji Chowk to Bhavani Mandap. 5. Jotiba road. 4.3 Proposal for Walkway Need for providing proper walkways: For reducing the crowd near temple. For providing safety for pilgrims. For providing proper movement for pilgrims. Proposed Walkway: 1. First walkway is provided from Tuljabhavani Temple to East door of Mahalakshmi temple. 2. Second walkway is provided from Indumati High school to South door of Mahalakshmi Temple. 3. Little walkway provided from East door to North door. 4.4 Proposal for Sanitation and Water Supply Need Of Sanitation And Water Supply : To achieve clean, healthy environment condition. To provide sanitary service to visitors. To achieving the proper management of water supply and sanitary work. To provide drinking water facility for visitors. Benefits of proper sanitation and water supply: Proper sanitary services to visitors by providing sanitation. Give good pleasant environment around the temple area. Give proper drinking water facility for visitors. Capacity Calculation: Sanitary Blocks: By referring the Table No. 5.9 of Chapter No. 5 of NBC it following is the requirements of Sanitary Blocks: Table: 7.1 Sanitation Requirements for Governmental and Public Business Sr. Sanitary For Male For female No. Unit Personnel Personnel 1. Sr. Sanitary For Male No. Unit Personnel 5. Drinking One for water every 100 fountains with a minimum of one on each floor 6. Baths Preferably one on each floor 7. Cleaner s Sinks One per floor minimum; preferably in or adjacent to sanitary rooms. For female Personnel Peak hour counting of temple is 8680 for men & 10832 for women. If we consider that 5% of people during the peak hour counting are using the sanitary blocks. So sanitary arrangement is for the peak flow of: Men: 434 Women: 520 So required no of Sanitary Blocks are: Men: 434/25= 17.36=18 Blocks Women: 520/15=34.66=35 Blocks If we consider that one Mobile Sanitary Unit has 5 blocks, the required no of Units are: Men: 4 Women: 7 So total 11 units are required in the complex. Water Supply: By referring the table no 5.1 from the NBC for Government or Semi public business the requirement of water per day per capita is around 45 lit. So for the floating population of 1000 people in 1 hour the required water supply is 1000*45= 45000 litres. Proposal For Proper Sanitation And Water Supply: A) The four water tanks of 15000 lit. capacity are provided along with drinking water tap & accessories.( One for Back up) Near the south door of temple. Near the Saint Ghadgebaba statue. Behind the Jotiba temple. Near the Mahadwar gate corner (west temporary gate). B) The 11 temporary sanitary block is provided near the Indumati high School for navratri utsav (Peak Days). V. CONCLUSION The detailed survey in the temple complex shows that the temple remains most crowed during its utsav period. This puts an extra load on the P.M.D.V.C. and on the police force.
