02 INTRODUCTION The need for new housing Every Council is required by the Government to boost significantly the supply of housing and to make planning decisions in the light of a presumption in favour of sustainable development. What is proposed? A residential development (shown highlighted on the above plan) to include approximately 210 new homes of varying sizes, types and tenures. 40% of these new homes would provide affordable housing for local people. On site Public Open Space with recreational facilities. The opportunity to provide new landscape planting to complement the existing hedgerows and trees. Why is the site suitable for development? Takeley supports a range of services and facilities which are used by both residents of the village and those in the surrounding rural area. The site is well located with good access to existing community facilities and the local public transport network. The proposal will provide new homes to sustain the vitality and viability of the local community.

03 EXISTING CHARACTER Takeley area character photographs Takeley is a dispersed settlement focused on Dunmow Road, which runs along an east west alignment and the B183, Parsonage Road which runs on a north south alignment. Existing built form is often separated by blocks of existing planting providing a mature and vegetated backdrop. The landscape quality of the area is influenced by Stansted Airport to the north, open green land to the south and east with Hatfield Forest some distance away to the west of the site. Hatfield Forest is a protected ancient woodland. The landscape presents gently undulating arable farmland that forms part of the glacial till and central Essex farmland. The Forest area is intimate and enclosed, while the surrounding arable farmland is more open in character although framed by woodland blocks.

04 CONSTRAINTS & OPPORTUNITIES What are the constraints and opportunities?

05 VISUAL CONTEXT Visual Analysis The site is located south of Dunmow Road behind a parcel of green land. The application boundary sits between Takeley Park (a single storey residential development) to the left and Great Canfield Road to the right. Great Canfield Road serves as a through road linking large scale detached village housing to the main Dunmow Road. Great Canfield Road defines the boundary to the east of the site; the site is separated from the road with large trees and hedgerows. The southern and western boundaries of the site are heavily planted with thick hedgerows and trees; these boundary treatments act as a partial visual buffer separating the Takeley Park development from the site. The northern boundary is again buffered with large hedgerows dividing the site from a public right of way running along a disused railway. The gradient of the site gradually falls from west to south east which is the lowest point. There are glimpses through the south western boundary to existing development to the south. There is also an existing farm field access in the south eastern corner. VIEW INTO SITE FROM PROPOSED ENTRANCE

07 FACILITIES What are the local facilities? The site is sustainably located with easy access to the local centre, existing community amenities and the public transport network. Amenities include a primary school within 800m and local shops. The primary school and local playing field are located in close proximity to the site and bus stops are located along Dunmow Road.
