Executive Summary & Site Location 1 Riverview Road Waterfront Parcels: 8.52 Acre Parcel, Tax Account #0336891 26.18 Acre Parcel, Tax Account #0278671 The subject properties totaling 34.7 acres are adjacent waterfront properties, located at the mouth of the deep water Potomac River and Broad Creek inlet. The acreage is northwest facing, with sweeping views of Old Town Alexandria and the Washington DC skylines, and stunning west-facing sunsets views. The total acreage is located just 5 miles south of the Capitol Beltway in the Swann Creek Club subdivision, adjacent to the Tantallon and Tantallon North subdivisons, where there are amenities such as is Fort Washington National Park, as well as several neighborhood parks, two marinas and the Tantallon Golf & Country Club. The subject site is also just minutes, by car or boat to National Harbor, the site of the Gaylord National Hotel and Convention Center, a huge active Marina, MGM National Harbor, Tanger Outlets and the landmark Capital Wheel. The parcels are impacted by the Chesapeake Bay Critical Area Plan, which falls within the Washington Metro watershed. The site, which is zoned both R-E and R-C-O is heavily restricted by the Resource Conservation Overlay, which limits the potential lot yield to 1 lot per 20 acres of *net buildable land. The remaining R-E acreage will allow for 1 home per 40,000 SF of *net buildable land, which will yield approximately 6 additional home sites. The R-C-O requires a tree conservation plan for minimizing the disturbance of trees, and designing a plan for replacing trees that will be cut down. Additionally, there is a construction setback of a minimum of 300 feet from the high-tide shoreline to satisfy building outside of the Chesapeake Bay Critical area (CBCA Plan). The CBCA Plan was established in 1989 to protect the estuaries on the riverbanks and shores. As a result, development of land near those areas is severely limited in an effort to reduce erosion of the shores and minimize potential toxic runoff into the tributaries of the Chesapeake Bay. This site is zoned Residential Estate (R-E) with a Chesapeake Bay Critical Area Resource Conservation Overlay (R-C-O) zone. Field observations indicate an unimproved driveway exists just west of the eastern site boundary. Property boundaries are from Prince Georges County GIS web portal. The topography is from Prince Georges County GIS web portal. The source of the soil information shown on this plan was obtained from the USDA NRCS Web Soil Survey (WSS) on October 18, 2017. The Federal Emergency Management Agency mapping shows the Broad Creek 100-year floodplain exists along the northern limits of the project area. During a site visit conducted on October 19, 2017, Rodgers Consulting Inc. determined the central portion of the site is drained by ephemeral and intermittent tributaries to Broad Creek. The Maryland Department of the Environment designates Broad Creek as Use-II tidal waters. A site investigation conducted on October 19, 2017 by Rodgers Consulting Inc. determined non-tidal wetlands occur in the northwest quadrant of the study area and tidal wetlands exist along the shoreline of the property. Non-tidal wetlands are a wetland/upland mosaic. A wetland delineation is needed to accurately depict the extent of wetlands within the project area. Per PG Atlas, wetlands of special state concern are absent from the site. A formal request inquiring on the potential presence of state/federal listed species has not been submitted to the Maryland Department of Natural Resources, Wildlife and Heritage Service, and will be required for the Forest Stand Delineation/Natural Resource Inventory process. Per PG Atlas, environmentally sensitive species are absent from the site. There are no scenic or historic roads located on or adjacent to this property. The subject property is not located within a Registered Historic District. Per PG Atlas, there are no known archeological sites located within the subject property. The site is not located within the vicinity of a master planned roadway designated as arterial or higher. The subject property is not located within the 2008 Air Installation Compatible Use Zone. The project area lies within Aviation Policy Area Code 6. The Property is in the Residential Estate (R-E) Zone. Approximately 28.89 acres of the Property, closest to Broad Creek, is also in the Resource Conservation Overlay (R-C-O) Zone associated with the Chesapeake Bay Critical Area (CBCA).
