THAT renewal of the Licence Agreement between the Corporation of Delta and the Ladner Community Garden Society is approved generally in the form presented in Attachment A. B. THAT the Mayor and Municipal Clerk be authorized to execute the renewal of the Licence Agreement on behalf of the Corporation of Delta. i PURPOSE: To renew the Licence Agreement between the Corporation of Delta (Delta) and the Ladner Community Garden S9ciety (Society) for use of the portion of the lands located at Kensington Park North, 6467 Holly Park Drive, in order to allow the Society to continue operating the Ladner Community Garden at this location. BACKGROUND: At its April 4, 2011 Regular Meeting, Council approved entering into a two year Licence Agreement (Licence) with the Society in order to allow the Society to create and manage a community garden at Kensington Park North. The Licence included the option to renew the Licence for three additional one year terms. The Society provided a letter to Delta on October 24, 2013, requesting renewal of the Licence (Attachment B) for a further one year term, after which the Society will have the right to renew the Licence for a further one year renewal term. 1 DISCUSSION: The Ladner Community Garden (the "Garden") is located at Kensington Park North with an overall site footprint of approximately (1,600 m2) 0.4 acres, and is comprised of community plots, social and educational areas, and 44 separate garden lots that are F:IADMIN\Corrnnission Reports\Commission Reports - 2013\DC081.docx - Tuesday. The Garden is open seven days a week, April through September from Sam until dusk and October through March from 9am until dusk. During the 2013 season the community plots produced food for both the food bank and the Canadian Mental Health Society; just over 150 pounds of food was directed to charity. In addition to the 44 allotment gardens, there are seed trials which are grown by West Coast Seeds, 9 beds for children to grow food for charity and 1 bed that Canadian Mental Health Society uses with a client. The Society has started to plant a hedgerow which will be an ongoing project as they obtain the right plants. A fence has also been erected at the Garden. In the coming weeks Delta staff will be transplanting 10 crabapple trees to the perimeter of the Garden which will frame the Garden and attract birds into the area. The planned pergolas have been a work in progress since last year with the flooring underneath and in between almost completed. A large checkerboard has been installed as a patio for all to enjoy. In 2014, the Society is planning to incorporate a sensory garden that will enable further learning opportunities for the grade three class that attends to the Garden. The grade three class works in the Garden every two weeks throughout the school year. This year the emphasis was on learning about how to eat locally. The Society also enjoyed providing tours of the Garden as part of a lower mainland gardener's event. The Society is now working with other community gardens to establish a rotating meeting schedule of community garden managers to brainstorm and learn from each other. On February 15, 2014, the Society will be holding the 3rd annual Seedy Saturday in Delta that brings awareness to seed diversity and organic growing. Implications: Financial Implications - The licence fee for the renewal term is $1.00 per annum. CONCLUSION: The Ladner Community Garden Society has shown great stewardship in the development and management of the Garden. There is currently a wait list for individuals wanting to participate at the Garden. Attachment B Page 1of1 October 24,2013 Delta Parks Department, The Ladner Community Garden Society would like to apply to renew our lease agreement for the Ladner Community Garden located at Kensington Park North. Our lease is up for renewal in April 2014. We look forward to continuing to provide a welcome place for the community to come and enjoy organic gardening and for the neighbours to walk through and enjoy. We had a very successful and abundant growing season with over 100 pounds of food being donated to the local food bank.
