CARR LODGE Community planning day INTRODUCTION The consultation process for Carr Lodge began in February 2006. Since then the proposals and the process developed significantly in response to the feedback we have received and we wanted to widen the consultation area so that more local people can have their say. This document sets out the results of the Community Planning Day and the ideas expressed by the local community. The Carr Lodge Community Planning Day was held on Saturday 28 March 2009 between 11am and 4pm at Balby Carr Sports College, Weston Road, Balby. The aim of the day was to inform people of the evolving masterplan proposals and to discuss some issues in more detail. Prior to the Community Planning Day a series of animation meetings were held, including a workshop with a Year 7 class at Balby Carr Community Sports College and a workshop with an older persons residents association. Over 100 local stakeholders received invitation letters and over 1500 homes in the immediate area received hand delivered flyers. The Community Planning Day included a series of focussed workshops, walkabouts and hands on planning groups as well as an extensive exhibition that outlined Doncaster Metropolitan Borough Council s planning policy that will affect the Carr Lodge plans. This includes the requirement to incorporate a quality bus corridor along the main street which in turn impacts on the detailed design of the proposed road through the site. The exhibition was staffed throughout the day by transport consultants, Alan Baxter Associates (ABA) and masterplanners, John Thompson and Partners (JTP) as well as representatives from Doncaster Metropolitan Borough Council (DMBC) and the Homes and Communities Agency (HCA). Over seventy people participated in the Carr Lodge Community Planning Day. PAGE 4

CARR LODGE community planning day Workshops The session began with an introduction from Laura O Dea, Regeneration Manager from the HCA explaining the background to the site and their aspirations for the site and Andy Gutherson, Assistant Director of Development & Planning from DMBC outlining the Councils perspective on the development of Carr Lodge. Charles Campion from JTP then went through the format for the day. Attendees split into four groups in the morning and worked around plans to develop ideas on one of the following topics: Movement & Transport Landscape & Environment Community Facilities Site Layout & Design After each group had produced a Hands on Plan of ideas a representative from each group reported back to the rest of the attendees. After a short lunch break a similar format was used in the afternoon and local people were asked to split into groups and work around plans with the Client and Consultant team. These groups looked at the following topics: Movement & Transport Landscape & Environment Site Layout & Design Walkabout Group Like in the morning session, each group reported back what they had discussed to the rest of the group. There was also a group that went on a walkabout in order to gain a deeper insight into some of the movement issues that were raised in the morning workshop. The day ended with a Way Forward post-it workshop where attendees were asked where they thought the project could go next and what they felt they needed to know or wanted to happen. PAGE 5

Workshops Movement & transport Issues - inadequate pedestrian and cycle links - flooding in many areas especially around pond and dismantled railway - the type of links to the new residential area - rat running promoted by the new link - safety for all users including children and the elderly - the design and current usage of Wellingley Road - further congestion caused by bus route on Wellingley Road to Carr Lodge - noise and pollution caused by heavy goods vehicles (HGV) 5 4 6 3 1 Actions - upgrade the pedestrian and cycle link on the disused railway tracks - hierarchy of links from the Woodfield Plantation estate to the Carr Lodge site 2 - design of the new link to respond to capacity analysis - provision of parking in line with current standards - traffic calming of streets other than the main street running through the centre of the scheme - landscaping within the Carr Lodge site to provide green links 1 Significant knock-on effects of high capacity link through Carr Lodge - could impact on M18 traffic & jeopardise future growth plans 2 Any new link between Tesco & B&Q would attract traffic from southwest Doncaster to M18, Lakeside etc 3 Desire for southern relief road 4 Existing traffic congestion on A60 Tickhill Road 5 Should have bus route through Woodfield Plantation, but an open vehicle link would encourage ratrunning 6 Restrict HGV access through Carr Lodge and Woodfield Plantation PAGE 6

Workshops LANDSCAPE & ENVIRONMENT 1 2 4 3 ISSUES - Retain the natural character of the existing pedestrian route along the disused railway (also tidy up and maintain the area). - The site experiences flooding take this into account when designing the layout of the development. In particular the North East corner of the site floods and the ponds and surrounding areas along the disused railway edge. - There are problems with the existing green pedestrian and cycle route within Woodfield Plantation. The buildings don t front onto the route and not overlooked. 1 Poorly overlooked footpaths with no frontages onto these public spaces ACTIONS - development will include technology and building methods that are energy efficient - response to on-site features and to orientation in order to maximise solar gain - sensitive integration of the existing woodland and ditches to be explored within the proposals 2 The bus route should be a link between the two sites but the area must be traffic calmed 3 Public routes must not be designed crossing private gardens 4 Management plan needed for lily pond and other open public spaces PAGE 7

Workshops COMMUNITY FACILITIES ISSUES - a church group based in Balby have recently chosen a location for a community centre within the industrial area to the north of Carr Lodge - the residents seem to be resisting change even though they agree that the community facilities will be beneficial - need a community group that meets regularly to discuss common concerns - need spaces for people to meet in the centre of both estates ACTIONS - community facilities must have a detailed management and maintenance strategy to ensure that they remain viable places for the residents to gather - a website can be developed to encourage cohesion for residents in the Woodfield Plantation estate and the Carr Lodge site - neighbourhood centre responding to amenity and accessibility needs - suggested uses are a medical centre, a dentist, a local convenience store, a youth centre and a crèche - central space within walking distance of the residents of both the Woodfield Plantation estate and Carr Lodge site 1 The square should have a youth centre 2 The footpaths on Wellingley Road are occupied by cars and are not safe to use 3 Traffic calming is needed on Wellingley Road 4 Sports pitches are needed in the vicinity 3 2 6 7 5 1 5 There are no play areas for teenagers 6 The school should have a community facility 7 A cycle route to town should be proposed 4 PAGE 8

CARR LODGE COMMUNITY PLANING DAY Workshops SITE LAYOUT & DESIGN ISSUES - key views across the Carr Lodge from the Woodfield Plantation estate - nearness of new development to existing dwellings and treatment of the boundary separating the two sites 3 7 5 ACTIONS - sympathy to the orientation of the dwellings on the edges of the Woodfield Plantation estate 8 4 6 2 PHASING - an option is the prioritisation of the quality bus corridor and the main link through the site - the second option is the construction of the scheme in parts, completing one area after another. The link will therefore be completed when the whole scheme is constructed - construction traffic is an issue that must be taken into consideration when deciding the phasing of the development 1 One name for the new and existing community 2 Retain the character of the dismantled railway line 3 The link to Wellingley Road should be bus only 4 Traffic calming is required along Wellingley Road to reduce vehicle speeds 5 A community space with various amenities will benefit the whole community 6 Uses should be provided that complement those offered by Tesco 7 A green loop pedestrian/cycle route that passes through both developments will be welcomed 8 Litter bins and dog bins are needed for the whole community PAGE 9

Workshops movement & transport 3 4 5 ISSUES - rat running through Woodfield Plantation is a concern especially if there is heavy congestion on the main street through Carr Lodge - discussed site constraints (land ownership, ecologically sensitive areas etc.) and agreed that bypass route around south of development would be difficult to achieve. - transport analysis needs to assess impacts and propose improvements beyond immediate site. In particular it should consider the roundabout on the A60 and the B&Q roundabout on White Rose Way 2 1 ACTIONS - a bus gate would be ideal but the practicality of implementing this is questionable. - could consider an open link with a more circuitous bus route through Carr Lodge blocking connection for all vehicles (not walking/cycling) and have Woodfield Plantation residents walk further to stops in Carr Lodge or near Tesco - noted that there should be traffic calming measures implemented on Wellingley Road to discourage rat-running 1 Land and ecology constraints limit choice of alignment for Main Street 2 Look at impacts and improvements for A60 junction 3 Introduce traffic calming measures to reduce speeds and potential ratrunning 4 Make route through Woodfield Plantation more circuitous - discourage rat-running 5 Should look at impacts and improvements for White Rose Way/ B&Q junction PAGE 11

Workshops WALKABOUT ISSUES - there is no existing community space at Woodfield Plantation for book clubs, children s groups, music groups etc - providing this would benefit the whole community - Wellingley Road is very busy and the vehicular speeds need reducing - the new and existing community should together have one name, we don t want two segregated estates ACTIONS - the character of the dismantled railway line should be retained, this should not be transformed into an engineered tarmac route but kept rural in character - the link to Wellingley road should be bus only - uses should be provided that will complement the mixed uses by Tesco and encourage people to move around the whole development - a green loop pedestrian/cycle route, possibly a trim trail, should be explored which connects the community together and passes by the mixed uses in the development, this could be a dog walking route too - litter bins and dog bins are needed for the whole community - car sharing should be explored, with appropriate carrot strategies to make it attractive 1 A school is highly desired and should include a family centre to join the two communities 2 Adequate GP and dental services are needed for the new community 3 Open spaces need amenities that appeal to teenagers and these need to be coordinated with the potential community centre to the north. Workshops LANDSCAPE & ENVIRONMENT Issues - sustainable energy sources not integrated into the design of the Woodfield Plantation estate - lack of safe, landscaped public open spaces for children to play in currently 4 5 4 4 5 5 5 4 5 6 3 4 4 5 1 4 2 2 4 2 ACTIONS - provide good safe connections from walking routes to school particularly over the main street and along ditches. - provide a maintenance and management strategy for the proposed (and existing) green spaces. Encourage litter picking days and skip days to encourage ownership of these spaces. Current problem area is Strawberry Wood, with the youth dropping litter and hanging out - design safe attractive pedestrian and cycle routes which discourage speeding motorbikes and encourage active living. - provide a car parking strategy for the new development ensuring cars do not block the routes around the area. The police suggested that ideally there should be no parking along Main Street to avoid unnecessary congestion 1 Maintain the natural character of the disused railway 2 Take issues of flooding into account during the design stage 3 Provide good safe connections from walking routes to school 4 Provide a maintenance and management strategy for green spaces and public areas 5 Provide safe and overlooked pedestrian and cycle routes 6 Provide a car parking strategy for the new development that does not congest the routes around the area PAGE 13

Workshops SITE LAYOUT & DESIGN ISSUES - Wellingley Road has a character that should be retained with children playing in the streets etc - the capacity of Wellingley Road should be explored if it is to provide vehicular access to the new development - the new development should be sensitive in scale and massing to the existing development in north west boundary - streets running in a straight line should be avoided to prevent speeding traffic - appropriate distances between new and existing properties will be provided specific to the condition back-to-back, back-to-side etc - new trees should be planted particularly on the edges of the new development to bring the landscape and green character into Woodfield Plantation - ensure new plan does not show public routes crossing private gardens 8 2 1 5 7 3 6 4 ACTIONS - new buildings should provide frontage onto the lily pond to increase safety and security here - parking is currently blocking access along Wellingley Road, this needs to be addressed - existing footpaths in Woodfield are poorly overlooked with homes backing onto them and feel unsafe - new development to front onto public routes and spaces to improve community safety - bus route should link site through to new development. Some people favoured access for all vehicles but were concerned over traffic speeds. - existing lily pond is poorly managed and attracts anti social behaviour - new open spaces need management to be considered as an integral part of the proposals 1 The character of Wellingley Road should be retained 2 The capacity of Wellingley Road should be assessed if it is to provide vehicular access to the new development 3 The new development should be sensitive in scale and massing to the neighbouring dwellings 4 Straight streets should be avoided to discourage speeding 5 Appropriate distances between new and existing properties should be kept 6 New trees should be planted especially towards the north western boundary to bring the green character into the Woodfield Plantation 7 New buildings should front onto the lily pond to increase security 8 Parking blocking access along Wellingley Road needs to be addressed PAGE 14 section c

The way forward the way forward After each group had reported back their ideas a post-it session was held entitled The Way Forward, this was to explore what the community felt the next steps of the project should be. From their ideas we have selected a set of Key Themes to help take the local community s ideas forward. Below is a summary of the Key Themes from the Carr Lodge Community Planning Weekend: CONNECTIONS & MOVEMENT The issue of the main street through the site was a topic of extensive discussion. This main street could have an effect on the neighbouring Woodfield Plantation Estate and measures must potentially be taken to limit the amount of negative impact. A priority bus corridor should be included. THE WOODFIELD PLANTATION The north western area of the Carr Lodge site should be sensitive to the existing development on the Woodfield Plantation Estate. This includes distance to adjacent dwellings, typology and boundary treatments. COMMUNITY MEETING SPACE The community feels very strongly that there is currently very little community amenity. A school incorporating a meeting centre and a local store that will cater for everyday needs is currently missing and could benefit both the new and existing residents of the area. The PCT to be consulted about providing a local doctors surgery and dentist. CHARACTER South Yorkshire has a distinctive character that should be respected in the design of the Carr Lodge site. Influences can be taken from the urban layout of the adjacent towns and villages, the vernacular details of the dwellings and the materials indigenous to the area. section c PAGE 15

KEY THEMES SUSTAINABILITY & ENERGY EFFICIENCY OF BUILDINGS The design of the dwellings on the Carr lodge site should be characterised by the use of sustainable technology to reduce the environmental impact of the development. Sustainable modes of transport can also be encouraged by the design of the layout. LANDSCAPE & ECOLOGY The ditches and woodland that are a feature of the site should be retained in as undisturbed a form as possible. In this way, these features can be a characteristic of the design and aid to instil a strong sense of place into the development. LOCAL STAKEHOLDERS A number of local stakeholders can help to make the development a success both in terms of the environment and the community involvement. Tesco is one of the major local stakeholders and should be encouraged to play a part in the management and maintenance of the area. COMMUNITY PARTICIPATION A community group will be a very welcome introduction to the residents of the area; giving them an opportunity to meet to discuss issues that affect them directly and that will also affect the future residents of the Carr Lodge site. PHASING The project can be delivered in a number of parts that gives priority to particular features of the development. This can include the provision of the main street and phasing of the residential areas surrounding it. PAGE 16 section c
