This Position Description is established by the Fort Myers Beach Fire Department ( Department ) to outline the basic requirements, duties, and general responsibilities of the Deputy Fire Marshal, Fire Plans Examiner and Community Position. This position is at-will, which means the Department may terminate the employment relationship at any time and for no reason, subject only to the requirements of Federal, State, and Local Law. Similarly, the employee may terminate the employment relationship for no reason at any time. SUMMARY OF POSITION: The Deputy Fire Marshal, Fire Position is an exempt position, with primary responsibilities to include plans review, Life Safety Services, and functioning as a Deputy Fire Marshal with limited supervision. This position works and performs within established timelines, and meets divisional performance measures as determined by the Executive Assistant Fire Chief of Life Safety and Support Services. The Deputy Fire Marshal, Fire Position is expected to provide direct leadership, mentorship, and daily management of Life Safety Division personnel. Based on construction trends, response trends, and community s needs, the Deputy Fire Marshal, Fire Plans Examiner and Community Position recommends community risk reduction initiatives to the Executive Assistant Fire Chief of. The Deputy Fire Marshal, Fire Position shall function as the Chief Fire Plan Reviewer for the Department; this position will also serve as the Department s Lead Fire and Arson Investigator, reporting directly to the Department s Chief Fire Investigator, with after hours response to fire and explosion scenes required. The Deputy Fire Marshal, Fire Position must be capable of developing, leading, and managing a full spectrum of Community Risk Reduction activities. The Deputy Fire Marshal, Fire Position shall perform ancillary support service functions as assigned by the Executive Assistant Fire Chief of. REPORTING RELATIONSHIP: The position of Deputy Fire Marshal, Fire Position reports directly to the Executive Assistant Fire Chief of. SPECIFIC POSITION DUTIES AND RESPONSIBILITIES: 1. As the Chief Fire Plans Reviewer, performs a wide variety of fire plan review services. 2. Conducts Fire Code Compliance Inspections in a variety of settings and environments. 3. As the Lead Fire and Explosion Investigator, conducts fire and explosion investigation in compliance with applicable Federal, State, and Local standards. 4. Issues Life Safety Service Permits to the community as needed. 5. Highly skilled in extrapolation, understanding, and presentation of complex data from a variety of Federal, State, and Local databases. 6. Capable of developing, understanding, and presenting trend analysis to recommend community risk reduction initiatives. 7. Highly knowledgeable in Federal, State, and Local Fire Safety Laws, Regulations, and Standards. 8. Supervises Life Safety Division Inspectors and provides leadership and inspiration. 9. Will perform a variety of ancillary support service functions as assigned by the Executive Assistant Fire Chief of. 10. Highly skilled in the use of technology in the Public Safety Industry. 11. Ability to make public presentations. 12. Ability to manage and lead the department s public education initiatives. 13. Other duties as assigned. DUTIES AND RESPONSIBILITIES: 1. As a Deputy Fire Marshal, the Deputy Fire Marshal, Fire Risk Reduction Officer Position is responsible for ensuring fire code compliance in the as-built environment, as well as ensuring that all new construction and re-development is constructed in compliance with the Florida Fire Prevention Code, along with all applicable Federal, State, and Local Fire and Life Safety Standards. 2. The Deputy Fire Marshal, Fire Position will lead the Department s community risk reduction initiatives and community disaster preparedness efforts, working actively to recommend community-based efforts to increase the community s disaster resilience. 3. The Deputy Fire Marshal, Fire Position shall serve as the Lead Fire and Explosion Investigator working under the direct supervision of the Department s Chief Investigator. 4. The Deputy Fire Marshal, Fire Position is expected to work cooperatively and be actively engaged in external partner organizations as assigned, and represent the Department in compliance with the organization s Mission, Vision, and Values. REQUIRED KNOWLEDGE, SKILLS, AND ABILITIES: 1. Ability to analyze, and review complex construction and technical drawings to achieve compliance with the Florida Fire Prevention Code. 2. Ability to provide timely and professional fire plan review comments. 3. Possess a customer-first philosophy. 4. Extensive experience in permitting, plan review, and Fire Code enforcement processes and procedures. 5. Highly proficient in the use of technology and mobile technologies commonly used in the Public Safety Industry. 6. A strong background in fire and construction services is preferred. 7. Ability to lead, manage, and inspire subordinate personnel. 8. Ability to work well both independently and in a team environment. 9. Demonstrates abilities to articulate and communicate well with others. 10. Responds professionally to stressful situations with good stress management skills. 11. Ability to conduct complex fire and explosion investigations applicable to Federal, State, and Local laws. 12. Ability to work cooperatively and professionally with public safety partners. 13. Ability to make a professional public presentation to a variety of audiences. 14. Prior experience in public relations, marketing, and public information is preferred. 15. Ability to develop, manage, lead, and implement community risk reduction initiatives based upon verifiable data. 16. Actively involved in community disaster mitigation and preparedness, as directed by the Executive Assistant Fire Chief of. QUALIFICATIONS: General: 1. Must be at least 21 years of age. 2. Experience: 1. Experience as a Fire Code Official, or Building Official. 2. Experience in Fire Code enforcement. 3. Experience in local building permitting process is strongly preferred. 4. Experience in conducting Fire and Explosion Investigation in compliance with NFPA 921. 5. Previous Fire Service experience is preferred. 6. Previous Emergency Medical Service (EMS) experience is preferred. 7. Experience in community risk reduction is preferred. 8. Experience in community disaster mitigation, prevention, and recovery is preferred. 9. Experience in managing a division or branch budget is preferred. Education: 1. Associate degree in Fire Department Administration, Fire Protection Engineering, Building Trades, Fire Science Technology, Fire Investigations, or in a closely related field as a minimum, with a Bachelor s degree in related fields highly preferred. 2. Florida State Fire Inspector I and II 3. Florida State Fire Investigator 4. Florida State Fire Code Official is preferred. 5. NAFI- Certified Fire and Explosion Investigator or IAAI- Certified Fire Investigator is preferred. 6. Florida State Fire College Public Information Officer is preferred. 7. American Heart Association Heartsaver AED/First Aid certified is preferred. 8. Previous Fire/EMS experience is strongly preferred. 9. NFPA certified Fire Protection Specialist is preferred. 10. NFPA Fire Plans Reviewer is preferred. A combination of education, training, and experience, which provides the required skills, knowledge, and abilities, may be considered in qualifying a candidate. Certificate or Licenses: 1. Must possess, or be eligible to obtain within 30 days of appointment to the position, and maintain a valid Florida driver s license. Physical Requirements: 1. Strength and Mobility Mobility to move to and from various points within the Department facilities and the outdoor environment. Must possess the ability to lift items more than one hundred fifty (150) pounds occasionally and up to eighty (80) pounds frequently. 2. Visual Must be able to distinguish circumstances/situations, written materials, and other details concerning Department facilities and emergent scenes from distances both near and far. Environmental and Other Requirements: 1. Much of this position will involve sedentary administrative work in an office environment, with a noise level typical of most office environments. 2. Fieldwork shall take place in environments where excessive hazards such as fumes, airborne particles, and noise, may exist and may require the use of personal protective equipment. 3. This position requires standing, walking, sitting, kneeling, stooping/bending, climbing, light lifting, reaching over-head, reaching away from the body, and repetitive motion. 4. This position demands the frequent use of sensory activities such as talking, seeing, hearing, smelling, depth perception, and color vision. 5. This position requires the ability to read, write, speak, and understand the English language at a level adequate to perform the job. 6.
