Design review is required for new elevated decks, skylights, grading, retaining walls, air conditioning units, spa and to maintain nonconforming front and side setbacks. In accordance with California Environmental Quality Act guidelines, the project is categorically exempt pursuant to Section 15301, Class l(e)(i) (Existing Facilities), which allows construction of an addition to an ex isting structure less than 50 percent of the floor area. Since the project does not involve an upper level addition, the applicant is not required to submit a landscape plan. Nonconforming setbacks include existing garage, living and deck areas along the front and south side yard. Zoning Plan Check Clearance Date: 1/4/2013 By: BD

Dear Mr. Sarfehnia: On June 3, 2012, a GLA biologist conducted a site visit at 697 Nyes Place in Laguna Beach to assess the biological resources and detennine the presence/absence ofspecial status plant species within the proposed Project footprinl. The limits of the survey area were Ilmited to below the existing patio deck and extending south approximately 20 feet beyond the terminus ofthe patio deck to a V-ditch that is located at the southern limit ofthe proposed Project footprint. Prior to conducting the site visit, GLA reviewed the California Natural Diversity Data Base (CNDDB) for the LagWla Beach, Dana Point and San Juan Capistrano quadrangles. The biological survey was conducted by v.'1llking the entire site on foot. All flora and fauna detected on site was xecorded. The Project site includes a single family residence that is located in Hobo Canyon which supports a known population of big-leaved crowl1beard (Verbesina dissita). The vegetation within the proposed Project footprint consists predominantly ofornamental species including oleander (i'v'erium oleander), bottle brush (CaliJslemon sp.), fountain grass (Penniserum setaceum), asparagus fern (Asparagus densijlorus), and several agave (Agave sp.) and aloe (Aloe sp.) species. Other ornamental and non native species identified include weeping fig (Ficus brmjam;na), highway iceplant (Carpobrolus edulis), honeysuckle (Lonicera sp.). spider plant (Chlorophytum comosum), annual yell0"\' sweetclover (Melalotis inti/ells), pampass grass (Cortaderia selloana), and club moss. The vegetation is irrigated and occurs on previously disturbed soil (probably from the initial construc~on ofthe house). A few native plants including deer weed (Acmispon glaber), lemonade berry (Rhus integrifolia), laurel sumac (1vfaJosma law'hlo), were detected near the southern extent of the survey area. Vegetation occurring immediately adjacent to the Project footprint includes a mixture of ornamental, non-native and some native species that receive irrigation. 29 Orchard Lake Forest California 92630-8300 Telephone: (949) 837-D404 Facsimile: (949) 837-5834
