The Eastern Golf Course Development Plan has been prepared by Urbis on behalf of Mirvac, having regard to the requirements of the Eastern Golf Course Development Plan Overlay, and Clause 22.17 Eastern Golf Course Key Redevelopment Site Policy of the Manningham Planning Scheme. This Development Plan applies to land at 463-535 Doncaster Road, Doncaster, located approximately 13 kilometres travel distance to the Melbourne Central Business District (CBD). The land is irregular in shape with undulating topography, has an area of approximately 47.149 hectares, and is presently occupied and operated by the Eastern Golf Club. The land is hereinafter referred to as either the site or Eastern Golf Course or EGC. To inform the Development Plan, and to ensure that it suitably responds to the physical and broader site context, relevant professional site assessments have been undertaken. The Development Plan has been prepared to implement the development objectives of Clause 22.17 Eastern Golf Course Key Redevelopment Site Policy, and the Eastern Golf Course Development Plan Overlay Schedule of the Manningham Planning Scheme. 1.1 COMPONENTS OF THE DEVELOPMENT PLAN This Development Plan provides the following: A site analysis of the Eastern Golf Course incorporating: Strategic planning context (metropolitan and local) Description of the site s features and characteristics, including existing site description, surrounding urban context, public transport, infrastructure, site access, topography, environmental, and heritage Mirvac s Development Plan for the site, incorporating a series of supporting strategies, layout plans, and relevant information including: Urban Design Vision Overall Concept Plan Flora and fauna assessment (incorporating native vegetation and net gain assessments) Site topography and earthworks strategy Open space and landscape strategy Heritage protection strategy for the existing clubhouse Tullamore, stables, and recognised heritage trees Built-form, urban consolidation and development staging Development controls Ecologically Sustainable Design (ESD) initiatives Traffic, access, and circulation assessment Site servicing, drainage, and hydrology information DEVELOPMENT PLAN - OCTOBER 2013 5
