PAGE 7 CAMPUS SAFETY AND SECURITY REPORT THE UNIVERSITY OF IOWA Calendar Year 2013 This reprt is submitted in accrdance with the Bard f Regents Cmprehensive Safety and Security Plicy (Chapter 11 f the Bard f Regents Plicy Manual). MASS COMMUNICATION CAPABILITIES The University f Iwa (UI) currently utilizes HAWK ALERT fr the purpse f mass cmmunicatin ntificatin t UI faculty, staff and students. This system utilizes e-mail, text messaging and vice mail. The Hawk Alert System is used t ntify the campus cmmunity f threats t physical safety in emergency situatins (trnad, vilence, hazardus material incident, and s n). Hawk Alert allws UI administratrs t send recrded r electrnic emergency messages ( Hawk Alerts ) t mbile phne, hme phne, ffice phne, and e-mail (simultaneusly). A Hawk Alert web page prvides infrmatin t the UI cmmunity n registratin and ntificatin ptins and cntains an extensive Q&A sectin. In additin t the departmental website, the UI Department f Public Safety (DPS) utilizes scial netwrking websites t transmit safety related infrmatin. University Cmmunicatin and Marketing has integrated Hawk Alert with the University f Iwa hmepage t prvide an Emergency Infrmatin site where updates abut lnger-term public safety incidents (flds, etc.) can be psted after an initial Hawk Alert is issued; this was cmpleted in 2012. The site is lcated at: http://e.uiwa.edu This site cnnects students, faculty, staff, patients, parents f students, and the general public t specific, pertinent infrmatin abut cntinuity f peratins, advisries and ntificatins, health and safety infrmatin, and additinal infrmatin as it becmes available. Bth the UI Hmepage and the Emergency Infrmatin site is maintained by University Cmmunicatin and Marketing staff, in cperatin with Infrmatin Technlgy Services, Public Safety and ther departments as apprpriate. The UI currently utilizes an utdr warning system cnsisting f five utdr twers n the main campus and ne twer lcated n the Oakdale campus. They are slar pwered and equipped with battery back-up which allws them t perate cntinuusly fr 3 hurs. These twers are capable f emitting a severe weather warning siren as well as being used as a campus wide public address system utilizing recrded and real time live vice messages. The University s utdr warning system is activated when ther sirens lcated thrughut Jhnsn Cunty are activated during severe weather events. In additin, the system will be used t bradcast warnings fr ther weather and nn-weather situatins that directly impact the University. Testing f the University utdr warning system ccurs n the first Wednesday f every mnth at 10:00 a.m. in cnjunctin with the testing f ther sirens lcated in Jhnsn Cunty.

Each individual siren twer has manual activatin capabilities fr siren tnes and real time live vice messaging. The UI can als use the Mass E-Mail System, which will transmit infrmatin using the University e-mail system t all faculty, staff, and student e-mail accunts. The UI will cntinue t utilize news releases and direct media cntact t prvide infrmatin fr students, parents, staff, faculty, and the general public. In the event that Internet cmmunicatins are deemed ineffective, University Cmmunicatin and Marketing will use available radi statins (KRUI, KSUI, and WSUI) and the use f faxed releases sent telephnically t news media t disseminate infrmatin. University Cmmunicatin and Marketing wuld als schedule press briefings at designated lcatins t apprise news media in persn. UI DPS is prgressively mving tward using advanced fire alarm panels fr interir building emergency cmmunicatins that will be capable f being activated frm a single pint which will be lcated in the DPS dispatch/emergency cmmunicatins center. With any delivery system used fr mass r emergency cmmunicatins, there will be challenges. PAGE 9 THREAT ASSESSMENT AND MANAGEMENT The UI utilizes the Behavir Risk Management (BRM) Prtcl. The BRM is an attempt t respnd with a planned cmprehensive apprach t the cntinuum f behavirs that culd lead t hstility and vilence in the wrkplace. Althugh it is difficult t "predict" vilent r hstile behavir, there are methds t determine the risk cmpnents f a situatin. BRM takes a clinical as well as cnsultative apprach. The Behavir Risk Management Prtcl is a planned, cmprehensive, multidisciplinary respnse t wrkplace hstility and vilence. The purpse is t prmte a safe and civil wrkplace fr all UI emplyees by addressing any related individual r envirnmental issues that may cntribute t hstility, vilence r physical danger n the jb. While the BRM prtcl addresses faculty and staff, the threat assessment prtcl creates an integrated and crdinated prcess fr identifying and respnding t students, faculty, staff, r ther University affiliates wh may be at risk f harming themselves r thers, and then t respnd effectively with all parties wh may be invlved with the cncerning situatin. The verall gal is t mitigate r eliminate any knwn threats as well as cnnect affected persns with apprpriate resurces. The UI established a Threat Assessment Team (TAT) in respnse t vilent incidents ccurring n cllege campuses acrss the natin. TAT includes representatives frm Human Resurces, The Divisin f Student Life, University Cunseling Services, General Cunsel and the Department f Public Safety (plice investigatins). TAT wrks in cnjunctin with the Faculty and Staff Services/Emplyee Assistance Prgram, University Husing and Dining, the Office f the Dean f Students, and crdinates activities invlving multiple stakehlders within the University f Iwa cmmunity. Additinally, TAT wrks clsely with area law enfrcement agencies. Tw UI Threat Assessment Prgram Managers crdinate effrts and prvide needed services. They are members f the Assciatin f Threat Assessment Prfessinals. Their respnsibilities include respnding t reprted cncerns, case management, interviewing and develping assessment and preventin prgramming. TAT Prgram Managers wrked 236 cases in 2013 including cnsultatins. They have cnducted a ttal f 23 presentatins fr faculty, staff, students and visitrs in 2013. EMERGENCY MANAGEMENT In 2013 the Department f Public Safety established the University f Iwa Emergency Management Crdinatr (UIEMC). Amng ther duties the UIEMC will assist in planning, implementatin, and evaluatin f emergency preparedness exercises and drills t test the university's respnse t a variety f crisis situatins as well as crdinate related training fr apprpriate members f the campus cmmunity. The UIEMC will als assist in activatin and crdinatin f the university Incident Cmmand Center (ICC) during weather related disasters as well as ther lcal emergencies invlving hazardus materials, health related emergencies, threats f vilence and ther prtracted events having campus wide impact. The ICC will als be activated during selected, recurring majr events such as hme ftball games. RELATIONSHIPS WITH OTHER LAW ENFORCEMENT ENTITIES U f I DPS has a lng standing mutual aid agreement with the Iwa City PD, Cralville PD, the Jhnsn Cunty Sheriff s Office and the Nrth Liberty PD which allws fr the exchange f law enfrcement resurces (persnnel and equipment) as needed. The UI

PAGE 10 Plice divisin is a member f the Jhnsn Cunty Drug Task Frce, Sexual Assault Investigatrs Team, Sexual Assault Respnse Team, Jhnsn Cunty Metr Dive Team and the Jhnsn Cunty Metr Bmb Squad. When necessary, we als wrk with applicable divisins f the State f Iwa Department f Public Safety as well as federal law enfrcement agencies. UIPD is a member f the Law Enfrcement Intelligence Netwrk, Mid-States Organized Crime Infrmatin Center as well as a member f the FBI s Jint Cunter Terrrism Task Frce. This allws fr the mutually beneficial exchange f law enfrcement resurces as needed. It is imprtant t nte that these cllabratins result in investigatins/peratins that can ccur in varius lcatins within the state, nt simply n university prperties r prperties immediately adjacent t the UI campus. Radi interperability fr all emergency services in Jhnsn Cunty became a reality in 2010/11 with the establishment f the Jhnsn Cunty Jint Emergency Cmmunicatins Center (JECC). The system includes the University f Iwa Plice, Iwa City Plice, the Jhnsn Cunty Sheriff s Office, Cralville Plice, Nrth Liberty Plice, University Heights Plice, Iwa City Fire, Cralville Fire and the Jhnsn Cunty Ambulance Service as well as ther Jhnsn Cunty fire departments. The new radi system allws all Jhnsn Cunty emergency services t cmmunicate with ne anther. The University f Iwa Plice dispatch/emergency cmmunicatins center serves as a backup Public Safety Answering Pint fr the JECC. Additinally, Jhnsn Cunty law enfrcement agencies share the same recrds management system allwing agencies t share infrmatin electrnically. Agency heads frm UIPD, ICPD, Cralville PD, the Jhnsn Cunty Sheriff s Office, Nrth Liberty PD and the Jhnsn Cunty Attrney meet mnthly t discuss shared interests and cncerns. All Jhnsn Cunty law enfrcement agencies participate in annual mandatry plice training. PHYSICIAL SECURITY CAPABILITIES Currently the UI Department f Public Safety (DPS) has hundreds f cameras feeding int the dispatch and emergency cmmunicatins center. This includes cameras cvering specialized labs, residence halls, several entrances equipped with electrnic access cntrl, studi arts and the IMU/Richey Ballrm, the University Capitl Centre, and cameras cnnected t several campus Cde Blue emergency phnes. Digital vide recrders are used t recrd infrmatin fr pst event investigatins if necessary. Additinally, sme areas have lcal mtin and intrusin alarms which will alert ur dispatchers. All residence halls are currently using cameras in cnjunctin with Prx Card access at entrances. These halls have cameras at exterir drs and all first flr access pints t student living spaces (elevatrs, stairwells, hallway drs). In 2012, the University established a plicy t address vide cameras n r in any University prperty, facilities, and spaces, and/r during the curse f University-spnsred activities. The plicy can be fund at: http://www.uiwa.edu/~ur/pmanual/v/45.htm The Vide Surveillance Wrking Grup cnsisting f representatives frm Human Resurces, Infrmatin Technlgy Services, Public Safety and Facilities Management cntinue t crdinate and review issues related t the plicy.

PAGE 11 All residence hall fire alarm panels are cnnected t DPS dispatch/emergency cmmunicatins. The DPS Security Divisin installed a Time Keeping security tur system in all residence halls and additinal leased prperties used by University Husing. The system tracks DPS Security Officer rutes and activities and prvides detailed electrnic reprts. UI Facilities Management huses master keys; issues keys and prximity cards; alng with assistance frm DPS, grants access rights based n departmental requirements; maintains a university-wide key inventry database f key infrmatin and services lck systems. Many exterir and interir drs that have a lcking functin utilize traditinal mechanical keys. Electrnic access, Millennium Enterprise (aka Marlk), is installed in several buildings as well as cnnected t numerus drs, bth interir and exterir. Sme f these lcatins utilize the Iwa One Card system and magnetic swipe readers; ther electrnic access-cntrlled lcatins utilize Facilities Management-issued prximity cards, Iwa One Card and prximity readers. Sme administrative units have taken n respnsibilities fr prgramming user access, while thers cntinue t place a high reliance n Facilities Management fr access cntrl services. Led by Facilities Management, the University f Iwa is in the prcess f replacing the current Marlk standard with a cntrl system capable f meeting current and future institutinal needs fr card access, security, distributed cntrl, and integratin with building systems cntrls and institutinal infrmatin technlgy databases. The University selected AMAG sftware/firmware and Security Equipment Inc. as the AMAG integratr/reseller fr the prgrams and cmpnents. Cncerns abut safeguarding university assets have highlighted the need t integrate building access and building security. The challenge is t prvide apprpriate cntrl and security fr all majr buildings withut unduly cmprmising cnvenience and the campus culture f penness. T help guide the prcess, the University cnvened an Access and Security Steering Cmmittee wh develped a University f Iwa Access and Security Strategic Plan t address security and access cntrl fr new and existing buildings. The cmmittee included members frm Facilities Management, Office f the Prvst, Infrmatin Technlgy Services, Public Safety, The Divisin f Student Life and Research Administratin. Althugh the cmmittee is n lnger active, they wuld recnvene if it became necessary. The areas f cncern that were reviewed by the cmmittee and varius sub-cmmittees are as fllws: Central Cntrl Technlgy (AMAG) Security Assessment, Prcess & Pririty Design and Installatin Standards Key and Card Issuance Access Cards Integrated Databases Security Mnitring, Analytics Service and Supprt Mdel Financial Supprt Mdel Administratin Plicy n Card Access and Security The University implemented the Iwa One card system fr all faculty, staff, and student ID s. Within the ID is a prximity chip mag swipe fr access cntrl and allws

PAGE 12 STAFFING immediate access t apprved University facilities. Each card is identifiable t the wner and fllws recmmendatins f the Access and Security. The UI Department f Public Safety currently emplys 45 swrn, state certified plice fficers, 17 civilian security fficers, 9 state certified dispatchers, 1 fire safety crdinatr and 3 supprt staff. Part time student emplyees (6) assist with security fficer duties, fingerprinting, NITE RIDE, recrds management and dispatching. The UI DPS Plice Divisin has tw explsives detectin canine; ne prvided by the University f Iwa Athletics Department. TRAINING OF INSTITUTIONAL PERSONNEL The University f Iwa Plice Crime Preventin Specialist, the Fire Safety Crdinatr as well as ther DPS emplyees present safety related educatinal fferings including the fllwing: Rape Aggressin Defense prgram (R.A.D.) Vilent Incident Survival Training (V.I.S.T.) Persnal Safety and Self-Prtectin Disruptive Persns Threat Assessment Alchl Educatin and Awareness Crime Preventin Newsletters (C.P.N.) Annual parent/student rientatin presentatins Resident Assistant s Fire Academy General fire safety in labratries and ther areas Use f prtable fire extinguishers Residence Hall Staff Training Plice Services and Expectatins UIPD utilizes mass emails t prvide safety related infrmatin. The UI DPS website was updated in 2010/11 and is als used t disseminate safety related infrmatin as well as prvide a way fr the UI cmmunity t prvide infrmatin. http://plice.uiwa.edu/ V.I.S.T. (Vilent Incident Survival Training). The prgram is a cmprehensive apprach, advcating integrated strategies incrprating Envirnmental Design, Technlgy & Cmmunicatin, Law Enfrcement Respnse, and actin by thse in immediate danger. The respnse ptins that are taught specialize in preparing schls, universities, churches, hspitals, and wrkplaces in hw t respnd t a vilent attack n large numbers f peple and increase the dds f survival. V.I.S.T. teaches individuals prven techniques and prvides them with several ptins that are effective in aviding, escaping and, if necessary, prtecting intended victims frm active shters. UIPD has 7 plice fficers trained as instructrs in V.I.S.T. wh present a tw hur training cmpnent fr faculty, staff, students and visitrs. During 2013 V.I.S.T. instructrs trained 1,666 faculty, staff, students and visitrs. All plice fficers are trained in V.I.S.T.

PAGE 13 USE OF FORCE/FIREARMS UIPD fficers carry the M&P 40 caliber Smith and Wessn handgun. The Cmmissin n Accreditatin fr Law Enfrcement Agencies standards (CALEA) dictate that we must have a use f frce plicy: Officers have t receive training annually n these standards, must be trained with their authrized weapns, require reprts when weapns are used, and cannt carry weapns until they have been trained. New fficers must review all related plicies prir t being issued weapns. The University f Iwa Plice Department meets all CALEA standards and exceeds Iwa Law Enfrcement Academy (ILEA) standards in regards t weapns qualificatin; CALEA dictates that we must have a plicy that requires qualificatin. UIPD fficers qualify twice a year with the Iwa Law Enfrcement Academy Handgun Qualificatin Curse. We fire tw qualificatin runs at each sessin, fr a ttal f fur; successful qualificatin runs are required; this exceeds state and natinal standards. Officers qualify n the lw light curse nce a year meeting ILEA standards. Fr rifle qualificatin, UIPD requires 3 different curses f fire; standard FBI 100 yard curse, the Clse Quarters Battle (CQB) Curse, and the Clse Quarters Battle Curse in lw light. This exceeds the standard FBI 100 yard curse. UIPD currently has 7 ILEA certified firearms instructrs n staff cnducting all firearms training. UIPD als cnducts Simunitins training fr ur Emergency Respnse Team members several times a year. This invlves interactive training using devices that fire simulated runds and a prcess that recrds fficer actins with the simulated weapn. UIPD fficers als train using the Multiple Interactive Learning and training Objectives system (MILO). The MILO system instructs fficers n the apprpriate use f frce, i.e., when t fire and when nt t fire a weapn. Bth f these training pprtunities exceed ILEA requirements. Every member f the department s Emergency Respnse Team (ERT) receive 40 hurs f annual training with Tactical Missins Cnsulting, perated by a 23 year veteran/supervisr (retired) wh was als ne f the team leaders with LAPD SWAT. In additin t the 40 hurs f annual training, UIPD-ERT has been training since August f 2008, lgging 4-8 hurs f training a mnth. NOTE: Tactical Missins Cnsulting is the same firm that Iwa City Plice use. Our ERT tactics and Iwa City are essentially the same. Als bth departments receive that 40 hurs frm Tactical Missin keeping ur departments similar in tactics. In 2013 ur ERT team traveled t Camp Ddge and cnducted 2 days f live fire training in the Natinal Guards Live Fire Sht Huse. This gave the team the pprtunity t cnduct training in cntrlled cnditins, with live runds, within the cnfines f a huse flr plan. UIPD has facilitated access t training sites n campus fr lcal law enfrcement agencies. This creates a clse partnership and prvides the area agencies with knwledge f campus facilities, cmmunity and practices. This partnership creates a clse wrking relatinship and helps facilitate future assistance in the event f an incident n campus requiring mutual aid. UIPD cntinues t wrk clsely with lcal law enfrcement agencies t implement training fr all area agencies regarding the respnse t an active shter. ALERRT - Advanced Law Enfrcement Rapid Respnse Training. ALERRT is a natinally recgnized 2-day peratr curse t respnd t active shters and ther vilent situatins invlving weapns. ALERRT training is far mre detailed than standard active shter training and invlves chregraphed situatins with specific training pints. It addresses all f the cmpnents in the Iwa Law Enfrcement Academy-Active Shter curse and als prvides instructin in mving and firing in teams f 2 t 5, rm clearing, rescue, imprvised explsive devices (IED) recgnitin and hstage situatins. Instructin includes dividing the class int grups with each team participating in exercises with simulated weapns and runds t place participants in stressful situatins. The department has three ALERRT instructrs and all fficers must be trained in ALERRT. The department cntinues t equip fficers with, and train them in the use f, chemical spray and cnducted energy weapns (Tasers). CERTIFIED PROTECTION SECURITY OFFICERS All full time DPS civilian security fficers are required t btain certificatin by successfully cmpleting a 50+ hur curse upn successful cmpletin f prbatinary requirements; this certificatin prcess was intrduced in 2012. Ten f the seventeen civilian security fficers have cmpleted the curse and have received certificatin. Remaining security fficers are still in prbatinary status, currently enrlled in the certificatin prcess, awaiting enrllment cnfirmatin r are enrlled in the management certificatin prcess. AUTOMATED EXTERNAL DEFIBRILLATORS (AED) At present, the UI Fire Safety Crdinatr inspects and maintains 57 UI public access AEDs t American Heart Assciatin (AHA) standards and manufacturer specificatins.
