Mandate To make recommendations to the municipal council on the vision the community has for our village of Farm Point; To convince the municipal council to accept these recommendations ; To represent the majority of the population of Farm Point and not just one individual (or one committee).
Vision To permit development which allows the community to live, work and grow in harmony; To validate interesting improvements for the benefit of future generations; To be sensitive to and considerate of all residents in our community; To conserve all that makes Farm Point beautiful; To preserve the heritage of Farm Point; To respect the natural environment and promote smart growth.
General The specific vision for each area respects existing municipal regulations concerning: Waterways; Wetlands; Woodlands; Tree cutting; Flora and fauna; Acquired (grandfathered) rights The committee asks that 10% of land allocated to development be reserved for the use of the Farm Point Community: For recreational usage; or For parks and trails.
The urban planning perimeter Boundaries proposed by the municipality and accepted by the MRC. Not yet approved by the provincial ministry (MAMROT - ministère des Affaires municipales, des Régions et de l'occupation du territoire).

Vision for the St-Clément Corridor The St-Clément zone is the center of our village We want it to continue to be charming and to be well integrated with its natural surroundings
Vision for the St-Clément Corridor Our community recommends to Council: Maintain the size of existing homes if they are renovated or rebuilt; Allow a maximum size of 2500 square feet for any new construction; The density should be a maximum of one house per acre, although clustering will be permitted (eg : 5 houses on 5 acres); Any businesses will provide parking on their own land, without creating local parking lots; Roads should maintain their rural character, with no parking along them, and they should be kept safe (speed limits, signage warning of the presence of children); The area would be zoned residential and commercial only; although Existing commercial/industrial enterprises will retain their acquired rights.
Vision for the Quarry Lands The municipality has included the quarry lands in the urban planning perimeter for Farm Point; we see this as an opportunity to ensure the quarry can no longer be used for extraction activities. Your committee considered alternatives, but found that inclusion of these lands within the perimeter was the better solution as it allows Council more capacity to preserve the area.
Vision for the Quarry Lands Our community recommends to Council: Preserve as much as possible of the natural character of the land; Since the quarry is part of the village, near to its centre, housing density in the area should be the same as proposed for the St. Clément corridor; Roads within the zone should be winding to prevent higher speeds; Signage should warn of the presence of children;
Vision for the Quarry Lands Surface areas: Zone EX-49: 44.18 acres Zone RA-46: 88.22 acres (only 25.55 acres in the urban border) Total available for development: 50 acres 10 % of the area should revert to the community of Farm-Point through the municipality of Chelsea, to be used for: Parkland Infrastructure for soccer or mini-soccer fields Footpaths and trails Encourage clustering of housing units (e.g.: 5 or 6 individual houses); If the clustered units achieve the highest environmental standards, density could rise (on the 50 acres available for development) to two homes per acre, for a maximum of 100 homes Rules for water usage and sewage disposal; Forest preservation; Minimal energy consumption
Vision for the Carmen-Léa Lands Zone RA-55 (Carmen Léa St-Clément), like the quarry lands, isa zone where development should preserve much land unspoiled Nearly 75% of the zone is comprised of wooded areas and wetlands
Vision for the Carmen-Léa Lands Our community recommends to Council : Preserve as much space as possible in its natural character; Compliance with regulations concerning wetlands and marshes (prohibition against building); Compliance with regulations concerning aquifers; Compliance with regulations concerning tree cutting; Existing trails should be preserved; Reserve 10% of the land (about 165 acres, so 16.5 acres) for: Trails Parks
Vision for the Carmen-Léa Lands Access to this zone should be from Highway 105 and Carmen Road only; In areas where construction is allowed, density should not exceed one unit per acre; Support for clustering of houses of 5 or 6 units per group (detached houses) on 5 or 6 acres; Compliance with standards for water usage and sewage disposal; Houses to be designed for minimal energy consumption
Vision for the Commercial Zone Along Route 105 The zone along 105 will be the main commercial area for the village We hope if will retain a rural character and that it will be a safe area for vehicles and pedestrians
Vision for the Commercial Zone Along Route 105 Our community recommends to Council : The zone should become a small commercial area, a destination for a variety of services and activities; The zone should respect the tranquil character of the area, situated in an environment which is fundamentally rural, natural and beautiful; All business should have charm, class and charisma; We need to preserve traffic safety: Traffic lights at the intersection of 105 and Ct. Clément/Cross Loop; Crosswalks for pedestrians; We envisage a large grocery store; Businesses or residences in the zone which do not meet the new zoning requirements will retain their acquired (grandfathered) rights;
Vision for the Commercial Zone Along Route 105 Other stores and businesses in the zone should be of a more limited size, and there may be scope for some residential space there; The new shops and services should not disturb current residents; Green space should be preserved; WE can do this by restricting density to one unit per acre; Industrial activities, bars, nightclubs and any use of bright and intrusive lighting are not part of the vision; The area should be a destination for residents in the region but also for visitors to Gatineau Park; However, the NCC needs to provide its own parking areas to the west of the zone.
Recreational Zone The recreational zone could become a safe and fun area for residents of Farm Point.
Recreational Zone Our community recommends that Council: Respect the quiet character of the village, in a rural, natural and beautiful environment; Plan for gradual development over the short, medium and long term; Develop the recreation park, providing: A shed with a high performance pump for recreational infrastructure and for the fire department; A permanent skating rink; A baseball field and a basketball court; A cabin with toilets and changing rooms, space for a canteen and the sale of souvenirs Splash pad for children; Outdoor games
Recreational Zone Development of the river waterfront: Boardwalk along the river from the seniors residence to the public dock in front of the recreation park; This boardwalk would link through the existing private docks to the public dock; Then, a square safe swimming area could be linked to the public dock.
Recreational Zone Development of the community centre: We see possible income opportunities in the centre area by renting space for sales of crafts, organic foods, BBQ, etc; The community centre could be made profitable by adding a canteen as well as a place to pay for rentals of canoes and kayaks as well as rental fees which would be applied to parking for non-residents - cars and trailers for local camps and events Safety is paramount
Safety is paramount: Recreational Zone Speed bumps to be placed at strategic points; Signage at each activity reminding parents that their children s safety is their responsibility; Parking areas near the recreational area.
Zone for the Seniors Residence The seniors residence will allow some seniors to continue to live in the beautiful environment of Farm Point after they leave their homes.
Zone for the Seniors Residence Our community recommends to Council: Seniors residence can connect to the existing sewage system; Develop trails allowing access to the village; Provide a sidewalk from the residence to the point along the river; Provide crosswalks; Build a court for bowls (bocce or pétanques); Provide transport to Gatineau (Hull).
