CARRIED It was Moved and Seconded That the minutes of the November 18, 2010 Greenways Advisory Committee be adopted as amended Page 1, REGRETS change Alan Whitehead to ``Alan Whitehead On Leave`` CARRIED OLD BUSINESS Results of December 3 rd Meeting with Planning Department re: OCP Schedule E: Parks and Trails The Chair reported that Committee members had met with the Community Planner to discuss: Recommendations regarding the location of park circles and trail connections for OCP Schedule E map: The Community Planner agreed to revise the map to include the Committee s recommendations and to report back to the Committee prior to Schedule E being presented to Council. Results of the Tunstall Bay Walkabout Committee members reported on the results of the Tunstall Bay walkabout as follows: Looked at stream entrance to the ocean and erosion. Wil Hilsen provided information regarding habitat restoration and erosion control. Also looked at aesthetic restoration;
Greenways Advisory Committee Page 2of 4 December 16, 2010 NEW BUSINESS Looked at the stair easement between Tunstall Boulevard and Whitesails Drive and agreed that repairs to the steps and some adjustments to the upper trail section were needed to this Municipal Right of Way. This will not be a capital item; Concern was expressed for where the boulders would go as this s a good swimming beach; Recreational uses need to be careful that we don`t lose them. In general the Committee expressed its concern related to issues of equity of access, use and layout. In order to ensure planning for all public uses, layout at bottom should be reexamined when the boat launch planning is underway. Comments re: Draft Terrestrial Ecosystem Mapping The Chair noted that there were Terrestrial Ecosystem Mapping from Islands Trust Fund and a second set of maps from Parks Canada The Committee discussed parts of the Parks Canada Map Sensitive Ecosystem Legend and then reviewed the following areas of the map: Cape Roger Curtis Area There is lots of cliff at Cape Roger Curtis and is not showing up on the map; Wetland at end of Whitesails this should be checked is probably riparian Add inertial near the lighthouse Lot 1549 Herbaceous secondary and tertiary area has been logged twenty years ago. This is an altered ecosystem Dorman Point Lookout in Crippen Park should be herbaceous Snug Cove Beach at Festival Field would either be wetland or riparian or herbaceous. Refer to Snug Cove Village Plan Environmental Assessment in the Appendices; Need to add the Terminal Creek Lagoon at Deep Bay; Intertidal all the way across in Deep Bay Hood Point Lower Hood Point rather than secondary herbaceous is developed with houses and gardens (lawns); Hood Point West right of way to water is it public or belongs

Mount Gardn er Questioning wetlands in the north part of the Mount Gardner Block don`t know of any there; There should be wetland/riparian on the southwest side of the Mount Gardner block; Climbing cliffs northwest of Grafton Lake need to be added to the map (These are in use by climbers); Older Forest there are scattered trees rather than areas of older forest and should be checked Headwaters Park Wetlands are missing Elizabeth Thomson property on Thomson road should not all be wetland rather is an enhanced pond; L Abri Property wetland and riparian should be showing here Ecological Reserve Question the wetland that is shown on the map. Singing Woods we tland system runs through ITF2/Singing Woods Nature Reserve through Crown Block 3 towards Snug Cove Between Adams and Westside Road the wetland is wetter than indicated on the map; Query regarding Buchanan Park the part that is playground and properties of interest lines? T ertiary Riparian between Adams Road and Buchanan Riparian Park is flatter and drier than shown. It is alder forest Crown Block 2 Collins Mountain Honeymoon lake is missing. The area is marked as wetland Global concerns Cliffs are not shown anywhere makes it appear there are no cliffs on the Island; Riparian ecosystem is missing generally for the entire map and should refer to the Bowen Island road map by Dunster for creek locations The Chair noted that she would the Bowen Islands Wetland
Greenways Advisory Committee Page 4of 4 December 16, 2010 Inventory to Islands Trust Fund for Ecosystem Map. inclusion in their Terrestrial Comments re Additional Draft Parks Canada Maps Parks Canada Wat ersheds November 27 2010 Map Why does it look so different from the Alan Whitehead map being used in the OCP Schedule E? Parks Canada Land Use The Committee resents the term urban and industrial. Should be using the data source of the OCP Land use maps Sensitive Species Map Not all sensitive species information is on this map; There are more raven nests than shown on the map; Rare species don t know what they are; Heron nests are accurate; Question whether all the raptor nests are indicated; Question title of map. Title should be Sensitive Wildlife Species or if it includes plants where are they? Terrestrial Ecosystem Ma pping Plant communities Visitor Experience Features Map viewpoints, beach access, trailhead kiosks Suggestion rather than the beach umbrella symbol that undeveloped beach access points be marked with a nondescript symbol such as a dot. Also differentiate the developed public beach accesses from the others; Viewpoints Quarry Park is missing, Dorman Point is missing, Evergreen is missing; Trails Horse trail in the legend. Suggestion to call it Proposed Multipurpose/Equestrian Trail There is a portion of trail missing in Municipal Park that connects Village Drive uphill to Davies Creek; Suggested additions to the map kayaking, climbing, heritage and history, Lieben park mountain bike riding, equestrian ring, snorkeling and scuba diving, fish hatchery and fish ladders; Recommend Parks Canada do a viewscape assessment; Why the wetlands on this map are not on the Sensitive Ecosystem map as they seem correctly indicated on this map. The Chair agreed to draft a report, using the above comments and send it to Parks Canada, Islands Trust Fund and the Municipal Community Planner.
Greenways Advisory Committee Page 5of 4 December 16, 2010 Accounting for Developer Funds A Committee member noted that there were several developments that gave money to the Municipality in lieu of parkland or trails. Where did the funds go? These funds should be in a trails budget. The Chair agreed to request staff to provide answers to the above questions and will report the results at the next Committee meeting.
