Council History May 22, 2007 - Council adopted Municipal Development Plan (MDP) Bylaw 1-2007. September 25, 2012 - Council received an update on the Mature Neighbourhood Strategy Phase 1. January 8, 2013 Council directed Administration to proceed with a participatory gathering for Phase 1. May 7, 2013 Council received an update on the Mature Neighbourhood Strategy Phase 1. June 11, 2013 Council received a summary report of consultation conducted to date with regard to the Mature Neighbourhood Strategy Phase 1. February 11, 2014 Council was provided an overview of the first phase completed in 2013 and proposed next steps to be pursued in 2014 and beyond. April 8, 2014 Council approved the Terms of Reference for the Mature Neighbourhood Strategy Phase 2 Task Force. June 10, 2014 Council appointed citizen members to the Mature Neighbourhood Strategy Phase 2 Task Force. September 9, 2014 - Council appointed an additional citizen member to the Mature Neighbourhood Strategy Phase 2 Task Force. Strategic Plan Priority Areas Economy: The Mature Neighbourhood Strategy supports efficient use of municipal infrastructure. Governance: Phase 2 of the Mature Neighbourhood Strategy can improve public involvement in the project by establishing a Task Force which includes Strathcona County citizens. Social: The consultation conducted for Phase 2 of the Mature Neighbourhood Strategy will reflect the principle of Social Inclusion from the Social Sustainability Framework, by engaging community stakeholders interested in mature neighbourhoods. Culture: Phase 2 of the Mature Neighbourhood Strategy seeks to create tools to assist in the preservation of the unique identity and heritage of mature neighbourhoods. Environment: The Mature Neighbourhood Strategy supports the efficient use of land and protection of natural areas. Document: 6528773 Page 1 of 2
Other Impacts Policy: Policy GOV-001-029: Organizational Roles and Responsibilities, identifies that Administration has a responsibility to identify and update Council of strategic priorities. Legislative/Legal: The Capital Region Land Use Plan requires all municipalities to implement intensification strategies through policy in their MDP s. The MDP directs Administration to review opportunities for redevelopment and infill in the older areas of Sherwood Park. Interdepartmental: The first phase of the Mature Neighbourhood Strategy included interdepartmental participation, including representatives from 14 County departments. Summary On February 11, 2014 Planning & Development Services provided a presentation to the Priorities Committee which gave an overview and summarized the outcomes from Phase 1 and outlined next steps for Phase 2. The focus of Phase 2 is to address the community concerns raised during Phase 1, particularly with regard to preventing inappropriate development from occurring in mature neighbourhoods and preserving community character. During the February 11, 2014 Priorities Committee meeting, Administration proposed to establish a Citizens Task Force to provide guidance for Phase 2. Council appointed members to the Task Force June 10, 2014 and a final member on September 9, 2014. The Task Force is comprised of public members from six (6) out of the eleven (11) mature neighbourhoods. The Task Force has been working collaboratively with Administration and a consultant to provide advice and input into the Urban Form and Architectural Character Assessment. This is the first progress report being presented by the Task Force Chair regarding the work of the Committee. Phase 2 includes the creation of an Urban Form and Architectural Character Assessment. This tool is a technical document that will assist in creating policy and regulations to protect the unique characteristics of mature neighbourhoods when applications are being considered. The approach to this project will be through a model street concept. Model streets have been selected with assistance from the Task Force and will be reviewed with the public at the first open house on October 29, 2014. Administration, with assistance from the Task Force, had created a public engagement program for the assessment. The first public meeting will be held on October 29, 2014 and will be facilitated by the consultant team and two Task Force members experienced in facilitation. Recap: Phase 2 Objectives Objectives Amendments to MDP/County policies: clarification on retention of mature parks, trees, and the golf course. - Will be worked on after the urban form and architectural character assessment in conjunction with the MDP update. Amendment to MDP to better define infill and redevelopment - Will be worked on after the urban form and architectural character assessment in conjunction with the MDP update. The updated LUB to list secondary suites as a permitted use in mature neighbourhoods (R1A and R1B districts, currently discretionary) - LUB being presented to Priorities Committee in November. Citizens Task Force Members of the Task Force were selected by the Governance Advisory Committee. Appointments were made by Council on June 10, 2014 and September 9, 2014. Task Force members are required to reside in a mature neighbourhood. Six (6) out of eleven (11) neighbourhoods are represented. Citizens' Task Force In following its terms of reference, the Task Force has: chosen the final consultant for Phase 2. completed the Public Engagement Program (PEP) with Administration for the Urban Form and Architectural Character Assessment. has been working closely with Administration and the consultant on the creation of the document. Open House October 29 th 2014 Will start with a presentation by the consultant lead. Neighbourhood groups will be facilitated by members of the consultant team, or a Task Force member with experience in facilitation. Groups will discuss model streets and review a series of graphics, photos, and maps to describe character elements important to them. A Q&A will be held at the end of the meeting by the consultant lead. Administration will not be in attendance at the Open House Street stalls were held on Wednesday October 22 nd, Friday October 24 th and Monday October 27 th. Additional street stalls will be scheduled similarly with the second public meeting.
