Site A Our Site Plan and Block Plan Drawing Nos. 130520/101B and 130520/102C have been amended to reflect the following revisions: Highways We have revaluated the access to serve Site A to address the points raised by the Highways Officer and local aspirations for the improvement of pedestrian access to village facilities. The access solution is included within the following documents prepared by FMW Consultancy: Access Junction Build Out Technical Note (FMW1368 dated 26 th March 2014); Proposed Highway Improvements (FMW1368-001 Revision A); and Proposed Swept Path Assessment (FMW1368-002).

AS/130520/P14 Page 2 of 5 Archaeology A Written Scheme of Investigation has been agreed with Wiltshire Council for the archaeological evaluation. I enclose a copy of the WSI by Foundations Archaeology dated 5 th April 2014. I can confirm that the site evaluation will be undertaken week commencing 2 nd June 2014 and the results reported to Wiltshire Council at the earliest opportunity. Layout/Design Plot 9 - As shown on drawing 130520/110A Plot 9 has been revised to include windows on the west elevation to provide greater level of natural surveillance over the playing field. The windows remain narrow, in keeping with the gable elevation. It is important to note that a great level of surveillance is provided of the public realm from all properties surrounding the recreation ground. Also, the bulk of the single storey link and garage has been reduced as per your request. Plot 2 Garage This has been omitted from the scheme. Garage sizes Confirmation is provided that the internal dimension of all garages meets the minimum 6 x 3 metre size. Landscape The landscape strategy has been reviewed by ACLA Ltd and is shown on Drawing Nos.ACLA-BDR-03 and ACLA-BDR-04 and includes the following: o Specification for the Children s Play Area, which has evolved following discussions with the Parish Council. The size of the play area has enlarged slightly from 400sqm to 425sqm to provide sufficient space for the 8 items of equipment. o Revised Landscape Strategy for the site to supersede those prepared by Glasspoole Design. Utilities No building or structure is within 3 metres of the public sewer crossing part of the western section of the site. Tree Plan A copy of the Tree Protection Plan 544/01 by Simon Stephens is provided. Site B Our Site Plan and Block Plan / Sport Building Drawing Nos. 130520/201B and 130520/202A have been amended to reflect the following revisions: Noise Skateboard Park Following discussions with our noise consultant and the Parish Council we have reluctantly agreed to remove the skateboard park from the proposal. We are disappointed with the stance taken by Environmental Health on this matter, particularly because the skateboard park would be no larger than the existing facility; would be sited no closer to housing than the existing facility; and that some users in the village will naturally be disappointed this facility will no longer form part of the scheme. The land originally designated as a skateboard park will be laid as grass.

AS/130520/P14 Page 3 of 5 Specification for the MUGAs - The 2 No. Multi Use Games Areas (MUGAs) measuring 21.35 by 36.60 metres each (total 1,563sqm), constructed with a Type 1 open textured porous macadam areas used for ball rebound sports where tennis is the priority and sports such as mini-tennis, netball, and basketball are secondary users. These areas are suitable for wheelchair sports although care is needed in warm weather during the first year of use. Porous macadam is used on around 80% of all tennis courts in the UK and can be played on in most weather conditions all year round. Most netball courts are also of porous macadam. Porous macadam courts may be colour coated to improve aesthetics and the playing environment. This is achieved by either using pigmented materials to form the macadam or by painting the unpigmented surface after installation. Although the use of pigmented macadam may be initially higher, the increased durability of the colour may make it more suitable for areas of high use. The slip resistance of the colour coating is important and requirements for this will vary for tennis and netball 13. The specification for the MUGAs will accord with the Sport England Design, Specification & Construction of MUGAs Guidance. We would recommend that full details of the design, specification and construction of the MUGAs can therefore be controlled by a Planning Condition. Future Management - As already outlined there is no detailed management plan for the site, as ownership will be transferred to the Parish Council post-completion of the works. Should Wiltshire Council consider it necessary to agree a management plan for the facility then we would recommend this matter is dealt with by a Planning Condition. Lighting Confirmation is provided that no external lighting of the MUGAs or playing field is proposed as part of this application. The community were aware that no floodlighting was proposed during our discussions to date. The figure on page 20 of the D&A Statement is of the standard design reference for a Type 1 MUGA within the Sport England guidance and is clearly referred to as a design reference. No lighting columns are indicated on the proposed layout plans, which confirm that a 3m high wire mesh fence will surround each MUGA. Full details of the specification and construction of the MUGAs are matters which should be controlled by Planning Condition. Design of the Sports Building We have reviewed the design of the sport building so that it accords with the size of the Sport England Standard for a Small Changing

AS/130520/P14 Page 4 of 5 Room Unit Traditional Pavilion Adjusted Sizes T1. As there are two MUGAs and a playing pitch the scheme has always shown two small changing rooms, these both conform to the Sport England T1 specification. Landscape Scheme The Landscape Scheme provided for Site B is indicative at this stage as it is a landscape concept plan to show the principles that will be followed. We would request that the drawing 2444/02 prepared by Glasspoole Design should not be an approved plan. Full details of the hard and soft landscaping are matters which should therefore be subject to a Planning Condition. Tree Plan A copy of the Tree Protection Plan 544/02 by Simon Stephens is provided. General Following the amendments made to the size of the play area and the removal of the skateboard park, please find enclosed an updated Open Space Assessment 130520/P7A. Please could you amend the description given to Site B to read: Change of use of agricultural land to recreation ground, including formation of playing pitch, 2 multi-use games areas, erection of changing rooms, reconfiguration of car park; and erection of 6 dwellings with access, parking and associated landscaping Open Space / Site Assembly Heads of Terms Having regard to our discussions with the Parish Council and their conditions of supporting these planning applications (14 th January 2014 Parish Council Planning Committee) we will be circulating draft heads of terms in due course to all parties for comment. Given the issues that are raised I would be grateful if we could arrange a meeting to discuss the s106 Legal Agreement. Other Planning Obligations We will be forwarding an Affordable Housing Statement in due course to justify the level of affordable housing and other financial contributions that this development is capable of viably supporting, while delivering the essential open space improvements for the community.
