SUBJECT: E.2.1: Urban Conservation and Heritage Management Maximum Marks: 20 1. Heritage resource identification and designation should be considered as prerequisite for improved planning for heritage areas in India Discuss this statement and explain the procedures from Listing of heritage resources, cultural mapping and grading of heritage resources set out in the Model Heritage Regulation, 2011 of the Town and Country Planning Organization of the Ministry of Urban Development, Government of India. 2. Explain the difference between Protected monuments, Heritage Building and Heritage Precincts. Discuss the salient features of the existing legal framework for the protection of heritage resources and notified monuments at the National and State level in India, with reference to the heritage legislation in a state of your choice. 3. The AMASR (Amendment & Validation) Act, 2010 provides for delineation of the Prohibited Area and Regulated Area linked with the Protected Area of National Monuments and Sites under the Archaeological Survey of India. What are the planning implications of this? Discuss the procedure to be followed for obtaining regulatory permission for development within the Regulated Zone of a Centrally Protected Monument. 4. Write notes on any two of the following: a. Integration of heritage conservation zones within Master Plans. b. Responsibility of the Urban Local Bodies for heritage management, and specific provisions for safeguarding heritage, and for regulation of interventions and development activities having an impact on the heritage. c. Participatory heritage management and capacity building for heritage management. d. Risk preparedness for Urban Heritage areas.
