Introduction Fire Safety Regulations These fire safety procedures contain important information about the actions of residents to ensure a safe operation of the student residence, in order to avoid a threat to life, health and property and to avoid severe damages caused by fire, and the action in case of fire. The regulations listed below have to be observed. Failure to fulfil these obligations may result in civil action and/or criminal prosecution. II. Responsibility and responsible persons The following persons are responsible for the fire safety of the whole student residence: Fire Marshal: Mag. Dr. Michael Höfler Tel. Nr.: 01 23 14 50 The Technical guidelines for fire precautions nr. 119 and 120 apply to fire safety. Fire safety instructions of these persons have to be followed immediately and all known shortcomings concerning fire safety have to be reported to them immediately. These persons are responsible for the supervision and compliance with the fire safety measures regulated by the authorities. III. General precautions 1. Keep order and cleanliness also for fire safety reasons. 2. Keep clear escape routes, fire-resisting doors and other publicly accessible stairways and corridors of all kinds of objects (such as drying racks ect.) 3. 4. The storage of combustible materials (e.g. laundry items, etc.) in unauthorised places (staircases, corridors, common areas, garage, laundry, etc.) is prohibited 5. In the entire student residence smoking and the use of open flames and other ignition sources is prohibited. Smoking is only allowed in the following areas outside: in the inner courtyard (ground floor) and on the common terraces (on the 1st floor of both houses and on the 6th floor of house 1), where you also find the ash trays. 6. Electrical, cooking and heating appliances with open heating elements are prohibited. Fireplaces, heaters, cooking, air-conditioning and heating appliances may be installed and activated only with the permission of the residence administration and according to the instructions of the fire marshal. They have to be maintained and operated correctly. On leaving the room make sure, that such appliances are switched off. 7. Electrical installations have to be maintained according to instructions. Modifications and repairs should be done only by authorized persons. Provisional electrical installations are prohibited. 8. Fire and smoke resistant doors must be kept closed at all times. Door closers of fire-resisting doors may not be obstructed, blocked or disabled as a possible fire may spread by carelessness to further fire compartments, which may have devastating consequences. 9. By manipulating fire-resisting doors you put the safety of residents at risk; this may result in civil action and/or criminal prosecution. 10. Any intentional raising or misuse of the fire alarm (false alarm) will be punished. The responsible person will be charged for resulting damages and incurred costs (for the fire brigade ect.). 11. Fire equipment (portable fire extinguishers or fire blankets in the kitchens) is provided in the whole student residence. 12. Standardized portable fire extinguishers are mounted on all floors near by the elevators (e.g. at the main entrance and in the underground garage). On each extinguisher there is a user manual. Please report any deficiencies concerning fire extinguishers immediately to the fire marshal. 13. Portable fire extinguishers, signs and symbols (for escape routes, emergency exits etc.), wall-mounted hydrant cabinets labelled "water hose connection" or fire alarm devices shall neither be damaged, shifted, covered (e. g. by clothing) nor be removed from the prescribed position or be improperly used. All signs in the student residence must be followed. 14. The notice about escape routes and safety signs adapted to each floor is displayed in all common kitchens and on the inside of each apartment door. 15. Please note the escape ladders at the inner court yard side of both houses. They may be used only in case of emergency. 16. On the premises of the student residence vehicles are only allowed to park with special permission of the residence administration. These vehicles should keep clear entries, escape routes and access for emergency vehicles. Fire Safety Regulations Spengergasse Page 2 of 7
IV. Action in case of fire 1. Action on discovering a fire Keep calm. Always bear in mind: Call the fire brigade (by telephoning 122) and operate the fire alarm point/in-house alarm, if necessary. Save (without taking personal risks) Extinguish: tackle the fire if possible and without taking personal risks Close the doors of the fire area. Close the doors of the staircases and emergency exits and open the smoke vent by operating the corresponding alarm button, respectively. Do not use elevators. On hearing the fire alarm (evacuation alarm sirens of the fire alarm system) leave the building by the nearest available exit. If this is not possible stay in the room close the doors and open the windows signal your position to the fire brigade When the evacuation alarm sounds, all persons have to leave the building immediately in an orderly manner and have to go directly to the assembly point. The assembly point is on the street opposite to the student residence, on the pavement of the Technical School, Spengergasse 20 (see appendix III: location of assembly point). Please mind the traffic when crossing the road. The assembly point may be left only with the permission of the incident commander of the fire brigade (or with the permission of the fire marshal, if no fire-fighting operation took place). 2. Fire action Open the driveways and entrances for the fire brigade. Report to the fire brigade about the location, missing persons and wheelchair users etc. Rescue operations are only allowed according to instructions of the relief forces (without taking personal risks). On principle always evacuate downstairs. Do not pass through escape routes with smoke. If necessary use the escape ladder. If you can t evacuate by any escape route, go to the room furthest from the fire. Close the doors, open the windows and call for help. If the fire is on the floor below, keep the windows closed. When fighting the fire, bear in mind: Point the extinguisher not to smoke and flames, but aim at the burning objects. Remove easily flammable objects from the vicinity of the fire. 3. After fire fighting Do not enter the areas affected by fire. Affected buildings may only be entered after the permission of the fire brigade (or the fire marshal, if no fire-fighting operation took place). Used portable fire extinguishers and other fire fighting equipment may only be placed back by experts or the fire marshal after refilling, restoring and checking. All observations, which may help to determine the cause of the fire, have to be reported to the incident commander of the fire brigade, the residence manager or the fire marshal. Annex I. Fire compartment of the underground garage at Spengergasse 27 Siebenbrunnengasse 37 The fire safety procedures for the student residence of the STUWO AG, Spengergasse 27, 1050 Wien, apply also for the fire safety of the underground garage at Spengergassse 27 and Siebenbrunnengasse 37. In order to avoid health risks by air pollutants and risk to life and health by fire, pay special attention in both garages to the fact that it is prohibited to run the engine of vehicles at idle, if not necessary; smoking or open flames are prohibited. vehicles are only allowed to park on the marked parking spaces. the garage area, the escape routes and the fire compartments at the garage exits have to be kept clear of any objects (no storage of tires, petrol cans ect.). it is not allowed to manipulate or block the fire-resistant sliding gates, fire-resistant doors and fire protection installations or affect their functioning. fire-resistant doors have to be kept closed by the door closers, but must not be locked up. electric or natural gas vehicles are not allowed in the garage area. the two escape routes of the garage Siebenbrunnengasse 37 lead to the inner court yard of the object and to the street (Siebenbrunnengasse), respectively.
