It is the practice of TxDOT to support other entities by making this specification available through the National Institute of Governmental Purchasing (NIGP). This specification may not be sold for profit or monetary gain. If this specification is altered in any way, the header and any and all references to TxDOT must be removed. TxDOT does not assume nor accept any liability when this specification is used in the procurement process by any other entity. PART I GENERAL CLAUSES AND CONDITIONS 1. The equipment furnished under this specification shall be the latest improved model in current production, as offered to commercial trade, and shall be of quality workmanship and material. The respondent represents that all equipment offered under this specification shall be new. USED, SHOPWORN, DEMONSTRATOR, PROTOTYPE, REMANUFACTURED, RECONDITIONED OR DISCONTINUED MODELS ARE NOT ACCEPTABLE. 2. Respondent should submit with the solicitation or have on file with TxDOT, Austin, Texas, the latest printed literature and detailed specifications on equipment the respondent proposes to furnish. This literature is for informational purposes only. 3. All parts not specifically mentioned which are necessary for the unit to be complete and ready for operation or which are normally furnished as standard equipment shall be furnished by the vendor. All parts shall conform in strength, quality and workmanship to the accepted standard of the industry. 4. The unit provided shall meet or exceed all federal and state of Texas safety, health, lighting and noise regulations and standards in effect and applicable to equipment furnished at the time of manufacture. 5. It is the intent of TxDOT to purchase goods, equipment and services having the least adverse environmental impact, within the constraints of statutory purchasing requirements, TxDOT need, availability, and sound economical considerations. Suggested changes and environmental enhancements for possible inclusion in future revisions of this specification are encouraged. 1-6

6. TxDOT encourages all manufacturers to comply voluntarily with the Society of Automotive Engineers (SAE) Recommended Practice for marking of plastic parts per current SAE J1344. All plastic components furnished to this specification should have an imprinted SAE symbol identifying the resin composition of the component so that the item can be recycled after its useful life. Manufacturers are encouraged to use recycled plastics and materials in the manufacture of their products in order to conserve natural resources, energy and landfill space. Respondents should note that future specification revisions may require mandatory compliance with the SAE plastic coding system. 7. TxDOT encourages manufacturers to adopt the International Organization for Standardization (ISO) 9001-9003 standards, technically equivalent to the current American National Standards Institute/American Society for Quality Control (ANSI/ASQC Q91-93), and obtain certification. Adopting and implementing these standards is considered beneficial to the manufacturer, TxDOT, and the environment. It is TxDOT's position that the total quality management concepts contained within these standards can result in reduced production costs, higher quality products, and more efficient use of energy and natural resources PART II SPECIFICATIONS 1. SCOPE: This specification describes a Light Emitting Diode (LED) beacon warning light meeting Class I SAE J845 requirements, with amber fresnel lens used on various types of TxDOT maintenance, construction, passenger, and service vehicles to alert and warn motorists of hazardous or unprotected highway conditions. The warning light is subject to very rugged use, on and off road conditions and shall withstand extreme vibration, shock, humidity, rain, snow, ice, sunlight, temperature, corrosion and dust. Only a warning light that is designed, manufactured, and tested for such conditions will be considered. A light furnished to this specification shall meet or exceed the following requirements. EXAMPLES: Star 255HTCL-A PSE CL199 ECCO 7900 or TxDOT approved equal. NOTICE TO RESPONDENT: Any example shown is listed to show type and class of equipment desired. Respondent is cautioned to read the specification carefully, as there may be special requirements not commonly offered by the manufacturer. DO NOT ASSUME STANDARD EQUIPMENT MEETS ALL OF THE DETAILED SPECIFICATION REQUIREMENTS MERELY BECAUSE IT IS LISTED AS AN EXAMPLE. Respondent is cautioned that any unit delivered to the FOB point which does not meet specification in every aspect will not be accepted. 2. APPLICABLE STANDARDS 2.1. SAE J575 Tests for Motor Vehicle Lighting Devices and Components 2-6

2.2. SAE J576 Materials for Use in Optical Parts Such as Lenses and Reflectors of Motor Vehicle Lighting Devices 2.3. SAE J578 Color Specification of Electric Signal Lighting Devices 2.4. SAE J759 Lighting Identification Code 2.5. SAE J845 Optical Warning Devices for Authorized Emergency, Maintenance and Service Vehicles 3. FUNCTIONAL REQUIREMENTS: The LED warning beacon shall: 3.1. Be a Class I 360 degree optical warning device and shall meet or exceed requirements identified in the current SAE J845 and shall be identified in accordance with the current SAE J759. 3.2. Meet the photometric requirements outlined in Table 1 of the current SAE J845 on high intensity mode at the H-V point when measured through the amber fresnal lens. 3.3. Have a high intensity mode for daytime and a low intensity mode for nighttime operation. 3.4. Operate on both 12-volt and 24-volt D.C., automotive type electrical systems without re-wiring or re-setting a switch. 3.5. Provide a minimum of 60 quad flashes (4 light pulses per flash) per minute. The LED warning beacon shall be pre-set for this pattern. 3.6. Have a minimum useful life rating for LED s of 50,000 hours. 4. DESIGN REQUIREMENTS 4.1. The electrical circuitry and components shall be: 4.1.1. Designed to protect against failure or damage resulting from power supply fluctuations, and polarity reversal of the input voltage. 4.1.2. Solid state in design and construction. 4.1.3. Protected against damage due to moisture or sunlight. 4.2. The LED warning beacon shall: 4.2.1. Be equipped with a 360 degree, scratch resistant, high impact, amber fresnel lens. 4.2.2. Be equipped with field replaceable LED and power modules. 4.2.3. Have a heavy duty polycarbonate or non-corrosive metal base housing and base plate with a thickness sufficient to withstand extreme conditions as described in Part II, Paragraph 1. 3-6

4.2.4. Have a minimum of two mounting holes in the base plate flange for mounting on TxDOT vehicle roofs. TxDOT shall be able to mount complete light unit without any disassembly of the light except on units designed such that the base must be removed to allow wires to be threaded through. On these units the removal and replacement of a maximum of three screws shall accomplish the mounting. 4.2.5. Have an overall diameter, including the base, of a minimum 5 inches and a maximum of 7 inches. 4.2.6. Have an overall height, including the base, of a minimum 4.25 inches and a maximum of 8-1/2 inches. 4.2.7. Have a lens height of a minimum 3 inches and a maximum of 7 inches. 4.2.8. Have a switch to activate the light. The switch shall be a single 3-position Hi/Off/Lo switch or a single 2-position On/Off switch (if the light contains a Hi/Lo photocell). Brackets and hardware for in-cab mounting shall be provided. 4.2.9. Have a minimum of 15 feet of electrical cable for installation of each LED warning beacon. The cable shall be minimum 18 gauge, and insulated with a vinyl jacket. 4.2.10. Have all exposed mating surfaces equipped with housing seals. A rubber, neoprene, or equivalent gasket shall be provided for installation between the vehicle and the base plate. 4.2.11. Have all hardware needed for normal mounting furnished. The hardware shall include, but not be limited to, gaskets, stainless steel nuts, bolts and washers. 5. LABORATORY TESTING 5.1. All LED warning beacons bid shall be tested by an independent or certified Automotive Manufacturers Equipment Compliance Agency, Inc. (AMECA) manufacturer s testing laboratory acceptable to TxDOT and in accordance with current SAE J845, SAE J575 and J578, with all tests conducted on the same sample. Examples of approved independent testing laboratories are provided below. EXAMPLES: Calcoast Analytical-ITL ETL Testing Laboratories, Inc. 5.2. The LED warning beacon shall operate without failure during the tests specified below. The flash rate shall remain within the specified rate. Respondent shall furnish a complete copy of the test results report to TxDOT within ten days of request. Failure to provide this report within ten days may result in the rejection of a bid. The test report shall include, but not be limited to, the following: 5.2.1. Vibration Test in accordance with current SAE J575. 5.2.2. Moisture Test in accordance with current SAE J575. 5.2.3. Dust Test in accordance with current SAE J575. 5.2.4. Corrosion Test in accordance with current SAE J575. 4-6

5.2.5. Photometry Measurements with results for 12 and 24 volt operation in accordance with current SAE J575. 5.2.6. High Temperature Flash Rate Test with results for 12 and 24 volt operation in accordance with current SAE J845. 5.2.7. Low Temperature Flash Rate Test with results for 12 and 24 volt operation in accordance with current SAE J845. 5.2.8. Durability Test with results for both 12 and 24 volt operation in accordance with current SAE J845. 5.2.9. Color Test using either the Tristimulus method or the Spectrophotometric method in accordance with current SAE J578. The color shall be that of the emitted light, not that of the material used for the lens. 5.3. Once test results are submitted and have been approved by TxDOT, any subsequent changes to the design, quality of materials, or substitution of components shall not be made without notifying TxDOT. If approved light is changed, the vendor or manufacturer shall notify this address: TxDOT/ATTN: General Services Division, 125 East 11 th Street, Austin, Texas, 78701. TxDOT must approve the new light in writing prior to acceptance of subsequent shipments. 5.4. TxDOT may test any light received under this specification to assure compliance with this specification. 6. RADIO FREQUENCY INTERFERENCE (RFI) SUPPRESSION: Shall be provided for use with LED warning beacons, which will be installed on TxDOT vehicles. TxDOT vehicles have radio transceivers that will operate in VHF both low band (30 to 50 MHz), high band (150 to 174 MHz), or UHF band (450 to 512; 764 to 776; 794 to 824; 851 to 869 and 896 to 940 MHz). LED warning beacon electronic circuits shall be designed to suppress, bypass or otherwise prevent interference from affecting the radio transceiver. LED warning beacon electronics shall also be unaffected by RF energy generated and radiated by the (up to 125 watt output) transmitter portion of vehicle transceivers. When delivered by the vendor, the LED warning beacon and all ancillary hardware furnished for installing on TxDOT vehicles shall comply with the above requirements 7. CONFLICT: In the event of a conflict between this specification and any SAE Standard or Recommended Practice, the provisions of this specification shall prevail. 8. PACKAGING: Each LED warning beacon shall be individually boxed including all hardware and documents. Each light shall be permanently marked with an identification label or decal showing make, model, and operating voltage. 9. DATA SHEET: Attachment A Data Sheet should be completed and submitted in duplicate for informational purposes only. 5-6

PART III WARRANTY 1. WARRANTY: The equipment offered shall be warranted against defective materials, workmanship, and failures for 12 months from the date of acceptance. All LED components and circuitry shall be warranted for a minimum of five years. If the manufacturer's standard warranty period is in excess of 12 months, the standard warranty period shall apply. The vendor shall furnish a warranty card with the unit indicating the terms and conditions of the warranty. At time of delivery, the vendor shall furnish a list of names and addresses of servicing dealers who shall perform warranty work. Provisions shall be made by the successful respondent to provide a delayed warranty start date for each unit furnished to this specification. Warranty start date shall be effective the day the unit is placed into service. Instructions shall be included with each unit delivered, advising TxDOT of the procedures to be followed for obtaining the delayed warranty start date. 2. PARTS AND SERVICE: The manufacturer of the equipment furnished shall have an authorized dealer within the state of Texas or factory-trained personnel available for warranty repairs and the performance of service within 72 hours after notification by TxDOT. The authorized dealer shall have factory-trained personnel available for warranty repairs and the performance of service. The dealer shall also maintain an inventory of high-usage parts and a quick source for low-usage parts. PART IV OPTIONAL EQUIPMENT 1. OPTION NO. 1 BLUE LED LIGHT WITH CLEAR LENS: Vendor shall furnish an SAE Class I LED light with a clear lens in lieu of the amber fresnal lens specified in Part II, Paragraphs 1, 3.2, and 4.2.1 of this specification. All other requirements shall remain in force. (DHT 165309) 2. OPTION NO. 2 MAGNETIC MOUNT: In lieu of the mounting system described in Part II, Paragraphs 3.3, 4.2.4, 4.2.8., 4.2.9, and 4.2.11, vendor shall furnish an SAE Class I LED light with a magnetic or magnetic with vacuum mounting system designed to let the vehicle operator quickly fasten the light on the roof of the vehicle. Light shall have a 12- volt cigarette lighter plug type AC connector with a minimum 8 foot cord. All other requirements shall remain in force. (DHT 165344) 6-6
