Feld Equipment Company and Municipal Emergency Services / MES were thanked for the hospitality room. Terry Slattery, Executive Director from the Municipal Fire and Police Retirement System along with Dan Cassady, Deputy Director were here Troy DeJoode, a lawyer from Ankeny and the father / husband of accident victims was here to promote the Iowa Donor Network. Mr. DeJoode, from Ankeny gave a heart wrenching talk and video about his wife and three kids that were in an accident where two of his children, Claire, 6 months old and Carson, 5 years old had CPR performed on them and later had there organs donated to give life to 9 people who are living today. Ross Loder with the State of Iowa Public Safety was here and gave a talk about the 2013 Legislative Session - Possible Legislative Issues of interest to the Fire Service. Then Mr. Loder gave an update on the lobbyist situation for the Iowa Association of Professional Fire Chiefs. Chief David Luers, Ft. Dodge and Frank Prowant, Deputy Chief from Ankeny were here to give the IAPFC an update, on the State of Iowa EMS Systems Standards update. Randy Novak, Bureau Chief of the Fire Service Training Bureau (FSTB) gave an update on everything the FSTB has done since the last time we meant. Mr. Novak gave us an update on the spring pre-conference that Rich Gastaway would be here for a one day conference.

Chief Mundt, Ankeny called the Fall 2012 IAPFC to order: Reports: President: Chief Mundt, Ankeny It has been quiet except for the last two weeks of putting the agenda together Vice-President: Jerry Holt, Urbandale He was not here so no report Secretary / Treasurer: Chief Whetstone, Altoona Checking Account. $ 1,032.43 Money Market Account: $ 14,45746 Total: $ 15,489,89 All dues were paid last year except for: 185th Air National Guard in Sioux City Des Moines Airport Fire Department in Des Moines Camp Dodge in Johnson Eastern Iowa Airport Police / Fire in Cedar Rapids Fairfield Fire Department Algona Fire Department Red Oak Fire Department Motion to accept the Treasurers Report Motion passed unanimously Motion to accept the Secretary Minutes that was mailed out to everyone Motion passed unanimously Director: Chief Jackson, Marion Past-President: Chief Platts, Mason City The Missouri Valley Division was upset that the 'Near Miss' program has been suspended because it was not showing any results that needed improvement. Plus, it would take $150,000 a year to support this program. FRI was exceptional this year. There was a class, 'The Fire Service as a Competitor' was really good. They were speaking of EMS, fire departments and even public safety dispatches were being bought out because of the direction of the government was taking. Constitution and By-Laws: no report Resolutions: no report Legislation and Pension: Chief Schilling, Cedar Falls We are too late to get a lobbyist for the money, so the best thing is get to know your own legislator and tell them of the problems you are having. The business meeting was interrupted because there were seventeen retired Chief's here. The retired Chief's are going to try to meet regularly in the future.

Meeting was continued. There was motion made by Chief Cox, West Des Moines; Spend up to $1000. For a liaison with the Iowa Firefighters Association. There was another motion made by Chief Platts, Mason City; Spend up to $200 in conjunction for breakfast items with the Iowa Firefighters Association. There was another motion by my Chief Mundt, Ankeny; Spend up to $300 on a retractable sign Motion passed unamiously Audit: There is a need to have the President pick two or three Chief's because the current Treasure is stepping down. Chief Edwards, Marshalltown; Chief Adams, Boone; and Chief Wellik, Newton will do the audit of the books. Spring Pre-conference Program: It has been set up that Rich Gassaway will speak to us. Mr. Gassaway will speak about Situation Awareness in the Fire Service and Firefighter Safety at the Gateway. Thanks to Randy Novak, FSTB for setting Mr. Gassaway up for this conference. Residential Sprinklers: They are going to try a "non-combative" way to get along because they have not been forthcoming CSST - should be a pro-active conversation with everyone involved. First Responder Advisory Committee (FRAC): The FRAC meant to divide up them money and decide where the money is going. The Iowa Homeland Security will divide up the money based on FRAC's decision to pay out $36,000 to Cerro Gorde County for the Haz-mat teams. The FRAC will be redesigned also. Due to the significant reduction in funding for the Iowa Hazmat Teams, Chief Mundt sent a letter to HLSEMA Director Schouten, requesting a meeting to discuss the issue, and our long term concerns for sustainability for not just Hazmat teams, but Iowa s USAR and IMT teams. The plan is to include representatives from the various specialties in the meeting. Chief Mundt thanks Chief Everett and DC Clark (Sioux City FD), for developing the initial letter. Iowa Fire Chiefs Association: November 17, 2012 at the Coralville Fire Station # 2 is where they will be holding Iowa Fire Chiefs Association meeting. Iowa Association of Professional Firefighters: They don't meet regular and it was determined that we could do away this Standing Committee. Iowa League of Cities: Chief Schilling, Cedar Falls will start to attend these meetings for the voice of the IAPFC. State Fire Service and Emergency Response Council: There will be a meeting with the governor and he will make up a new venue for this of picking the people who are part of this group. But, right now there is not much happening. Interoperable Communications Board:

Sullivan Brother's Award Board: Iowa Fusion Center: Clint Peterson, retired chief from Ames has been hired for the Fusion Center so this Standing Committee will go away. Web Page Committee: Chief Mundt, Ankeny put this Standing Committee together because we now have a web page. Chief Ewers, Muscatine and Chief Roe, Clive will be in charge of this. Scholarships Committee: Chief Mundt, Ankeny put this Standing Committee together because we now have a scholarship that we are in charge of. Chief Wellik, Newton, Chief Holt, Urbandale, Chief Freese, retire chief and Randy Novak, FSTB will be put in charge of this. After placing the first scholarship, they decided to change a few things. Change from submitting five applications for one candidate to one application. And change the evaluation process. The next scholarship is due March 4, 2013, for submission so they can pick the winning candidate at the April Iowa Association of Professional Fire Chiefs. Meeting adjourned at 1644 hrs. Business Meeting was reconvened Thursday, October 25, 2012, at 0832 hrs. April 10-12, 2013 will be the Spring Iowa Association of Professional Fire Chiefs will be held. October 16-17, 2013 will be the Fall Iowa Association of Professional Fire Chiefs will be held. Nomination Committee: They held an election for Director and it was determined that Chief Lynn Washburn-Livingston the only candidate that step forward. Chief Cox, West Des Moines Fire Department made a motion to accept Chief Washburn-Livingston as Director.

They held an election for Secretary / Treasurer and it was determined that Chief Dustin Huston, Norwalk was the only candidate to step forward. Chief Duncan, Spencer made a motion to accept Chief Huston as Secretary /Treasurer. 0840 hrs. Business Meeting was adjourned for the Multi-Topic Discussion.
