1.0 Introduction Naval Air Station (NAS) Alameda (Alameda Point) has been designated for Base Realignment and Closure (BRAC). To facilitate the BRAC process, the Navy has initiated the Environmental Baseline Survey (EBS) to assess potential environmental concerns associated with real estate parcels affected by BRAC. Each parcel affected by BRAC is given an Environmental Condition of Property (ECP) category describing its suitability for BRAC transfer. The assessment of the environmental condition of a parcel requires the reevaluation of its ECP category. To reevaluate the ECP category, EBS and non-ebs data must be reviewed to determine suitability for transfer. ECP categories are defined in the Comprehensive Guide to the Environmental Baseline Survey (EBS Comprehensive Guide) (IT, 1999). The EBS process includes a series of basewide investigations to assess environmental impacts of base operations. The EBS Phase 1 investigation, conducted by ERM-West, included site visits, employee interviews, and historical research. Recommendations for additional investigations (EBS Phase 2A) were prepared by ERM-West and were presented in the Zone Analysis Plans (ZAPs) and Parcel Evaluation Plans (PEPs) (ERM-West, 1995a and 1995b). This Parcel Evaluation Data Summary Phase 2A Sampling Report (Phase 2A Parcel Report) presents the results of the EBS Phase 2A investigations at Parcel 181, which have been conducted in accordance with those plans. The investigative tasks associated with the parcel-specific EBS investigations have been conducted in accordance with the general intent of the Shell Work Plan and the PEPs (ERM- West, 1994 and 1995b). The Zone 16 ZAP and Parcel 181 PEP identified two zone-wide target areas and three parcel-specific target areas for assessment of Parcel 181 (ERM-West, 1995a and 1995b). Twenty-nine samples were collected from this parcel. A parallel basewide EBS sewer investigation, addressing the industrial, storm, and sanitary sewers was conducted in conjunction with the EBS Phase 2A investigation. The basewide sewer investigation was conducted in accordance with the Work Plan for Storm, Industrial, and Sanitary Sewer Sampling, Naval Air Station, Alameda (IT, 1994a). Sewer corridor samples were not collected from this parcel. The EBS analytical data were used to conduct a tiered screening analysis to evaluate impacts on human health from chemicals found on the parcel. included in this Phase 2A Parcel Report. Non-EBS data were integrated qualitatively with the EBS data to determine the ECP category reclassification. Installation Restoration Program (IRP) data were used to evaluate potential concerns. The status of underground storage tanks (USTs), polychlorinated biphenyls (PCBs), asbestos, and lead-based paint data were also considered during ECP category reclassification. The current ECP category of the parcel and associated discussion is presented in Section 5.2 of this Phase 2A Parcel Report and is also summarized in the Zone 16 Analysis Data Summary Report (Zone 16 Report). These discussions are based on agreements among the United States (US) Navy (Navy), US Environmental Protection Agency (EPA), and California Environmental Protection Agency (Cal/EPA) Department of Toxic Substances Control (DTSC) (Navy, 2000). References for documents cited in this parcel report are provided in the Zone 16 Report. 1.1 Objective Parcel 181 is located in Zone 16 (Housing Zone) in the northeastern corner of Alameda Point. The objective of the sampling effort at this site was to investigate and document the existing environmental condition at Parcel 181. This Phase 2A Parcel Report summarizes site data and outlines the results of EBS Phase 2A sampling. 1.2 Site Summary Data The following section briefly describes the location, history, and features of Parcel 181. The information presented in this report regarding the status of facilities is from the PEP for this parcel, and reflects the status of the facility on the date of the PEP publication (ERM-West, 1995b). If new information regarding the environmental condition of the property has been identified, or conditions have changed, this information is also provided. Zone: 16 Parcel: 181 Detailed facility information contained in the Tetra Tech Environmental Management, Inc. (TtEMI) EBS Qualitative Database is presented in the Zone 16 Report as Appendix A. This information includes building use, parcel utilities, PCB equipment, asbestos survey results, and building environmental conditions. periodically as activities and features in a given parcel change and may, currently, not reflect present-day status of the parcel. Description: Parcel 181 is located in the northeastern corner of Alameda Point. The parcel is irregularly shaped and approximately 35 acres. There are no RCRA sites on this parcel. Parcel 181 is located immediately northwest of the Fleet Industrial Supply Center, Oakland Alameda Annex (FISCO Annex) Scrapyard IRP Site (FISCO Annex Scrapyard IRP Site). Fifty-one buildings and one structure occupy approximately 30 percent of the parcel. Multiple Unit Housing: Fifty-one units are located on this parcel. The units were constructed in 1969 to house Navy personnel and their dependents. The units are of wood frame construction with stucco walls, and composite tar and gravel roofs. Each unit covers approximately 5,400 to 7,200 square feet. Open Space: Open space covers approximately 70 percent of the parcel. About 80 percent of the open space is lawn, while the remaining open space is paved with asphalt and concrete. Facility 591, a sanitary sewer pump station, is located in open space. Open space has generally been used for recreational purposes. No spills are documented, and staining was not observed during the EBS Phase 1 site inspection. 1.3 Sampling Chronology The samples from Parcel 181 were collected over the following periods: Parcel Samples: November 14 and 15, 1994 and May 22 and 23, 1995 Zone Samples: November 15, 1994 and May 22 and 23, 1995 Sewer Corridor Samples: none collected 1.4 Summary of Sample Types Table 181-1 is a summary of samples collected for Parcel 181. The locations of the sampling points are shown on Figure 181-1. Zone Samples: 3 surface soil samples (plus 1 field duplicate) 1 subsurface soil sample 7 soil gas samples (plus 1 field duplicate) Sewer Corridor Samples: none collected EBS Phase 2A and sewer investigation samples were analyzed at mobile, screening, or fixedbase laboratories. Samples sent to the mobile laboratory were analyzed using standard field methods. Samples sent to the screening laboratory were analyzed using EPA SW-846 methods. Samples sent to the fixed-base laboratory were analyzed using EPA Contract Laboratory Program (CLP) protocol. The mobile and screening laboratory samples have an M appended to the end of the sample number to distinguish them from samples sent to the fixed-base laboratory (e.g., sample number 100-0001M represents a mobile or screening laboratory sample from Parcel 100). Fixed-base laboratory sample numbers corresponding to screening or mobile laboratory sample numbers omit the M suffix (e.g., fixed base laboratory sample 100-0001 corresponds with screening laboratory sample 100-0001M). Samples analyzed at both a mobile (or screening) and a fixedbase laboratory are considered one sample (e.g., 100-0001(M)). Samples collected for the sewer investigation address specific sewer systems and sample numbers reflect the type of sewer system addressed. Sewer samples are identified as follows: M storm sewer, S sanitary sewer, and I industrial waste sewer. The identifier is appended to the parcel number at the center of the sample number (e.g., the sample number 100M-001 represents a storm sewer sample, and sample number 100S-001M represents a sanitary sewer sample analyzed at the mobile or screening laboratory). Clean-out ports, lift, and pump stations are also assigned letter identifiers as required. These specific identifiers are explained on Table 181-1. 1.5 Field Variations from Sampling Plans Sample 181-0027M was collected as a soil sample instead of a soil gas sample because the shallow groundwater table at that location prevented the collection of a soil gas sample. This sample was analyzed for volatile organic compounds (VOCs) by EPA Method 8240. O:\Alameda2000\Reports\Phase 2A_RevIV\Zone 16\ZONE16.181.doc Final 12/28/00 4

1.6 Summary of Existing IRP Data Parcel 181 is a part of OU 5, IRP Site 25, and is adjacent to the FISCO Annex Scrapyard IRP Site. Marsh crust issues are associated with this parcel. Soil and groundwater at IRP Site 25 are impacted with elevated polynuclear aromatic hydrocarbons (PAHs). Groundwater and soil are also impacted with benzene. Contamination at IRP Site 25 is attributed to disposal of petroleum-related products in the marshlands, tidal channels, and the Oakland Inner Harbor. IRP Site 25 was created by dredging contaminated sediment and placing it at the site as fill material. This led to contamination in the upper 10 feet of fill and entrapment of petroleum-related products at the wetland/fill interface (marsh crust). Benzene groundwater plumes are suspected to be related to the marsh crust contamination. TtEMI conducted RI sampling at IRP Site 25 between October 1998 and April 1999. Sampling was based on EBS Phase 2B and 2B results, and included collection of the following samples: 68 surface soil samples from 0 to 2 feet bgs; 70 subsurface soil samples from 4 to 10 feet bgs; 17 Hydropunch groundwater samples from the top of the first water-bearing zone; and 8 monitoring well groundwater samples from the first water-bearing zone. Elevated concentrations of PAH and TPH as diesel and motor oil were detected in most of the soil samples. Concentrations ranged from 0.11 milligrams per kilogram (mg/kg) to 560 mg/kg for PAHs, and from 8.0 mg/kg to 11,000 mg/kg for TPH as diesel and motor oil. TPH as gasoline and xylene were detected infrequently at concentrations ranging from 0.6 mg/kg to 14 mg/kg for TPH as gasoline, and from 14 micrograms per kilogram (µg/kg) to 146 µg/kg for xylene (TtEMI and Uribe, 1999). The benzene plume in groundwater at IRP Site 25 is also associated with the FISCO Annex Scrapyard IRP Site. The FISCO Annex Scrapyard IRP Site is separate from Alameda Point. Three monitoring wells installed as part of the FISCO Annex Scrapyard IRP Site investigation are located on Parcel 181. Benzene concentrations in soil collected at Parcel 181 range up to 10,000 µg/kg. Other constituents detected in soil include VOCs, semi-volatile organic compounds (SVOCs) (including PAHs), total petroleum hydrocarbons (TPH), and metals. TPH, benzene, and metals (chromium, lead, and nickel) were detected at elevated concentrations in groundwater samples taken from monitoring wells at the FISCO Annex Scrapyard IRP Site. The benzene plume extends beneath Parcels 178, 179, 180, and 181 on Alameda Point and beneath FISCO Annex Parcels 22, 27, 28, 29, 30, 33, 34 and 35. groundwater from these parcels exceed the 1998 EPA Region 9 Preliminary Remediation Goal (PRG). However, human health risk from benzene is below acceptable criteria for Alameda Point Parcels 178, 179, 180, and 181 (TtEMI, 1999b; ERM-West, 1999). The Updated Alameda Point/ Alameda Annex Benzene Soil Gas Investigation Summary and Summary of Crawl Space Benzene Air Sampling at Parcel 179 concluded that benzene is not volatilizing to a large extent from groundwater into soil gas, based on the frequency and distribution and of benzene detections in soil gas samples collected across Alameda Point Parcels 178, 179, 180, and 181 and the FISCO Annex Scrapyard IRP Site (TtEMI, 1999). The predicted benzene concentrations in indoor air, as modeled using the Johnson and Ettinger Heuristic Model for Predicting the Intrusion Rate of Contaminant Vapors into Buildings, do not pose an unacceptable cancer risk to residents living in the housing units at Alameda Point. The benzene plume is believed to be related to historic industrial activities that predate ownership by the Navy. An independent preliminary health consultation with the Agency for Toxic Substances and Disease Registry concluded that a potential health risk exists on Parcel 178 due to the possible volatilization of VOC constituents in groundwater into indoor air. The Registry concluded that unsafe levels of VOCs had not yet migrated up through the soil, based on existing indoor air and soil gas sampling (ATSDR, 2000). Before the Alameda Point land surface was filled, the area between Alameda Island and the city of Oakland was salt marsh and tidal flats. The former surface of the marshlands is referred to as marsh crust (Lee and Prasker, 1979). The marsh crust represents a rich organic surface layer that was present in the static prefill configuration of the western Alameda Island. Marsh crust was investigated during the FISCO Annex Scrapyard IRP Site remedial investigation (RI) (PRC, 1995a). Marsh crust underlies most of the eastern section and a portion of the central area of Alameda Point. Marsh crust locally contains elevated levels of petroleum-related VOCs and SVOCs, likely originating from historic industries in the area. Marsh crust is known to underlie Parcel 170 at a depth of approximately 10 feet. The Navy has developed an institutional control to address the marsh crust and related deposits (former subtidal area). The institutional control is included in the Final Feasibility Study for the Marsh Crust and Groundwater at the FISCO Alameda Facility/Alameda Annex and Feasibility Study for the Marsh Crust and Former Subtidal Area at Alameda Point, dated March 31, 2000, and associated Revised Draft Final Record of Decision. The proposed institutional control prohibits excavation below a depth of 10 feet, unless protective measures are implemented. This institutional control will be enforced by the O:\Alameda2000\Reports\Phase 2A_RevIV\Zone 16\ZONE16.181.doc Final 12/28/00 6

City of Alameda under City of Alameda Ordinance No. 2824 (City of Alameda, 2000) and DTSC. 1.7 RCRA Sites RCRA sites are not present on this parcel. 1.8 Underground Storage Tanks/Fuel Lines USTs and underground fuel lines are not present on this parcel. 1.9 Compliance Issues The following section provides information on lead-based paint, asbestos, and PCB issues on Parcel 181. Lead-based Paint: The presence of lead-based paint has been confirmed in townhouses and apartments on Parcel 181 (Navy, 1996e, 1996f, and 1996j). The Navy intends to handle this as a disclosure issue upon property transfer. Sampling for lead-based paint in soil was performed by the Navy Public Works Center in 1996 in the Zone 16 housing area. Forty-three surface soil samples were collected from Parcel 181. The lead concentration (1,158 mg/kg) exceeded the 1998 PRG (400 mg/kg) in only one sample, all other samples had lead concentrations less than 100 mg/kg (Navy, 1996e and 1996f). The EBS Comprehensive Guide presents a description of the findings and a figure showing approximate sample locations and results (IT, 1999). Asbestos: No asbestos issues have been identified on Parcel 181. PCBs: No PCB issues have been identified on Parcel 181. 2.0 Parcel Evaluation Findings The findings presented in this section summarize analytical data collected during the EBS Phase 2A investigation of Parcel 181. A complete list of target analytes for each sample is presented in Table 181-1. Detected analytes are listed in Table 181-2. A summary of the detected analytes, 1996 PRGs, and background concentrations are presented in Table 181-3. Field duplicate and quality control sample results are not included in Table 181-3. Appendix A provides a printout of validated analytical results from the fixed-base laboratory contained in IT Corporation (IT) Environmental Database Management System (ITEMS). a printout of screening laboratory analytical results contained in ITEMS. Appendix C provides a list of data qualifiers and validation codes. Constituent concentrations exceeding 1996 PRGs, background metal levels, or Petroleum Risk Based Screening Levels (RBSLs) at Alameda Point are discussed as elevated or high. Concentrations of compounds are discussed as low and moderate if detected below 1996 PRGs, RBSLs, and background levels (EPA, 1996; PRC, 1996; TerraNext, 1997; TtEMI, 1999a). RBSLs for petroleum were established for Alameda Point by identifying petroleum levels representing significant risk (PRC, 1996). Background levels for metals were established for soil and groundwater during studies conducted at Alameda Point (TerraNext, 1997; TtEMI, 1999a). Further evaluation of these data were conducted through the tiered screening analysis process as developed by PRC Environmental Management, Inc. (PRC) in NAS Alameda: Methodology for Human Health Risk-Based Tiered Screening Analysis Technical Memorandum (PRC, 1997). The results of the tiered screening analysis are summarized in Section 5.0. Parcel data were evaluated through the tiered screening analysis process using 1996 PRGs (EPA, 1996). After evaluating parcel data (circa 1997), 1998 PRGs were issued (EPA, 1998). The tiered screening analysis results presented in Appendix D of this report retain calculations based on 1996 PRGs; 1996 PRGs are presented in tiered screening Table D-1. The 1998 PRGs were used to calculate tier 2 results for parcels that required further tiered screening evaluation. These updated calculations are presented in the Parcel Reclassification Summaries contained in Appendix C of zone reports. In effect, this brings tiered screening analysis results of critical parcels up to date with 1998 PRGs. The most recent PRGs were issued in December 1999 (EPA, 1999). Recent changes to PRGs do not significantly impact the conclusions discussed below. 2.1 Parcel Evaluation Plan Sampling The Parcel 181 PEP identified three parcel-specific target areas on Parcel 181 (ERM-West, 1995b). Eighteen samples were collected from these target areas. Parcel 181 Target Area 1 (Southwest Area) Parcel 181 Target Area 1 (Southwest Area) includes the southwestern portion of the parcel, which may contain elevated metal concentrations as a result of activities on adjacent property (i.e., Parcel 178 and the FISCO Annex). Two surface soil samples were collected and analyzed for CLP metals. Six soil gas samples were collected and analyzed for VOCs. Parcel 181 Target Area 1 Sampling Results Surface soil samples 181-0001 and 181-0002 were collected from depths of 0.5 to 1 foot below ground (bgs). Analytical results for these samples are summarized below. Results qualified with a J are estimated concentrations. Metal concentrations were detected in soil below 1996 PRGs or background levels. VOCs were not detected in soil gas. Parcel 181 Target Area 2 (Southeast Area) Parcel 181 Target Area 2 (Southeast Area) includes an area in the southeast portion of the parcel that appeared to be stained in a 1996 aerial photo. The stain covered approximately 63,000 square feet. Twelve sample locations were identified within the space surrounding the housing units. Six surface soil samples (plus 1 filed duplicate) were collected from depths of about 0.5 to 1.5 feet bgs and analyzed for TPH quantified as motor oil, gasoline, and diesel, and metals. Six soil gas samples (plus 1 field duplicate) were collected from depths of about 2.5 to 3 feet bgs and analyzed for VOCs. Parcel 181 Target Area 2 Sampling Results Analytical results for soil samples 181-0003 through 181-0008 and 181-0024 and soil gas samples 181-0011M through 181-0016M and 181-0032M are summarized below. Metal concentrations in soil were detected below 1996 PRGs or background levels. TPH quantified as motor oil was detected in four soil samples (181-0003 through 181-0006 and 181-0008) at concentrations ranging from 33J to 45J mg/kg. TPH quantified as gasoline and diesel were not detected. TPH detections in soil are shown in Figure 181-2. VOCs were not detected in soil gas. Parcel 181 Target Area 3 (Southeast Corner) Parcel 181 Target Area 3 includes the southeast corner of the parcel. Two surface soil samples were collected from depths of about 0.5 to 1 foot bgs and analyzed for TPH quantified as motor oil, gasoline, and diesel, metals, and pesticides/pcbs. Parcel 181 Target Area 3 Sampling Results Analytical results for soil samples 181-0009 and 181-0010 and soil gas samples 181-0017M and 181-0018M are summarized below. Metal concentrations were detected below 1996 PRGs or background levels. Endosulfan sulfate was detected in sample 181-0009 at a concentration of 2.0 µg/kg. This concentration is below the 1996 PRG (391,059 µg/kg). TPH compounds were not detected in soil. VOCs were not detected in soil gas. 2.2 Zone Samples The Zone 16 ZAP identified two zone-wide target areas on Parcel 181 (ERM-West, 1995a). Three surface soil samples, one subsurface soil sample, and seven soil gas samples were collected. Zone 16 Target Area 1 (Landscaped Areas) Zone 16 Target Area 1 (Landscaped Areas) includes all landscaped or formerly unpaved areas within the zone that may have been impacted by pesticide use. Three surface soil samples were collected and analyzed for CLP pesticides/pcbs. Zone 16 Target Area 1 Sampling Results Analytical results for surface soil samples 181-0019, 181-0021, and 181-0023 are summarized below. 4-4 -DDT was detected in sample 181-0021 at a concentration of 6.5 µg/kg, This concentration is below the 1996 PRG (1,300 µg/kg). Zone 16 Target Area 2 (Filled Wetlands) Zone 16 Target Area 2 (Filled Wetlands) includes all former wetlands within the Housing Zone. These areas may have been impacted by historical releases (prior to filling) or disposal of organic compounds from a nearby oil refinery and two gas manufacturing plants. Seven subsurface gas samples (plus 1 field duplicate) and one subsurface soil sample were collected from depths ranging from 2.5 to 3 feet bgs and analyzed for VOCs by EPA method 8240. Zone 16 Target Area 2 Sampling Results Analytical results for soil gas samples 181-0020M, 181-0022M, 181-0026M, 181-0028M through 181-0031M, and 181-0033M and subsurface soil sample 181-0027M are summarized below. VOCs were not detected in soil or soil gas. 2.3 Sewer Corridor Sampling The work plan for storm, industrial, and sanitary sewer sampling did not require sewer samples on Parcel 181 (IT, 1994a). 3.0 Data Quality/Data Validation The fixed-base laboratory analytical data collected from this parcel are acceptable as reported. The CLP analytical data have passed EPA Level III validation and review. In accordance with the Shell Work Plan, 10 percent of all CLP data have undergone a Level IV validation (ERM- West, 1994). The screening laboratory analyses were conducted using standard protocol for certificate of analysis results. All data have been collected, analyzed, checked, and prepared in accordance with the Quality Assurance Project Plan (QAPjP). The QAPjP for the EBS PEP sampling and analysis has been adopted from the ongoing basewide IRP. This QAPjP was originally written by Canonie Environmental (Canonie, 1990), and was supplemented by Section 3 of a work plan addendum prepared by PRC and Montgomery Watson (PRC and Montgomery Watson, 1993). There were no rejected data for samples collected from this parcel. All data are useable as presented. 4.0 Adjacent Parcels Parcel 181 is bounded by Parcels 178, 179, 180, 182, and 183 of Zone 16. The FISCO Annex borders the parcel to the south and east. Adjacent properties that may potentially impact Parcel 181 include the FISCO Annex Scrapyard IRP Site, Parcel 178, and Parcel 182. Previous investigations of the FISCO Annex Scrapyard IRP Site revealed detectable concentrations of metals, VOCs, PCBs, and PAHs in soil. Additional information regarding IRP sites is provided in Section 1.6. Parcel 178 is the location of the Marina Village Housing project constructed in the early 1990s. At the time of construction, a vapor barrier was placed on the ground surface to protect residents from a perceived risk from soil gas vapors. Sampling and risk assessments conducted subsequent to construction of these housing units indicate that the risk levels are below acceptable criteria (TtEMI, 1999b). Additional information regarding this issue is summarized in the Parcel 179 Reclassification Summary (Zone 16 Report, Appendix C). 5.0 Conclusions and Recommendations The Parcel 181 PEP and Zone 16 ZAP identified three parcel-specific and two zone-wide target areas within parcel boundaries (ERM-West 1995a and 1995b). The target areas included Parcel 181 Target Area 1 (Southwest Area), Parcel 181 Target Area 2 (Southeast Area), Parcel 181 Target Area 3 (Southeast Corner), Zone 16 Target Area 1 (Landscaped Areas), and Zone 16 Target Area 2 (Filled Wetlands). Eleven zone-wide samples and eighteen parcelspecific samples were collected. The work plan for storm, industrial, and sanitary sewer sampling did not require sewer sampling on Parcel 181 (IT, 1994a). A summary of results and recommendations for each sampling area is presented below. Parcel 181 Target Area 1 (Southwest Area) Activities on adjacent property were thought to have potential to impact Parcel 181 with metals. Two surface soil samples were collected and analyzed for CLP metals. Metals were detected in both samples, however, concentrations did not exceed 1996 PRGs or background levels. At the concentrations detected, metals present in soil do not warrant further investigation of this target area. Parcel 181 Target Area 2 (Southeast Area) Parcel 181 Target Area 2 (Southeast Area) includes the area in the southeast portion of the parcel that appeared to be stained in a 1996 aerial photo. Six surface soil samples were collected and analyzed for TPH quantified as motor oil, gasoline, and diesel, and metals. Six subsurface soil gas samples were collected and analyzed for VOCs. Metals concentrations in soil were below 1996 PRGs or background levels. The maximum TPH concentration, quantified as motor oil, was 45J mg/kg. TPH quantified as gasoline and diesel was not detected in soil. VOCs were not detected in soil gas. Few analytes were detected at low concentrations. These conditions do not suggest widespread adverse environmental conditions. Based on EBS Phase 2A investigation results, further investigation is not warranted in this target area. Parcel 181 Target Area 3 (Southeast Corner) Parcel 181 Target Area 3 includes the southeast corner of the parcel. Two surface soil samples were collected and analyzed for TPH quantified as motor oil, gasoline, and diesel, metals, and PCBs. Two soil gas samples were collected and analyzed for VOCs. Metal concentrations were below 1996 PRGs or background levels. TPH quantified as motor oil, gasoline, and diesel was not detected in soil and VOCs were not detected in soil gas. Endosulfan sulfate was detected in one of the two soil samples at a concentration (2.0J µg/kg) below the 1996 PRG (391,059 µg/kg). The low concentration of one pesticide compound does not suggest improper historic pesticide use or application practices and does not warrant additional investigation. The low concentrations of metals and the absence of TPH compounds, PCBs, and VOCs do not suggest widespread adverse environmental conditions and further investigation is not warranted in this target area. Zone 16 Target Area 1 (Landscaped Areas) Zone 16 Target Area 1 (Landscaped Areas) includes all landscaped or formerly unpaved areas within Zone 16 (Housing Zone) that may have been impacted by pesticide use. Three surface soil samples were collected and analyzed for CLP pesticides/pcbs. 4-4 DDT was detected in 1 of the 3 samples at a concentration (6.5 µg/kg), below the 1996 PRG (1,300 µg/kg). The low concentration of one pesticide compound does not suggest improper historic pesticide use or application practices and does not warrant additional investigation of Zone 16 Target Area 1 on this parcel. Zone 16 Target Area 2 (Filled Wetlands) Zone 16 Target Area 2 (Filled Wetlands) includes all former wetlands within Zone 16 (Housing Zone). VOCs were not detected in the eight samples collected. Based on these results, further investigation is not warranted in Zone 16 Target Area 2 on Parcel 181. 5.1 Tier 1 Screening Analysis A tier 1 screening analysis was conducted on EBS Phase 2A analytical data to evaluate potential impacts of detected constituents. Tier 1 screening was based on 1996 PRGs and conducted as directed in the Technical Memorandum (PRC, 1997). The tier 1 and tier 2 screening process is also described in the EBS Comprehensive Guide (IT, 1999). Tier 1 screening for Parcel 181 included analytical data from soil samples collected from Parcel 181 Target Areas 1, 2, and 3, and soil samples collected on Parcel 181 from Zone 16 Target Areas 1 and 2 during the EBS Phase 2A investigation. Tier 1 screening risk calculations for soil (Appendix D) indicate a potential Cancer Risk value of 3.64x10-9 and a Hazard Index (HI) of 1.02. The Cancer Risk result does not exceed the acceptable criteria presented in the National Contingency Plan of 1.0x10-4 and the HI result for soil only slightly exceeds the HI criteria of 1.0 (EPA, 1990). Based on data obtained during the EBS Phase 2A investigation, Parcel 181 does not pose an unacceptable level of human health risk. 5.2 Parcel Reclassification The ECP category for Parcel 181 required reevaluation based on results of the EBS Phase 2A investigation and progress in parallel investigations related to the IRP, USTs, and other environmental concerns. The Zone 16 Report provides updated ECP category information in Appendix C. Parcels were reclassified in ECP categories based on updated tiered screening analysis, potential migration assessment, reuse, and risk management information. Parcel 181 is designated for residential reuse. Results of tiered screening analysis for Parcel 181 indicate a Cancer Risk of 3.6x10-9 and HI of 1.0 for the residential reuse scenario (Zone 16 Report, Appendix C). No other reuse scenarios were examined. VOCs, SVOCs, PAHs, and benzene impact soil and groundwater at IRP site 25 (Parcels 181, 182, and 183). Although EBS tiered screening analysis results are below National Contingency Plan (EPA, 1990) criteria for O:\Alameda2000\Reports\Phase 2A_RevIV\Zone 16\ZONE16.181.doc Final 12/28/00 14

the intended reuse, contaminant migration has been identified as a potential risk. The Navy has determined that Parcel 181 is not suitable for transfer. The Navy, DTSC, and EPA concurred as a result of reclassification meetings held in February 2000, and subsequent work through December 12, 2000, that Parcel 181 should be classified as ECP category 6. This decision is based on the presence of slightly elevated concentrations of PAHs in Parcel 181 soil and the potential of benzene-contaminated groundwater originating on adjacent property to migrate beneath Parcel 181.
