INFRASTRUCTURE INVENTORY Public Works oversees: 32 miles of pavement (over 4,500,000 SF) (including street lights, traffic signals, retaining walls, signs, striping etc.) 15 miles of storm drains (most 50-60 yrs old) 1 Regional park and 10 mini parks 9 Buildings

PAVEMENT CONDITION The City s current Pavement Condition Index (PCI) is 39 (POOR) PW is tasked with maintaining Larkspur s aging and deteriorating streets, storm drains, and other infrastructure.

MEASURE C HISTORY Adopted in 2013 5 yr. local (Larkspur) funding measure to address our local needs including street and pothole needs. Allowed the City to repave some of the most degraded roads (Larkspur Plaza Drive, Madrone Avenue, and Bretano Way.)

MARIN PAVEMENT CONDITION Larkspur s PCI of 39 is the lowest in Marin County, and despite our best efforts Larkspur continues to have some of the worst roads in the Bay Area.

PAVEMENT CHALLENGES LOWER PCI = Accelerated deterioration More expensive repair Unless we can accelerate repairs, our streets will continue to deteriorate each year. Delaying repairs can increase costs as much as 40 times.

PAVEMENT GOALS HIGHER PCI = More cost effective maintenance. Lower user costs and impacts Measure C s current structure doesn t allow us to accelerate projects, and it is expiring - We need a plan to fix every Larkspur street in the next 5 years.

OTHER CHALLENGES/ GOALS Retrofit buildings and other infrastructure so Larkspur is prepared or natural disasters such as fires, floods or earthquakes. Clear hazardous, flammable brush prevents fires and improves emergency vehicle access and drainage in low-lying areas. Preserve our natural resources and keep our Bay clean. Old, deteriorating storm drains must be repaired and maintained. Legally required to comply with current clean water laws and must prevent costly fines resulting from the degradation of our storm drain system.
