Local communities joined as a unit economically, socially, and geographically. Do not have the power to regulate or tax. Nationwide more than 670, representing almost all 50 states. Organizational Structure Established in 1977 by joint resolution Articles 5-G and 12-B of NYS Gen Mun Law Members and Representatives Counties, City of Rochester, and community at-large Chief elected officials, local legislators, department heads, and key community leaders in the region. Mission The Genesee/Finger Lakes Regional Planning Council (G/FLRPC) will identify, define, and inform its member counties of issues and opportunities critical to the physical, economic, and social health of the region. G/FLRPC provides forums for discussion, debate, and consensus building, and develops and implements a focused action plan with clearly defined outcomes, which include programs, personnel, and funding. They typically combine recreation with environmental awareness and cultural interpretation, allowing users to travel along scenic waterways to designated stops along the way for rest, overnight stays, or enjoyment of land-based attractions in the vicinity. While many waterways in our state are presently used for recreational paddling, not all of these waterways can necessarily be considered to be an official blueway. The blueway concept serves as a framework for the planning and maintenance of recreational water trails. Blueways come in many forms and can also be in various stages of planning and completion. 12
