Bomb Threat/Threatening Call/Search Policy Purpose: To prepare and provide individuals the appropriate education and information necessary to insure the safety of all building occupants. Policy: In the event that a bomb threat (threatening call) is received, the employee or other person receiving the incoming threat should attempt to secure the maximum details about the threat. Procedure: 1. Security will be contacted as soon as a bomb threat/threatening call is received. Security will immediately relay this information to the Police Department/Fire Department (911), President, Director of Security, and Vice Presidents in order to determine the seriousness of such a call. 2. Completion of the attached THREATENING PHONE CALL FORM by the individual receiving the call will assist Administration/Disaster Control Center (DCC) in assessing the extent of the threat and will enable countermeasures to be instituted immediately. Civil Authorities Police Department: The Police Department automatically dispatches officers to the College whenever they are notified of a bomb threat. These officers will then serve as contacts for the College for all forms of assistance that may be required. Publicity: Every effort will be made by the police to avoid publicity. Police communications and response will be carried out as inconspicuously as possible. The College should avoid making the threat known to the news media and all news media inquiries should be referred directly to the Public Relations Liaison and police. So that a record can be kept of the activity in this regard, the Director of Security/designee will report the fact that it has received a threat to the central communications center of the State Police (508-820-2121). This number is monitored 24- hours a day.

Disaster Control Center The DCC will be activated during most bomb threats. The default location for the DCC is the Office of Risk Management. However, if threat to that area is perceived as high then an alternate location, Gardner Hall office of Institutional Advancement (2 nd floor), will be utilized. A decision on how and where to search will be made based on an evaluation of the situation and the decision to evacuate will be the responsibility of the Police, Fire, and Disaster Control Center. A search of the building, if required, will be conducted in accordance with established procedures as outlined in this policy. The DCC will assist The Director of Security/designee: o Will remain in constant communication with the Director of Security, the Quincy Police Department, Quincy Fire Department, Security, Facilities and members of the personnel pool. o Will coordinate the assignment of personnel to specific duties, such as assigning personnel as members of the search party through the Director of Security. o Will document the completion of searched areas (done by campus phone when possible). o Will inform Director of Security immediately if a suspected device is reported. o Is responsible for the immediate evacuation if a suspected explosive device is reported. Duties/Responsibilities/Methods Search Coordinator: The Search Coordinator is s (ENC s) Director of Security or designee working in conjunction with the Quincy Police Department. Assign Duties 1. Assigns personnel to specific duties. (Search Coordinator contacts Disaster Control Center, who directs the search in a very quiet and discreet manner). Coordinates the search 1. Maintains supervision of the overall search. Checks off areas as they are reported as being: a) Clear of any suspected explosives. b) Containing a suspected explosive device. 2. Assumes responsibility for the effectiveness of the search. 3. Has the authority to evacuate from small areas to whole buildings. 4. Keeps in constant communication with the DCC and law enforcement agencies. a) Informs law officer assigned to the incident as to the developments as they are reported. 5. Keeps all members of the DCC informed on current developments. 6. Prepares and submits a report on the incident to Administration for future reference and review.

Search Methods Definite search procedure plans will be instituted. 1. All areas will be defined, such as: a) Residence Halls b) Non-residence Halls Personnel assigned to search these primary areas. 1. Security, Facilities and other members of the personnel pool will be assigned to search these primary areas. 2. NOTE: Primary areas should be kept free and clear of rubbish, trash, etc., at all times to further expedite a potential search. Trash accumulation areas should be kept as neat as circumstances will permit. Other primary search areas will be. 1. Communication facilities. 2. Utility service rooms. 3. Auditoriums. 4. Executive offices. Assignments: Depending on circumstances and times of the day, Personnel Pool will be assigned to: 1. Conduct the search. 2. Inform outside agencies information given/requested. 3. Inform other administrative personnel. 4. Protect and control personnel to avoid panic and crowds. 5. Control traffic. 6. Clear and control dangerous areas. 7. Control evacuation of building. 8. Evacuate to Cove Auditorium (After it has been cleared for occupancy) 9. Mobilize and direct auxiliary emergency personnel (FEMA, bomb squad, etc). 10. Direct emergency fire fighting action. 11. Direct any required medical action. 12. Handle contacts with the news media. Searching the Premises: The following factors will be included in planning a search of the College: 1. Divide the premises into areas/buildings to be searched. 2. Assign personnel to each area. 3. Personnel should be familiar with their assigned areas. 4. Reporting back system will be established during a search. 5. Communication with law enforcement agencies will be kept open. 6. Security and Facilities will be utilized as key people. Evacuation: The decision on whether to evacuate or not will be based on the following factors: 1. Evaluation of the threat a) General or specific information.

Devices b) Characteristics of the caller s voice. c) Time allowed, if known, for the search. d) Details available as to the location and type of device. e) The DCC s contact with the police department and other emergency response agencies. 2. History and pattern of similar calls to the College. 3. History and pattern of similar calls to the community. 4. Input of ENC Director level or above. 5. Strength and capabilities of the search procedure. 6. Building characteristics size and structural strength of threatened building. 7. Responsibility to students, faculty, and staff. Searches must be quick but thorough. If a suspected device is found, DO NOT TOUCH IT! DO NOT DISTURB IT! Maintain a minimum evacuation distance of 200 feet. Call in outside experts for disposal of suspected device. Mechanics of the search: The search plan will be dictated by size of the area and its contents. The search will originate at the foundation of basement of any building After doors and windows have been checked for any foreign attachments, they should be opened, and left open if possible. Personnel assigned to search WILL NOT: 1. Open or turn on any electrical switch or circuit. 2. Close or turn off any electrical switch or circuit. If a suspicious object is found, IT WILL NOT BE TOUCHED OR DISTURBED. The Search Coordinator will be notified immediately. An area within 200 feet of the object will be evacuated at once. If possible, the following information will be recorded: 1. Shape of object. 2. Size of object (dimensions). 3. Any writing that is visible on the object. 4. Is the object producing any sound? (NOTE: This does not mean that any person should place him/herself in any danger in order to accomplish any of these tasks). Bomb or suspected explosive device: If a bomb or suspected explosive device is discovered, the Bomb Squad of the Quincy Police Department or State Police will be called to the scene (by the law officer assigned to the incident) to either: 1. Determine if the object is harmless. 2. Deactivate the explosive. 3. Remove the device from the premises

Evacuation Policy Introduction 1. Scope and Purpose: The purpose of s (EPP) is to anticipate to the best extent possible any disaster that may impact vital services and protect the safety of all persons in the ENC community. 2. Expectations and Assumptions: This EPP is based on the following assumptions: 1. FEMA approved shelter is operational. 2. College personnel will participate in EPP taking instructions as delegated by this policy. 3. Disaster Drills: All relevant Vice Presidents, Assistants to the President, Directors, Managers, and Staff are expected to review EPP to ensure competency. Training of students in EPP response will be via the responsibility of SDO and Security. 4. Authority to Declare, Upgrade, Downgrade, or Cancel a Disaster: The authority to declare, assign a level to the disaster, upgrade/downgrade, or cancel a disaster rests with the any one of the following: A. President of the College B. Vice President of Institutional Advancement C. Vice President for Student Development D. Director of Security An upgrade, downgrade, of cancellation of a disaster must be communicated to the entire notification system. The person who declares a disaster must contact the Director of Security immediately.

Evacuation Policy Terms: Code 1 An early warning mechanism, which is to be utilized in cases of a foreseeable event or emergency. Code 2 (on campus) A short-term (12 hours or less) relocation of students, faculty, or staff, which can be accommodated via on campus basis. No off campus evacuation is required. Code 3 (off campus) Evacuation which requires an off campus FEMA approved shelter being activated and students, faculty, and staff being transported to such shelter. DCC - Disaster Control Center Location of emergency operations headquarters (generally the Office of Risk Management). Key Personnel Group of key Vice Presidents, Assistants, Directors, and Managers needing immediate notification. EPP Personnel Pool Respondents from the Security, Facilities, and Safety Committee (Key Personnel may also be utilized for this function). Reception Area On campus area for relocating students (generally the Cove Auditorium). Shelter Off campus FEMA approved holding area (generally North Quincy H.S.). FEMA Federal Emergency Management Agency

Evacuation Policy Notification: 1. During Regular Business Hours: All Key Personnel will be notified via phone or beeper by the Disaster Control Center and security personnel notification will be completed to all on campus Key Personnel within fifteen minutes. There will also be an all college e-mail and voice mail. 2. Disaster During Off Hours: All Key Personnel will be notified via beeper or home phone. This process will be completed within fifteen minutes by the Disaster Control Center. Key Personnel s response to the campus is immediate (exception of President). If Key Personnel are not available to respond then a designee is expected. 3. Key Personnel Notification: President Vice President of Institutional Advancement Vice President for Student Development Vice President of Financial Affairs Director of Security Director of Facilities Management Associate Dean of Students Director of Residential Life Residential Directors Director of Human Resources Director of Food Service Director of Brickley Counseling Center Nurse 4. All other faculty and staff: An all faculty and all staff notification will be issued via voice mail and e-mail. Notification will be done by the Department of Security staff in the Disaster Control Center.

Evacuation Policy Disaster Control Center Unless otherwise requested by Director of Security the Disaster Control Center will be activated only during a Code 2 or Code 3. Primary location is the Office of Risk Management in the Mann Student Center, Ext. 3728/3911. Secondary location will be in Gardner Hall Office of Institutional Advancement. The following Key Personnel are required to be present in the Disaster Control Center during the disaster: 1. President of the College (at his/her discretion) 2. Director of Security (or Designee) 3. Vice President for Student Development (or Designee) 4. Vice President of Institutional Advancement (or Designee) 5. Vice President of Financial Affairs (or Designee) 6. Director of Facilities Management (or Designee) 7. Additional representation may be requested from specific disciplines and key personnel as warranted and will be requested by the permanent members of the Disaster Control Center. The operations and directions of the disaster are controlled, authorized, and otherwise directed by the Disaster Control Center. Disaster Control Center will communicate to Facilities and Security via a two-way radio and as necessary a messenger and/or phone call. All other relevant departments will be communicated to via phone or, if phone system is disabled, then via messenger.

Evacuation Policy Code 1 1. No immediate personnel realignment is needed. Code 2 or 3 Disaster Personnel Pool The Personnel Pool will be assembled in the Dugout (if possible). These employees will provide as needed support regarding evacuation operations. All members of Security, Facilities, and members of the Safety Committee will be required to report to the DCC to assist with needed emergency responses. (Key Personnel may also be utilized for this function). Employee Dismissal Code 1 Business as usual. Code 2 At the discretion of the Disaster Control Center and Administration, non-essential employees will be dismissed from work. This dismissal is done on a case-by-case basis. Code 3 All non-essential employees will be dismissed immediately and, if disaster results in the inability of employees to travel, it will be handled as a residential off campus evacuation. Evacuation Policy Debrief Within twenty-four hours of a cancellation of code status, all Key Personnel, along with the full Safety Committee, will meet review disaster operations. After consultation and approval of Safety Committee, corrections to EPP will occur accordingly.

Classification and Summary Buildings classified as residential halls: Evacuation Policy Residential Munro Shields and Memorial (classified as one building) Spangenberg and Williamson (classified as one building) Young Security and SDO will maintain accurate resident lists of all residence halls. Students who wish to leave campus during any code will be allowed to do so. They must inform their RA or RD of their departure from campus. Security will maintain a schedule of students, faculty, and staff who have disabilities and assist them during evacuation process. RAs and RDs along with Security will assist in the evacuation of a residential hall. For evacuation purposes only, faculty and staff residing in Young or any contiguous ENC owned residences will be notified of code procedures and will be allowed to evacuate through this plan. They will be transported after any student evacuation is completed. Fire drill is classified as a Code 2; however, the Disaster Control Center will not be activated unless there is an actual fire. Evacuation of residential halls will proceed in the following order: Williamson Spangenberg Munro Shields Memorial Young

Evacuation Policy Code 1 Residential Code 1 An early warning mechanism which is to be utilized in cases of a foreseeable event or emergency. Security: 1. Fuel all multi-passenger vehicles in preparation for evacuation. 2. Regularly patrol all buildings to eliminate / address safety concerns. Student Development: 1. Notify all RDs and RAs of Code 1 status. 2. SDO staff notifies students of Code 1 status. 3. All hallways and common areas should be checked for obstructions, which could hamper evacuation efforts. Facilities/Grounds: 1. Notification of Code 1 status. 2. Director of Facilities will notify all Facilities staff (on or off hours) and have staff report as needed. The Director of Facilities will confer with the Director of Security relating to current school projects that could affect evacuation efforts. 3. Keep walkways and driveways clear from obstructions. Food Service: 1. Notify staff of Code 1 status. 2. If kitchen/commons has electricity, food preparation will continue as usual. Power failure will result in cold food preparation. Drink machines will be of no use. Water, milk, and punch base will be used as alternatives for drinks. Public Relations Liaison: Notification of Code 1 status. Brickley Counseling Center: 1. Notification of Code 1 status. 2. Nurse or medical designee will review first aid supplies.

Evacuation Policy Code 2 Residential Code 2 A short-term (12 hours or less) relocation of students, faculty, or staff, which can be accommodated by an on-campus basis. Activation of the Disaster Control Center is required during a Code 2. Security: All Security personnel (both students and regular) will be activated and placed on various assignments, as needed by the Director of Security. Student Development: 1. Representative to Disaster Control Center. 2. The RD and RAs of the affected residential building will direct students to the designated Reception Center. 3. RD and RAs, in conjunction with security, will ensure that all students have been evacuated and accounted for. 4. SDO staff should maintain crowd control and should field student needs and concerns. Facilities/Grounds: 1. Facilities representative to Disaster Control Center. 2. Facilities staff will assess damage to affected building(s) and advise Disaster Control Center regarding any relevant information. 3. Facilities will also remove any immediate safety hazards that would hamper the evacuation of the affected building. 4. Clearing of all debris, snow, or other hazards necessary to facilitate evacuation of buildings. Food Service: 1. Notify staff of Code 2 status. 2. Evacuation Policy Code 3 Residential Code 3 Evacuation which requires an off campus FEMA approved shelter being activated and students, faculty, and staff being transported to such shelter. Activation of Disaster Control Center is required during a Code 3. Evacuation of residential halls will proceed in the following order: Williamson Spangenberg Munro Shields Memorial Young Security: All Security personnel (both students and regular) will be activated and placed on various assignments, as needed by the Director of Security. Student Development: 1. Representative to Disaster Control Center. 2. Vice President for Student Development, Associate Dean of Students, or Director of Residential Life will instruct RDs and spouses to act as drivers for fifteen passenger vans. RDs / Specific designees will transport students to shelter. 3. Upon arrival at shelter, RAs will account for each student and report information to RDs. 4. SDO will direct student activity at shelter and address students needs and concerns. Facilities Management/Grounds: 1. Facilities representative to Disaster Control Center. 2. Facilities staff will assess damage to buildings and advise Disaster Control Center regarding any relevant information. 3. Facilities will also remove any immediate safety hazards that would hamper the evacuation of the affected buildings. 4. Facilities will contact any utility companies/contractors needed to assist with the situation. 5. Clearing of all debris, snow, and other hazards necessary to facilitate evacuation of buildings. Food Service: Transport food to shelter to facilitate the needs of ENC students. If needed the Food Service Dept. will assist shelter in preparation of food.

Students, at the discretion of the Disaster Control Center, may be allowed to return to their residential hall. If conditions are such, that faculty or staff dismissal results in their inability to evacuate campus independently, faculty and staff will be included in any evacuation protocol. Faculty and staff will be transported to shelter after transportation of students is complete. Priority will be given to students in this process. Security will maintain a schedule of students, faculty, and staff with disabilities and will be responsible in assisting them during any evacuation. Fire drill is classified as a Code 2, however, the Disaster Control Center will not be activated unless there is an actual fire.
