1. Getting Here The Ethical Property Company has a policy of discouraging car use and encouraging walking, cycling and the use of public transport. Hirers are encouraged to avoid unnecessary car journeys. A brief outline of the various options for getting to the Hall are outlined below: 1.1 By Bicycle There are four bicycle racks provided behind the ramp into the hall. In addition perimeter railings surrounding the site can be used for securing bicycles. In order to protect the fabric of the building cyclists are not permitted to bring bicycles into the Hall. 1.2 By Bus The nearest bus stops are on Park Row and St Michael s Hill both are a 2-minute walk from the hall. Please see the Travelwest website for more information: www.travelwest.info 1.3 On Foot The Parish Hall is only a 10-minute walk from the City Centre, Clifton and Cabot Circus. To Cabot Circus St Michael s Parish Hall To Clifton To City Centre 1.4 By Car The St Michael s Church of England Primary School is next door to the Parish Hall. It has been agreed that hirers of the Hall can use their top playground for parking during evenings and weekends. This is the area painted like a football pitch behind the Hall. PLEASE DO NOT PARK ON THE LOWER CAR PARK NEARER TO THE SCHOOL BUILDINGS AND PLAY EQUIPMENT. A key for the playground gate will be provided to the Hirer. Use of the car park is at the individuals own risk the SMPH Trustees and The Ethical Property Company can take no responsibility for anything lost or stolen. 2. Access In & Out of the Building All first-time Hirer s will be given an induction to the space. Hirers will be issued with two keys for the duration of their hire. These keys must be collected from the EPC office at Brunswick Court in advance of your hire. Please contact the Bookings Administrator to arrange a time to collect the keys. A 40 cash deposit will be required to enable us to release the keys to you. 2.1 Entrance Gates Main entrance gate Playground entrance gates The larger of the two keys will open the padlock on the main gate. The smaller key will unlock the padlocks on both gates into the playground/carpark. In order to comply with our Fire Risk Assessment all three gates must be unlocked while the Hall is occupied. Please keep all three gates closed to discourage passers-by from entering either the yard or the playground. All three gates must be locked at the end of your hire. The playground gate key also unlocks the gate at the bottom of the playground on the left however this gate must remain locked and not be used apart from in an emergency (please see 4.2 below for more information). 2.2 Entrance Doors into the Hall The Hall has three entrances: Main entrance (Ground floor) unlock with large key. Double doors at top of disabled ramp (Ground floor) opened from inside using push bar. Playground/car park entrance (Lower ground floor) opened with large key. 2.3 Internal Doors Most internal doors are not locked. Details of those that are can be found below: Boiler room no un-authored access allowed. Can be opened using the front door key if required in an emergency (e.g. to shut of the electrical supply). Cleaner s cupboard locked to prevent school children gaining access, can be unlocked with main key if hirers need any cleaning supplies (see section 5). Toilet doors (not normally locked but if locked by accident can be unlocked with main key). School kitchen No access allowed. School equipment store No access allowed. 2.4 Intruder Alarm The intruder alarm sets automatically at night. Please contact The Ethical Property office for more information or to arrange altering the timings. 3. The Space The Parish Hall is approximately 144m2 (9m x 16m), with a maximum seated capacity of 60 and a maximum occupancy of 200. Hire of the Hall includes use of the toilets and Hirer s kitchen on the ground floor. When you plan your booking, please allow enough time within your session for setting up and clearing up. Bookings are often booked in back to back so please ensure you arrive and leave promptly at the times arranged with the Bookings Administrator. The kitchen is located on the right of the entrance. Users of the kitchen are expected to leave the area as they find it, including clearing away any washing up. Any costs involved for additional cleaning and replacing broken items will be passed on to those concerned. There are two fridges within the kitchen labeled as Hirer s Fridge and After-School Club Fridge. Please DO NOT use or touch any items in the After-School Club s fridge. 4 x 6ft folding Trestle Tables located in the corridor between the hall and the toilets 1 x upright electric Piano 60 x plates, side plates, bowls, mugs, tumblers, teaspoons, tablespoons, knives, forks. 30 x cups, saucers, enamel tumblers 3 x sharp knives ensure used by adults only 1 x can opener 1 x bottle opener 3 x chopping boards Use of the Hirer s fridge, microwave, tea urn, small electric oven and kettle 3.2 What s not included Access to the main school kitchen Use of the gym wall Use of the After-School Club s fridge Access to the School store cupboard or use of the modular staging, sport equipment or other school equipment * Access to the school s WIFI network *PLEASE NOTE during December term dates the modular staging will be setup for the school nativity, during this time hirers may use the staging in situ but are not allowed to move it around the Hall. 4. Health & Safety, including Fire 4.1 First Aid There is a communal First Aid Kit and an Accident Book in the entrance corridor. The First Aid Kit is maintained by The Ethical Property Company. It is important that any accidents are recorded in the Accident Book. Please inform the Bookings Administrator if any items are used so that they can be restocked as necessary. 4.2 Fire The fire alarm panel is located in the entrance corridor and there are call points by the three exit doors and one by the top of the stairs. There are heat detectors in the kitchens, boiler room and exit corridors. To aid evacuation for the hearing impaired the sounders in the toilets also contain visual beacons. On discovering a fire - make your way to the nearest fire exit and sound the alarm by pushing the call point. On hearing the fire alarm - Evacuate the building as quickly as possible, if it is safe to do so collect the fire log book from next to the fire alarm panel in the entrance corridor, report to the Fire Assembly Point in the Playground, (see plan below). The alarm is not monitored so once safely at the Assembly Point you will have to call the emergency services on 999. Then contact the Centre Manager on 07740 511 711. It is recommended that hirers create a GEEP (General Emergency Evacuation Plan) to formalize their policies of how they will assist disabled staff or visitors during an evacuation. False alarms If you are certain that the alarm has been activated in error, once everyone has evacuated, the event organizer can return to the building and reset the system using the instructions next to the panel. The panel will not reset if there is still smoke in a sensor or if a call point has been pressed. If this is the case please call the Centre Manager for assistance on 07740 511 711. Once the panel has been reset you must notify the Bookings Administrator by email to log the accidental activation. Fire exits The main gate, and two gates into the playground must be unlocked to allow for speedy evacuation. However, the gates should be kept closed to improve security. If the emergency is real and it is not safe to remain within the confines of the playground then Hirer s should move down to the Bristol University car park located where Old Park Hill meets Upper Church Lane. playground gates to allow evacuation along Upper Church Lane to avoid having to pass close to the Hall (see map below). Fire extinguishers Extinguishers are provided for tackling small fires or for aiding evacuation; however DO NOT TAKE RISKS your priority should be your safety. 5. Cleaning Cleaning of the Hall is performed every weekday between 5am 7am however Hirers are responsible for tidying and cleaning up after themselves. Cleaning supplies are in the cleaner s cupboard on the way to the toilets. Please use the red mop and bucket for the toilets and the blue mop and bucket for all other areas. Clean tea towels are kept in the drawers to the left of the sink in the kitchen. Please place dirty towels in bin provided. If there are any issues with the cleanliness of the building please contact the Bookings Administrator. 6. Environmental Impact & Waste Management The Ethical Property Company aims to recycle as much of our waste as possible. We require your participation to help us achieve these aims and to make the waste management in the building effective. 6.1 Recycling facilities Recycling bins for paper, glass, cardboard, plastic and cans are provided outside the main entrance. There is also a bin for cardboard, and a bin for plastic and cans under the sinks in the kitchen. 6.2 Landfill waste Non-recyclable waste can be put into the bin in the kitchen. When full, please tie the top of the black bag, and place in the wheelie bin outside the Main Entrance. Replacement sacks can be found in the cleaner s cupboard. 6.3 Waste electrical and electronic equipment (WEEE) recycling Some waste electrical and electronic equipment (WEEE) is classified as hazardous/special waste. This includes WEEE that contains hazardous components or substances such as: Polychlorinated biphenyls, e.g. in capacitors found in radios and PA systems Ozone-depleting substances, e.g. in fridges and freezers Asbestos Fluorescent tubes Nickel cadmium batteries Cathode ray tubes, e.g. in some televisions and older computer monitors St Michael s Parish Hall Hirers Guide. Please do not put any of these items into the general waste, contact The Ethical Property Company management team to discuss disposal options. 7. Energy & Water Efficiency We can all assist in reducing the environmental footprint of the hall. 7.1 Heating The heating controls are located above the door to the boiler room. The heating has two main setting Auto and Holiday. When set to Auto the heating is controlled by a thermostat and time clock, and comes on automatically throughout the day and evening. When the system is set to Holiday the heating will not come on unless boosted. The system can be boosted by up to 7 hours by turning the top dial on the controls. If you are a regular Hirer please speak to the Bookings Administrator about changing the timeclock to ensure the Hall is heated for your event in advance of your arrival. 7.2 Lighting Please ensure that all the lights are turned off when you leave the building, particularly in the toilets. 7.3 Water The water is metered to improve monitoring and reduce waste. 8. Disability Access & Awareness The Hall is not currently wheelchair accessible without assistance. There is a ramp at the front of the building to enable wheelchair access however it is steeper than the recommended 1:12 gradient. There are currently no disabled toilet facilities. It is recommended that hirers create a GEEP (General Emergency Evacuation Plan) to formalize their policies of how they will assist disabled staff or visitors during an evacuation. If you have any queries regarding disabled access then please contact the Bookings Administrator. 9. Cancellation Policy & Deposits If you have to cancel your booking for any reason, please give as much notice as possible to the Bookings Administrator. The following cancellation charges apply: More than two weeks notice Less than two weeks notice 25.00 administration fee Full hire charge We reserve the right to cancel your booking if necessary for operational reasons (e.g. emergency building works). possible and try to offer you a suitable alternative slot. If you choose not to book an alternative slot, we will refund your hire charge in full but will not be liable to make any other compensation. Deposit Please arrange with the Bookings Administrator to collect the keys for the Hall from The Ethical Property Company office at Brunswick Court. A cash deposit of 40 is required. The keys must be returned within the prearranged timeframe otherwise you will forfeit your deposit. 10. Full Terms & Conditions These conditions apply to the Hirer named on the Booking Form and any persons given access to the Hall by the Hirer or the Hirer s organisation during the booked session. The Hirer is responsible for ensuring that these conditions are complied with. 1. The Hirer (or the person who is named on the Booking Form as being responsible for the session) must remain on the premises throughout the session. 2. The Hall may be used only for the purpose stated on the Booking Form. No illegal activities may be conducted on the premises. 3. The Hall capacity of 200 people must not be exceeded at any time. 4. The Hirer is responsible for obtaining Public Liability Insurance and any other relevant insurances. 5. The Hirer is responsible for obtaining and complying with the terms of any licences which may be needed from the Performing Rights Society, the Local Authority or any other such body. 6. The Hirer shall ensure that nothing is done on or in relation to the premises in contravention of the law relating to gaming, betting and lotteries, or the sale of alcohol. 7. The Hall users must comply with all the conditions made in respect of the premises by the Fire Authority, Local Authority, the Local Magistrates' Court or any other such body. 8. If the Hall users are preparing, serving or selling food during the session, they must comply with all the relevant Health and Hygiene legislation and regulations. 9. The Hirer must indemnify the Hall Trustees for damage or loss caused to the premises by Hall users. 10. The Hirer must ensure that any electrical appliances brought onto the premises are safe and in good working order and used in a safe manner. 11. Any personal injury or loss or damage to property must be reported to the Booking Administrator at the end of the session. 12. Smoking and vaping are not permitted in the premises or within the playground. 13. The booking times must be strictly adhered to, and the premises must be cleared and vacated promptly at the end of the booked session. 14. All keys must be returned to the Bookings Administrator within the prearranged timeframe. Late returns may result in forfeiting the deposit. 15. Any rubbish produced during the session must be removed from the Hall and put in the appropriate rubbish or recycling containers. 16. Nothing should be attached to the walls of the Hall using blue tack or any other adhesive that may damage the paintwork any damage caused may result in additional fees. Getting Here The Ethical Property Company has a policy of discouraging car use and encouraging walking, cycling and the use of public transport. Hirers are encouraged to avoid unnecessary car journeys. A brief outline of the various options for getting to the Hall is outlined below: By Bicycle There are four bicycle racks provided behind the ramp into the hall. In addition, perimeter railings surrounding the site can be used for securing bicycles. To protect the fabric of the building cyclists are not permitted to bring bicycles into the Hall. By Bus The nearest bus stops are on Park Row and St Michael s Hill both are a 2 minute walk from the hall. Please see the Travelwest website for more information: www.travelwest.info On Foot The Parish Hall is only a 10-minute walk from the City Centre. By Car The St Michael s Church of England Primary School is next door to the Parish Hall. It has been agreed that hirers can use their top playground for parking during evenings and weekends. This is the area of carpark behind the hall. A key for the playground gate will be provided to the Hirer. responsibility for anything lost or stolen. Additional Pay and Display parking can be found on Park Row / Perry Street. Access in & out of the building All first-time Hirer s will be given an induction to the space. Hirers will be issues with two keys for the duration of their hire. These keys must be collected from the EPC office at Brunswick Court in advance of your hire. Please contact the Bookings Administrator to arrange a time to collect the keys. A 40 cash deposit will be required to enable us to release the keys to you. Entrance Gates The larger of the two keys you have been issued will open the padlock on the main gate. The smaller key will unlock the padlocks on both gates into the playground. To comply with our Fire Risk Assessment all three gates must be unlocked while the hall is occupied. Please keep all three gates closed to discourage passersby from entering either the yard or the playground. All three gates must be locked at the end of your hire. The playground gate key also unlocks the gate at the bottom of the playground on the left however this gate must remain locked and not be used apart from in an emergency (please see 4.2 below for more information). Entrance Doors into the Hall The Hall has three entrances: Main entrance (Ground floor) unlock with large key. Double doors at top of disabled ramp (Ground floor) opened from inside using push bar. Playground/car park entrance (Lower ground floor) opened with large key. Internal Doors Most internal doors are not locked. Details of those that are can be found below: Boiler room no un-authored access allowed. Can be opened using the front door key if required in an emergency (e.g. to shut of the electrical supply). Cleaner s cupboard locked to prevent school children gaining access, can be unlocked with main key if hirers need any cleaning supplies (see section 5). Toilet doors (not normally locked but if locked by accident can be unlocked with main key. School kitchen No access allowed. School equipment store No access allowed. Intruder Alarm The intruder alarm sets automatically at night. Please contact The Ethical Property office for more information or to arrange altering the timings. The Space The Parish Hall is approximately 144m2 (9m x 16m), with a maximum seated capacity of 60 and a maximum occupancy of 200. Hire of the Hall includes use of the toilets and Hirer s kitchen on the ground floor. When you plan your booking, please allow enough time within your session for setting up and clearing up. Bookings are often booked in back to back so please ensure you arrive and leave promptly at the times arranged with the Bookings Administrator. The kitchen is located on the right of the entrance. Users of the kitchen are expected to leave the area as they find it (This includes clearing away any washing up). Any costs involved for replacing broken items will be passed on to those concerned. There are two fridges within the kitchen labeled as Hirer s Fridge and After- School Club Fridge. Please DO NOT use or touch any items in the After-School Club s fridge. Health & Safety, including Fire First Aid There is a communal First Aid Kit and an Accident Book in the entrance corridor. The First Aid Kit is maintained by The Ethical Property Company. It is important that any accidents are recorded in the Accident Book. Please inform the Bookings Administrator if any items are used so that they can be restocked as necessary. Fire The fire alarm panel is in the entrance corridor and there are call points by the three exit doors and one by the top of the stairs. There are heat detectors in the kitchens, boiler room and exit corridors. To aid evacuation for the hearing impaired the sounders in the toilets also contain visual beacons. On discovering a fire - make your way to the nearest fire exit and sound the alarm by pushing the call point. On hearing the fire alarm - Evacuate the building as quickly as possible, if it is safe to do so - collect the Fire Log Book from next to the fire alarm panel in the entrance corridor, report to the fire assembly point in the Playground, (see plan below). The alarm is not monitored so once safely at the assembly point you will have to call the emergency services on 999. Then contact the Centre Manager on 07740 511 711. False alarms If you are certain that the alarm has been activated in error, once everyone has evacuated, the event organizer can return to the building and reset the system using the instructions next to the panel. The panel will not reset if there is still smoke in a sensor or if a call point has been pressed. If this is the case please call the Centre Manager for assistance on 07740 511 711. Fire exits The main gate, and two gates into the playground must be unlocked to allow for speedy evacuation. However, the gates should be kept closed to improve security. If the emergency is real and it is not safe to remain within the confines of the playground then hirers should move down to the Bristol University car park located where Old Park Hill meets Upper Church Lane. The bottom left-hand gate of the playground can be unlocked using the same key as the other playground gates to allow evacuation along Upper Church Lane to avoid having to pass close to the Hall, (see map below). Fire extinguishers Extinguishers are provided for tackling small fires or for aiding evacuation; however DO NOT TAKE RISKS your priority should be your safety. Cleaning Cleaning of the Hall is performed every weekday between 5am 7am, however Hirers are responsible for tidying and cleaning up after themselves. Cleaning supplies are in the cleaner s cupboard on the way to the toilets. Please use the red mop and bucket for the toilets and the blue mop and bucket for all other areas. Clean tea towels are kept in the drawers to the left of the sink in the kitchen. Please place dirty towels in bin provided. If there are any issues with the cleanliness of the building please contact the Bookings Administrator. Environmental Impact and Waste Management The Ethical Property Company aims to recyle as much of our waste as possible. Recycling facilities Recycling bins for paper, glass, cardboard, plastic and cans are provided outside the main entrance. There is also a bin for cardboard, and a bin for plastic and cans under the sinks in the kitchen. Landfill waste Non-recyclable waste can be put into the bin in the kitchen. When full, please tie the top of the black bag, and place in the wheelie bin outside the Main Entrance. Replacement sacks can be found in the cleaner s cupboard. Waste electrical and electronic equipment (WEEE) recycling Some waste electrical and electronic equipment (WEEE) is classified as hazardous/special waste. This includes WEEE that contains hazardous components or substances such as: Polychlorinated biphenyls, e.g. in capacitors found in radios and PA systems Ozone-depleting substances, e.g. in fridges and freezers Asbestos Fluorescent tubes Nickel cadmium batteries Cathode ray tubes, e.g. in some televisions and older computer monitors. Energy and Water Efficiency We can all assist in reducing the environmental footprint of the Hall. Heating The heating controls are located above the door to the boiler room. The heating has two main setting Auto and Holiday. When set to Auto the heating is controlled by a thermostat and time clock and comes on automatically throughout the day and evening. When the system is set to Holiday the heating will not come on unless boosted. The system can be boosted by up to 7 hours by turning the top dial on the controls. If you are a regular Hirer please speak to the Bookings Administrator about changing the timeclock to ensure the Hall is heated for your event in advance of your arrival. Lighting Please turned off when you leave the building, particularly in the toilets. Water The water is metered to improve monitoring and reduce waste. St Michael s Parish Hall Hirers Guide. Disability Access and Awareness The hall is not currently wheelchair accessible without assistance. There is a ramp at the front of the building to enable wheelchair access however it steeper than the recommended 1:12 gradient. There are currently no disabled toilet facilities. If you have any queries regarding disabled access then please contact the Bookings Administrator. Payment If you have to cancel your booking for any reason, please give as much notice as possible to the Bookings Administrator. The following cancellation charges apply: More than 2 weeks notice Less than 2 weeks notice 25.00 administration fee Full hire charge We reserve the right to cancel your booking if necessary for operational reasons (e.g. emergency building works). In the very unlikely event that this happens, we will give you as much notice as possible and try to offer you a suitable alternative slot. If you choose not to book an alternative slot, we will refund your hire charge in full but will not be liable to make any other compensation. Deposit Please arrange with the Bookings Administrator to collect the keys for the Hall from The Ethical Property Company office at Brunswick Court. A cash deposit of 40 is required. Full Terms and Conditions These conditions apply to the Hirer named on the booking form and any persons given access to the Hall by the Hirer or the Hirer s organisation during the booked session. The Hirer is responsible for ensuring that these conditions are complied with. 1. The Hirer (or the person who is named on the Booking Form as being responsible for the session) must remain on the premises throughout the session. 2. The Hall may be used only for the purpose stated on the Booking Form. No illegal activities may be conducted on the premises. 3. The Hall capacity of 200 people must not be exceeded at any time. 4. The Hirer is responsible for obtaining Public Liability Insurance and any other relevant insurances. 5. The Hirer is responsible for obtaining and complying with the terms of any licences which may be needed from the Performing Rights Society, the Local Authority or any other such body. 6. The Hirer shall ensure that nothing is done on or in relation to the premises in contravention of the law relating to gaming, betting and lotteries or the sale of alcohol. 7. The Hall users must comply with all the conditions made in respect of the premises by the Fire Authority, Local Authority, the Local Magistrates' Court or any other such body. 8. If the Hall users are preparing, serving or selling food during the session, they must comply with all the relevant Health and Hygiene legislation and regulations. 9. The Hirer must indemnify the Hall Trustees for damage or loss caused to the premises by Hall users. 10. The Hirer must ensure that any electrical appliances brought onto the premises are safe and in good working order and used in a safe manner. 11. Any personal injury or loss or damage to property must be reported to the Booking Administrator at the end of the session. 12. Smoking and vaping are not permitted in the premises or within the playground. 13. The booking times must be strictly adhered to, and the premises must be cleared and vacated promptly by the end of the booked session. 14. All keys must be returned to the Bookings Administrator within the prearranged timeframe. Late returns may result in forfeiting the deposit. 15. Any rubbish produced during the session must be removed from the Hall and put in the appropriate rubbish or recycling containers. 16. Noting should be attached to the walls of the hall using blue tack or any other adhesive that may damage the paintwork any damage caused may result in additional fees.
