Meeks Bay Fire Protection District Plan Review - On-site Inspection - Fee Collection - Sign-Off Process Meeks Bay Fire reviews construction projects for compliance with California State Fire, Building, Residential Codes, El Dorado County Building Codes, Fire Codes and MBFPD Fire Code Amendments. The process may trigger several fees for Cost Recovery of work performed and/or Mitigation fees. Generally, the process involves the following steps: 1. Pre-TRPA defensible space and fire apparatus access submittal required by TRPA, as a result of Tahoe Fire Commission findings. Items reviewed include: Vegetation clearance types Fire apparatus access and roadway/driveway standards for width, height, clearance, slope, weight loading and radius curves. Length of the driveway with turnouts, with turnarounds. Fire hydrant access per the Section 7 of the California Fire Code, El Dorado County and MBFPD. Wet stamped plans are turned into TRPA and El Dorado County Building Department after the Pre-TRPA review. At that time, El Dorado County will issue a temporary building Permit. 2. After the El Dorado County Building Department review and comment, construction plans are dropped off at Meeks Bay Fire Station 61, located at 8041 Hwy 89 (Emerald Bay Road), Meeks Bay; between 0800 and 1600 Monday through Friday. The fire district will review and comment on the following areas: Building set-backs. Roof materials are CBC 7a compliant, without wood shake or shingle. Gas meter location and protection requirement per MBFPD Fire Code. Electric meter location and shut-off switch. Auto transfer electric generator has signage, disconnect/shunt switch. Driveway gates meet El Dorado County standard with fire apparatus access and Knox Box (gate key) entry. Fire sprinkler, Knox Box (house key), smoke and carbon monoxide detector requirements, per California Fire and Residential codes. If the project is an addition, increasing the project living, storage and garage space by 50% and 3000 square feet, residential sprinkler retrofit is required. 3. Plan Review and Developer fees are collected. 4. MBFPD staff will work with contractors and project managers during the pre- construction, plan check, sprinkler rough-in, sprinkler final, defensible space final and related inspections. Hyde Dear Developer/Builder/Remodeler: In an effort to streamline your project s approval with the Meeks Bay Fire Protection District requirements, we have created this checklist to assist you with our procedures. 1. On your initial visit to our office at 8041 Emerald Bay Road, please bring the following: Completed Application For Agency Approval For Building Permit Plans: Owner/Contractor to provide one set of plans for our records that includes: Site Plan, including the location and size (in gallons) of the LPG tank and gas lines, if applicable. Please show distance of the tank to structures, and property lines (must be greater than 10'). Also, please show the driveway slope by percentage. Site plan(s) will be returned to you upon approval. Roof Plan, depicting the ridge line and slope of the roof. Roofing material must be indicated on plan. Electrical Plan, including the locations of all smoke alarms. Floor Plan, including the sizes of all windows and locations. Elevations, including the location of the gas regulator/meter shed. The shed must be engineered, and the meter must be located on the gabled end of the building, greater than 3' from any operable window, electrical meter, and/or vent. 2. House numbers (not lot numbers) must be on house as per State and District fire codes. Please post six inch (6") numbers within twenty feet (20') of the road and in a contrasting color to the background. Numbers must be posted upon start of construction. 3. Plan Check and Developer fees are to be paid to the Meeks Bay Fire prior to issuance of the letter of approval required by the Building Department. 4. FINAL INSPECTION BY MEEKS BAY FIRE WILL BE REQUIRED. We will make every effort to process your application, plan check and final inspection as efficiently and quickly as possible. Please plan on a five day turn-around for plan checks and call us at least 72 hours in advance for final building inspections. Checklist for Determining Vegetation Parameters To Accomplish Defensible Space Please submit a minimum of two site plans for review (Meeks Bay Fire will retain one copy). The following parameters are to be used for determining Defensible Space needs from landscape plans for pre-approval of building permits before they are submitted to TRPA. Any final approval of Defensible Space will be made in the field, after snow has melted enough to determine compliance with PRC 4291. Please see CALFIRE s Guidelines for Creating Defensible Space at www.fire.ca.gov. This list does not represent an interpretation of any TRPA code. 1. All dead vegetation, including trees, brush and other biomass vegetation must be removed 100' from the structure or the to the property line. 2. All residual trees will be limbed to a height of ten feet (10') from the ground, on the highest side. This applies to trees that can be limbed without reducing the green canopy by more than 30%. If more than 30% of the live crown will be removed to achieve this limbing, then use the horizontal spacing guidelines listed for brush under #6 below and see spacing guidelines below for steeper slopes. 3. All residual trees will be limbed to achieve ten feet (10') of clearance from any part of the house to the branches of the tree. If less than 60% of the live crown is left after limbing, the tree should be removed. 4. All ladder fuels (brush, trees or flammable material) will be removed from under the drip line of residual trees or tree groups. 5. Within five feet (5') of the foundation or support posts of any part of the house or outbuilding, there will be no flammable material. 6. Within the five to thirty foot (5'-30') zone, tree canopies will be spaced at least ten feet (10') apart. If trees are grouped close enough together as to act as one unit, then all other requirements must be met. Within the 30-100 foot zone, stands of large trees do not have to be removed so long as the vegetation underneath them is removed. Please see spacing guidelines below for steeper slopes. 7. Within the five to thirty foot (5'-30') zone, brush fields must be spaced horizontally to a minimum distance equal or greater than two (2) times the height of the brush. Individual brush plants will not exceed 100 square feet in area and three feet (3') high. Please see spacing guidelines below for steeper slopes.
