T O W N O F H I G H R I V E R o p e n s p a c e p l a n The Town of High River, 30 minutes South of Calgary, still retains much of its distinctive small town character and provides residents with a high quality physical environment and an enviable way of life. This study was commissioned by the town to provide principles and ideas for town development that would recognize the importance of parks, streets and open spaces. Over time, the character and quality of the parks, streets and other components of the public realm of High River have evolved, and in some cases deteriorated. A comprehensive plan was developed that considered the river corridor and its associated open spaces as the generating element of green infrastructure around which a network of streets, parks and plazas would be conceived. This innovative approach to open space planning involved a historical evolution analysis, development of a typology of open spaces (including street types), design of an overall plan, including some detailed site plans, development of strategies for acquisition of new parks and guidelines for maintenance of existing, as well as an urban forest strategy. Development of the plan was done in conjunction with a committee of townspeople, and resulted in a plan that re-focuses priorities and emphasizes the public realm as the most important determining infrastructure element in town form.

OPEN SPACE TYPES LOCATION AND LINKAGES The linkages map shows the spatial relationship between the different open space types, as well as the public network of streets and lanes that connect them. It is evident that a good network of streets and lanes provides not only good access, but also choice, as in the central part of town. The map also shows the large extent and importance of this large network of streets and lanes, and its determining influence in the Town's character and function. A typology of open space types was developed that is specific to High River, but can also be extrapolated to other places. This typology helps in understanding the use and users of each type, and is used as a tool in designing and locating new public spaces and in developing design guidelines and maintenance standards. NOTE: representative examples are shown for each open space type.

OPEN SPACE TYPES PARKS (active and passive) Parks have been an integral part of the urban structure of North American towns and cities for well over a century, and are a required aspect of all development. Parks are often designed for particular uses, and include specialized facilities and equipment, although they also accommodate a range of informal activities, including social and ceremonial uses. Parks are important meeting and amenity places of the townspeople. Some are neighbourhood-based, while others serve the whole town. SCHOOL FIELDS Most schools have large green spaces adjacent to them which are often maintained by the Town. The size of the space and equipment present corresponds to the curricular and extra-curricular needs. These spaces are important neighbourhood amenity, have good joint use potential for active uses, and are also usually extensively used by neighbourhood children, dog-walkers, etc. Senator Riley School LAKE ORIENTED OPEN SPACE A recent North American development type is the lake-oriented neighbourhood, which combines the stormwater retention function of a water body with recreation and amenity value of the lake. Both passive and active recreation uses are accommodated, and the Happy Trails are links to these areas. Although these open spaces are neighbourhoodfocused, they attract users from throughout the town. To be viable, natural areas must be of a critical size, and linked to other natural areas in order to accommodate wildlife movement. ISSUES AND OPPORTUNITIES High visibility entry opportunity to emphasize town image and character The findings of the inventory and analysis were synthesized to identify issues and opportunities related to open space and the urban forest. An overall vision for town open space was based on the idea of the importance of the public realm, and especially in High River of the river corridor and its associated open spaces as providing a generating element for the development of an extensive system of green infrastructure. The open space plan also emphasized the streets as important elements of the public realm, and guidelines were developed for the urban forest, parks and plazas, and streets. Riparian Zone The river is the main organizing element of the open space plan. Establish riparian zones as dedicated green space for public access and wildlife corridors. Develop functional and green linkages between river parks, Happy Trails, and streets.
