CEN/TC 351 N 0644 Request for tender regarding the validation of ammonia testing methods as supplement to pren 16516 'Construction products Assessment of release of dangerous substances Determination of emissions into indoor air' 1 Background Mandate M/366 has been issued by the European Commission in the framework of the ''Construction Products Directive 89/106/EEC and its Essential Requirement No 3 on Hygiene, Health and the Environment. It deals with the development of horizontal testing standardised methods for the determination of the emission of regulated dangerous substances from construction products. With regard to the emissions into indoor air, this standardisation work is carried out by CEN/TC 351/WG 2 and resulted in CEN/TS 16516 and pren 16516. Following a request to expand the scope of pren 16516 to include the determination of emissions of ammonia into indoor air, CEN/TC 351/WG 2 decided to survey existing available and published test methods for determination of ammonia in air and to validate preferably those that are in use already by concerned testing laboratories in Member States of the EU, when performed in combination with chamber emissions testing as described and under the testing conditions specified in pren 16516. As robustness validation of the emissions testing method had already been performed earlier, see document N0174 of CEN/TC 351/WG 2, this validation shall cover only reproducibility validation by a round robin test. 2 Goal and Execution In order to facilitate the mandated activities in CEN/TC 351/WG 2, tenders are invited for a reproducibility validation of available and published test methods for determination of ammonia in air, when performed in combination with chamber emissions testing as described and under the testing conditions specified in pren 16516. Information on which methodology is in use today, or is intended to be used in the future, shall be collected from participants in earlier round robin tests on VOC emissions. A material suitable as homogeneous source of ammonia emissions shall be identified and verified. This material shall be distributed to all interested testing laboratories for a round-robin test. The obtained data shall be analysed to show which methods for determination of ammonia can be accepted for the purpose. A validation report shall be delivered to CEN TC 351 and its WG 2, along with a first proposal of a text to amend pren 16516 to include determination of emissions of ammonia, providing pairs of test results for statistical reproducibility evaluation. 3 Application Reply to the tender may be provided by one organization (or one organization using subcontracts) addressing the entire test programme as specified above. 2

Tenders shall be provided until 23 November 2015. Tender(s) shall show the awareness of the applicant(s) of the relevant testing standards (especially pren 16516). Tender(s) shall show the experience and activities of the applicant(s) in the field of emissions into indoor air. Offers shall not exceed EUR 170.000 (excl. VAT) including reporting. 4 Deliverables and reports The duration of this action is scheduled to take 11 months. The work will only be assigned when the relevant contract between CEN/Cenelec and the European Commission has been signed, and after approval of the selection report by the European Commission. The expected results and deliverables of the project are as follows: One interim report on the selection of the methods for ammonia determination and on the selection and characterization of a material suitable as source of ammonia emissions for use in a round robin test (deadline for submission: 5 months after starting date) One comprehensive final report consisting of a presentation and evaluation of the obtained data (deadline for submission: 11 months after starting date). 3
CEN/TC 351 N 0644 Annex A Annex A: Work packages The foreseen work is structured as follows: WP 1: Specification of the required sensitivity and comparison/selection of the methods for ammonia determination. Months 1-2 WP2: (in parallel with WP 1) Selection and characterization (homogeneity over surface and over time) of a material suitable as source of ammonia emissions for use in a round robin test. Interim report Months 1-5 WP3: (in parallel with WP 2) Identification of laboratories interested in participation in a round robin test, negotiation of conditions to participate. Months 2-4 WP4: Dispatch of the selected material to the participating laboratories. Testing in the participating laboratories, reporting to the consortium. Months 6-7 WP5: Analysis of the data, comparison of the methods, conclusions, proposal for an amendment to EN 16516. Months 8-9 Attendance of CEN/TC 351/WG 2 meetings Attending relevant meetings of CEN/TC 351/WG 2 to present and discuss the results shall be included. 4
CEN/TC 351 N 0644 Annex B Annex B: Assessment procedure B.1 Selection Criteria for the tendering process (1) Only projects that are strictly non-profit-making and/or whose immediate objective is noncommercial shall be eligible. Selection will be based on the following criteria: a) Documented experience (maximum 45 points): number of years working in the field of eluate and content analysis from construction products number of years working in the field of analysis and data processing and/or number of completed projects/publications confirming related technical experience and activities number of years participating in European and/or international standardisation work in the field of Release of Dangerous Substances from Construction Products into Soil and Groundwater and/or list of completed and running standardisation projects confirming related experience description of actual experience in running European and/or international programs list of publications in the field of eluate and content from construction products and related materials in peer reviewed journals description of the quality assurance procedures for the required analyses b) Organisation demonstration of ability and understanding of the project (maximum 35 points): proof of stable and sufficient sources of finance to ensure the continuity of the organisation throughout the project description of infrastructure; submission of curriculum vitae of every person to be performing work in connection with the robustness project; delineation of organisation of the measurements; proof of an established quality system. c) Quotation price (maximum 20 points): Only offers that pass the selection criteria of scoring minimum 30 points under 1) and 20 points under 2) will be further evaluated. (2) The criteria shall be assessed on the basis of the documents supplied by the tender providers. The selection committee reserves the right to approach bidders previous customers for reference. The sum of points acquired under a) and b) is divided by the number of points scored for the quotation price for the lot under c). The offer with the highest ratio will be selected. However, in case the ratio of {a) + b)}/c) of the two best offers differs less than 10 %, the evaluation committee may decide to choose the offer with the best value (i.e. the highest sum of a) + b)). (3) The selected offer is sent to the EC and to CEN/TC 351/WG 2 for confirmation. After confirmation, the work is assigned. 5
CEN/TC 351 N 0644 Annex B B.2 Replies to tender (1) Tenders can be sent (by mail or e-mail) to the secretary of CEN/TC 351 as soon as possible, at the latest by 23 November 2015. Late delivery will lead to exclusion of the applicant from the award procedure. The tender shall contain a specified breakdown of tasks, costs and travel expenses and a planning for the execution of the tasks. Offers shall not exceed EUR 150.000 (excl. VAT) including reporting. (3) NEN as holder of the secretariat of CEN/TC 351 is responsible for execution of the order vouchers for mandate M/366. In order to control the process, project management is held by NEN. The secretariat of CEN/TC 351/WG 2 Emissions from construction products into indoor air will be responsible for monitoring the technical progress. (4) This means that contract and financial matters as well as monitoring of the general progress of the project and the communication with CCMC and CEN/TC 351 are under responsibility of NEN. The technical work (robustness studies) is conducted by a consortium or individual subcontracted parties appointed by the tender procedure specified in the present document. 6
