Factoring Risk and Resilience into the Built Environment What can everyday planners do? And how are planners likely to respond? Hint: path dependency Matthews T, Lo AY, Byrne JA (2015) Reconceptualising green infrastructure for climate change adaptation: barriers to adoption and drivers for uptake by spatial planners. Landscape and Urban Planning 138 155-163 De Haan F & Rotmans J (2016) They make the change: roles of actors in transitions. Melbourne Sustainable Society Institute Research Paper Series

What it is What it could be Urban Heat Island A 1-2 o C reduction can significantly reduce heat mortality rates for old and frail people. (Coutts et al 2012) Great local government leadership on urban forestry. Who then is dealing with the other known major causes of urban heat? Urban materials, traffic and air conditioned buildings (Havatni-Kovacs et al (2015)) (Coutts et al (2010)) Land use planning can play a critical role in this by modelling and setting targets. These targets will help ensure the progressive strategic application of green infrastructure. Particularly for private land. Plan Melbourne missed this http://www.planmelbourne.vic.gov.au
What it is Urban food vulnerabilities What it could be http://www.ecoinnovationlab.com/wpcontent/attachments/melbourne-food-futureplanning-a-resilient-city-food-bowl-web.pdf
What it is Consideration of biodiversity in urban planning is ad-hoc, too late in the process, and information is not provided to developers about the role of their site in the bigger context. Bekessy et al (2012) What it could be Urban Ecology In inner areas we re putting greater value on novel ecosystems. They are humandominated and moving beyond the ecology in a city to ecology of a city. McDonnell et al (2009)
What it is What it could be Water Strategy 2011, Moonee Valley City Council Isn t it time to help private land owners achieve policy commitments?
Green Infrastructure move beyond growth vs green For planners, green infrastructure is a great way to move beyond the debate of growth vs green. Spatial planning is on a path dependency that it is not changing (eg how to deal with uncertainty). We need to give greater emphasis to the institutional and governance barriers. Matthews T, Lo AY, Byrne JA (2015) Reconceptualising green infrastructure for climate change adaptation: barriers to adoption and drivers for uptake by spatial planners. Landscape and Urban Planning 138 155-163 Amati, M., & Taylor, L. (2010). From Green Belts to Green Infrastructure. Planning Practice & Research, 25(2), 143-155

Planning and Design The studies are consistent in highlighting gaps to be filled Planning authorities to focus on green network rather than individual site. (Mosely et al 2013) Provide guidelines, standards, indicators for planners to ensure green infrastructure is multifunctional and locally relevant (Norton et al 2015, Kenney 2011) Spatial planners to be more active in major decisions on city development (Albrechts 2010), and overcome their path dependence (Matthews, Lo & Byrne 2015) Support adaptive design learn by doing to accommodate rapid urban changes, climate change and innovation. (Ahern et al 2014, McPhearson et al 2015) Targets can be piloted to give time to understand the supporting mechanism needed.
