In 2000, Mr. Goodwin became a Deputy State Fire Marshal for the Kentucky State Fire Marshal s Office and was promoted to a Senior Deputy in 2004. While serving as in the Kentucky State Fire Marshal s Office Mr. Goodwin supervised Deputy State Fire Marshals that covered 60 counties in Kentucky. He also completed countless building inspections and origin and cause fire and explosion investigation. Mr. Goodwin assisted in the development and instruction of over 10 different classes for the KY Technical College System in Life Safety and Fire Science. As a Senior Deputy State Fire Marshal Mr. Goodwin teamed up and work with the ATF, FBI, Secret Service, Department of Defense and other law enforcement agencies as part of his position. Mr. Goodwin attained a Kentucky Level III Building Code Inspector and Plan Reviewer Certification, IAAI - Certified Fire Investigator and a NFPA Certified Fire Protection Specialist. Mr. Goodwin served on two NFPA Technical Committees, and became a voting member of ASTM International Technical Committee for Forensic Sciences from 2006 to 2012. Mr. Goodwin left public service in 2012 and began work as a privet origin and cause fire investigation expert and continues to serve his client s needs in Kentucky and Southern Indiana. The Committees are responsible for maintaining and the review, approval and implementation of changes to NFPA Codes and Standards for the subject matter focus of the committee Kentucky Cabinet for Justice and Public Safety, Child Fatality and Near Fatality External Review Panel Fire Fatality Subject Matter Expert 2006 2012 The Panel is a twenty-member multidisciplinary team of professional including representatives from the medical, social services, mental health, legal, and law enforcement communities on behalf of Kentucky's children. The Panel reviews official records and other relevant information received from a variety of sources. The purpose of these reviews is to become aware of systemic deficits and to make recommendations for improvements to help prevent child fatalities and near fatalities due to abuse or neglect. Kentucky State Fire Marshal s Office, 2008 Smoke Detector Installation Project Working closely with local fire departments and Wal-Mart Mr. Goodwin served as the 2008 smoke detector installation project coordinator and administrator for the entire State of 2

Kentucky. Wal-Mart donated 11,000 smoke detectors that were dispersed to all of the fire departments in KY wishing to participate in the program. The local fire departments then installed detectors through-out their communities for families that did not have and could not afford smoke detectors. Lead Investigator for the deadliest fatal fire within a single-family residence in Kentucky s recorded history Mr. Goodwin was the lead investigator of a multi local, state and federal agency investigation of a fire that occurred on February 6, 2007 that resulted in the death of four adults and six children.
