FIRE PROTECTION DESIGN AND ANALYSIS The Hughes Fire Protection Design and Analysis Group is uniquely qualified to assist the power industry in the engineering behind the nuclear fire protection systems and features. Essential services include the design and analysis of fire protection systems or features and assisting with code compliance or consulting needs. Collectively, our staff has provided fire protection engineering services to over 80% of the US nuclear fleet. Hughes staff has a dedicated commitment to providing solutions that fit needs and solve problems. Whether the need involves fire barrier systems (testing/design/qualification), sprinkler system/water supply adequacy (testing/design), fire protection program documentation development or update (design basis document, code compliance evaluation), or fire detection systems (upgrade/design/new technology), our team has the knowledge and dedication to get the job done. Hughes provides a wide range of personnel from recognized experts to cost-effective junior engineers located throughout the globe, to respond to the needs of our clients. Personnel are selected for the task at hand whether it is plant walkdowns, data gather, engineering evaluations, code consultation, fire modeling, project turnover, project management, or simply getting the work done with accessibility to the experts to answer the questions. FIRE PROTECTION PROGRAMS Each operating nuclear power plant is required to have a fire protection program that satisfies 10 CFR 50.48 and General Design Criterion 3. A fire protection program at a nuclear power plant touches many departments and disciplines. Programmatic elements include: Design Hazards Analysis Combustible and Ignition Source Control Inspection, Testing and Maintenance Surveillance Procedures Fire Brigade Administration Program Documents Fire Protection Program Change Evaluations and Regulatory reviews development and deployment The Hughes Fire Protection Program Team is well equipped to provide world class fire protection program support. We include past fire protection program owners who know what it takes to run and manage an effective program and are also positioned to provide audit support for fire protection programs. We have developed and conducted training courses for small classroom and large industry settings. The systematic Approach to is employed. Topics include: A wide range of reliability and risk assessment topics, including Internal Events PRA, Fire PRA, Human Reliability Analysis, Reliability Data Analysis, and PRA Model Quantification and Results Analysis. Our staff includes developers of the Fire PRA training offered by EPRI and NRC and are members of the training team. A fire modeling workshop that provides a unique physical and an analytical understanding of fires and their potential for hazards for fire sizes commonly postulated in nuclear power plants. This goal will be achieved through witnessing laboratory fire tests and analyzing the test fires using spreadsheet-based fire models. Development and Delivery of ACAD compliant training for NFPA 805, Fire Safe Shutdown Analysis, Fire Protection System Engineer. Few nuclear plant programs are subject to the depth of assessments and audits as the fire protection program. Organizations that periodically perform audits and assessments include: NRC INPO/WANO NEIL Utility Oversight Organization Utility Mandated Self-Assessments Hughes is uniquely qualified to assist the power industry in preparation for or conduct of audits and assessments for both the fire protection and fire safe shutdown programs. We have qualified staff that have worked in all aspects of fire protection program administration, including: design, systems engineering, program management and implementation, fire service, and fire safe shutdown analysis. We also have personnel who are Certified Lead Auditors. 6

FIRE SAFE SHUTDOWN ANALYSIS (APPENDIX R/NFPA 805) Hughes Fire Safe Shutdown Analysis Team are an experienced staff of engineers, scientists, and technicians are uniquely qualified to assist nuclear power plant licensees with all aspects of deterministic and risk informed fire safe shutdown analysis. We are an industry leader in analysis strategies, methods, and techniques. Hughes is equipped to provide engineering analyses for the nuclear industry to include cable selection, detailed circuit failure analysis, circuit failure mode likelihood analysis, electrical distribution power flow, voltage drop, short circuit, arc flash, electrical coordination, code compliance, and overload analysis. The senior staff is actively involved in the development and update of industry standards, are developers of the Fire PRA training offered by EPRI and NRC, and are leaders of the EPRI/NRC training team. Our staff has performed fire safe shutdown and circuit analyses at over 80% of the US nuclear fleet. We also assisted with or are currently assisting with the development of NFPA 805 Transition Projects for the Duke Energy Fleet, Progress Energy Fleet, Florida Power and Light Fleet, Southern Nuclear Fleet, Arkansas Nuclear One, Waterford 3, Diablo Canyon, San Onofre Nuclear Generation Station, and Constellation Energy Fleet. Hughes is dedicated to furthering industry knowledge through participation in key industry groups. Hughes staff is, or have been members of: NFPA 805 Committee, NUREG/CR-6850 Writing Group, NEI Circuits Task Force, NFPA 805 Task Force, and Fire PRA Task Force. Hughes also provided support to EPRI for oversight of cable fire tests, including NEI/EPRI tests, CAROL-FIRE, DESIREE-FIRE, ELECTRA-FIRE, and, JACQUE-FIRE. Hughes staff are experienced in 10 CFR 50 Appendix R Fire Safe Shutdown Analysis and NFPA 805 Nuclear Safety Capability Assessments. This includes multiple spurious operations treatment, at-power and non-power operations, variance from deterministic requirements assessments, fire risk evaluations. Staff develop, train on, and apply the most up to date compliance software including the ARCPlus TM software suite, CAFTA, 805 Monitor / Impairment Log, Fire Data Manager, Fire Safety Analysis Data Manager. 7

PROBABILISTIC RISK ASSESSMENT AND RISK-INFORMED APPLICATIONS Hughes Risk Informed Engineering (RIE) staff is highly experienced in developing PRA methods and software tools and applying these resources in risk assessments for many clients in the industry and government. The experience began in the early 1970s with the first comprehensive nuclear power plant PRA (the Reactor Safety Study, WASH-1400). Since then, our staff members have established and maintained a dominant role in the use of risk and reliability techniques to enhance the safety and operational performance of complex facilities, such as nuclear power plants, chemical process facilities, and hazardous material storage facilities. Hughes team is leading the industry trend toward developing living PRAs and applying these PRA results within the framework of real-world decision-making processes. Our PRA analysts and engineers analyze product or system risk characteristics through the entire life cycle, from concept phase through system operations. We use fully-tested and proven PRA tools and techniques along with extensive libraries of historical operations and failure data to quantitatively derive the probability of occurrence of highly undesirable events or accidents. We are an established worldwide industry leader in risk and reliability assessments and risk-informed technologies. Our team of 40+ skilled professionals has collective experience surpassing 600 years; over 400 years in risk assessment. Hughes has additional staff in nuclear licensing and engineering analyses, among other areas, needed to support full scope of the PRA and risk-informed applications. Fire Response Fire Response Support for fires involving oil insulated/cooled transformers Strengths of our emergency response team are demonstrated by long history of the services to the industry. Developed fire brigade training program to support nuclear power plant transition to NFPA 805. SOFTWARE SOLUTIONS Hughes Software Solutions Staff has a long history in developing risk methods and software tools and applying these resources to meet fire protection analysis and data management needs for many clients in the industry and government. The ARCPlus TM software suite, from ERIN Engineering and Research, Inc., extends the compliance toolset of the ARC software to include additional user-selected modules to further assist users in the management and refinement of fire safe shutdown assessments, fire hazards analyses, and fire PRAs. The ARCPlus TM program has been developed to support both facilities transitioning to NFPA 805 and those with traditional fire protection programs under 10 CFR 50.48(b). The ARCPlus TM program interfaces with cable and raceway systems to facilitate development of fire safe shutdown data using the Fire Data Manager (FDM) component of the ARCPlus TM suite. The FDM component is designed to manage plant data unique to the needs of fire protection and fire PRA and provides a common data store that includes the ability to manage multiplecomponent functional states. QUALITY ASSURANCE Hughes maintains a Quality Assurance program that is integrated into all aspects of nuclear work performed by the Power Services Division. \ EXPERIENCE SUMMARY Members of the PSD have a long history of providing support to the nuclear power industry. Hughes has provided fire protection, fire safe shutdown, and PRA services to over 80% of the US nuclear fleet. The Hughes team has lead the industry in transition to a risk-informed performance-based fire protection license, developing "living" PRAs, and providing superior support no matter what the fire protection or fire safe shutdown need requires. Table 1 provides a sample listing of the nuclear projects in which we have had key roles. 15

TABLE 1 NUCLEAR PLANT PRA EXPERIENCE CLIENTS PROJECT DESCRIPTION Fire Protection Design and Analysis Duke Energy Oconee Transformer Suppression Design Developed a detailed engineering design package for the water based suppression system on a new main transformer. The project included development of design drawings, hydraulic and structural calculations, code compliance evaluation, and system description documentation. SCE&G VC Summer Electrical Raceway Fire Barrier System Design and Support Developed installation manual, detailed raceway designs, extensive on-site installation support, and project close-out qualification package of installed circuit protection. Various Clients NFPA Code Compliance Evaluations Documented formal NFPA code compliance evaluations at over twelve nuclear sites. Evaluations include documentation of current compliance, justification of equivalent compliance, and identification and proposed resolution for areas of non-compliance. Fire Modeling Engineering Evaluations Developed fire modeling tools to support Fire PRA, exemption requests, and multiple spurious operation dispositions, hot gas layer time, temperature response of structural elements, and damage thresholds. Performed a wide variety of engineering evaluations for multiple clients including justification of fire barrier equivalency (floors/walls, penetration seals), hydraulic analysis of fire water supply for suppression and standpipe systems, detailed code compliance equivalency, and documentation of fire modeling applications to support plant needs. Duke Energy Oconee Fire Detection Design Developed detailed engineering designs for new fire detection installations and noncompliant existing fire detection systems. The project included an engineering study, detailed design drawings, and installation support. Southern Nuclear NEI Farley Fire Alarm/Detection Upgrade Support NEI 04-02, Guidance for Implementing a Risk-Informed, Performance-Based Fire Protection Program Under 10 CFR 50.48 (c). Provided technical oversight support for procurement, design, commissioning, and licensing concerns related to the fire alarm replacement project. Reviewed project specification, vendor bids, and vendor shop drawings. Prepared a basis of design report and code compliance documentation. In addition, assisting the design and installation of in-cabinet incipient detection systems. Fire Protection Programs Under this project Hughes helped NEI develop the guidance for implementation of the NFPA 805. This document was reviewed by the NRC and endorsed in Regulatory Guide 1.205. On separate projects, Hughes tested this guidance at two NFPA 805 pilot projects at Oconee and Harris nuclear power facilities. Results of these pilot projects were incorporated in the final revision of the NEI 04-02. 16
