MINUTES FIRE APPARATUS MANUFACTURERS ASSOCIATION TECHNICAL COMMITTEE MEETING AUGUST 14, 2014 KAY BAILEY HUTCHISON CONVENTION CENTER, DALLAS, TX Member Meeting Sponsors: Kussmaul Electronics, Pro Poly of America, Task Force Tips, and W.S. Darley & Co. Call to Order by Mr. Lackore at 3:02 p.m. Proof of Notice Notice of this meeting was provided to all Technical Committee representatives and FAMA members on June 27, 2014, via email. Roll Call A quorum was declared with 35 member companies present at the start of the meeting. [See attendance and sign-in sheets attached to these minutes.] First-time attendees and new members were acknowledged and welcomed with a special welcome back to Jim Salmi. Review/Enter Minutes After discussion and upon motion duly made and seconded, it was: VOTED: That the minutes of the April 10, 2014 Technical Committee Meeting (Indianapolis, IN) are approved and be entered into the records of the association. Antitrust Guidelines and Non-Discrimination Policy Legal Counsel J. Juneau stressed that it is FAMA s policy to abide by the antitrust laws of the United States and the strict non-discrimination policy at all meetings of the association. Welcome /Association Update President B. Whitehouse welcomed all in attendance and extended his thanks to the member companies for their support by providing service time to the committee. Subcommittees are critical to FAMA s ability to provide a valuable benefit to the fire service and member companies. Mr. Whitehouse spoke on three (3) items: The Annual FAMA Scholarship was presented. Congratulations to the recipient and thank you to Akron Brass for their sponsorship. Thank you to the meeting sponsors: Kussmaul Electronics, Pro Poly, Task Force Tips and W.S. Darley and Co for their sponsorship of the meeting. FAMA Fire Apparatus Safety Guide 1800 guides have been sold since it was launched at the Spring Technical Meeting (4/10/14). In just four months, the guide has proven to be a meaningful tool to fire departments, as well as a good revenue source to the association. Thanks to all those involved in its development.

Update: Other FAMA Tech Initiatives R. Lacklore announced the NFPA 1901/06 Review was to be posted on FAMA website and on Basecamp Highlights of specific areas of change in NFPA 1901 follow: Purchasers Responsibility Annex B CG requirement Top speed Only one apparatus manual Safety Guide Requirement and FAMA Safety Signs Statement of exceptions revised DFP regeneration Air Brake exclusion eliminated FMCAA 121 Brake lights and warning lights Hose bed illumination Seat belt buckle stalk length Seat belt color Seat space width Step toe clearance Horizontal step offset Tiller cab integrity Designated walking areas Water valve operation force Ok to pump re-write Hydrostatic pump system test Remote pump test witnessing Aerial floodlight brightness Aerial platform railing Aerial envelope control ratings Aerial platform fall protection Ultra high pressure pumps Highlights of specific areas of change in NFPA 1906 follow: Crew carrier chapter (new) On-board pump and roll fire fighting Tank baffles Annex D updated Timeline implementation R. Lacklore announced there are no more apparatus meetings planned for the NFPA 1901/1906 updates. The updates have been provided to the NFPA staff for editing. After edits the revisions will be sent to the committee. If the committee approves the changes, they will be presented to the NFPA Council to amend then submit for ratification at the NFPA conference with plans to publish in August 2015 and implement in January 2016. FAMA Safety Sign Additions NFPA 1096 Add requirement for Safety Signs that are visible at both positions: pump and roll and driver. Motion was made to add this requirement into our white paper. After discussion and upon motion duly made and seconded, it was: VOTED: To add FAMA Safety Signs as presented to the white paper

NIOSH Fire Fighter Anthropometric Study R. Lacklore reviewed what NIOSH suggested for seat space requirements in comparison to the current NFPA seat space (hip and shoulder), and confirmed current manufacturing standards would not work. As an industry, we owe it to our customers to provide guidance as to how to respond to the size requirements. FAMA took no further action at this time. Seating space optimization to be considered for inclusion in the FAMA Apparatus Spec Guide. Seating and apparatus members need to research options. NIOSH Future Study Plans R. Lacklore announced two forthcoming projects: Apparatus vehicle simulation Ladder climbing safety If you are interested in either of these topics, let R. Lacklore know for NIOSH contact data. NFPA 1500 opened for public comment Chapter 6 is the apparatus chapter. As the FAMA rep for 1500, R. Lacklore requested review and input on any additional items that could be included or deleted. FAMA Apparatus Safety Guide Request for all suggested improvements and changes be submitted to be included in the next revision cycle. FAMA Forum a technical article is submitted each month for publication in Fire Apparatus & Emergency Equipment magazine. Request made for all articles due for issues thru December 2014. Need topic ideas for next year s articles. See Dan Veselsky. [All past articles are posted on FAMA website.] NHTSA Fire Apparatus Recall Policy no update FDSOA Apparatus Symposium January 18-20, 2015, Orlando, Florida Preparing programs/speeches Fire Apparatus Specification Guide first draft almost complete. Outline provided in meeting agenda. Weight & Cube Dan Dorman, a sophomore college student in Pennsylvania, has been assigned the task of updating this report over the next couple months. Findings could lead toward the development of another guide on equipment mounting (where to store, how to specify compartments). Thank you to R. Lacklore for all his hard work on the Technical Committee. Phillip L. Discussed 1901 revision items. Preliminary outline is ready to develop Aerial Buyer s Guide, will submit final document by Fall Meeting (October 2014) or FDIC 2015 B. ARFF by Marty Huffman. NFPA 414 covers ARFF in cycle. Public comments are now closed. Next meeting will be in November. FAA522010E is about to be rewritten Working on plan to finalize ARFF Buyer s Guide in about a month C. Ambulance by Steve Rowland. (6 members) Discussed NFPA 1917 Meeting in San Diego on second round of questions Ambulance accreditation standards are dictated by state regulations. Concerns regarding GAC advocacy standard in each state. FDSOA Ambulance track discussed D. Body by Tim Dean. Discussed personnel on truck and slip resistance including handrails. Determined need to discuss/decide with customer to avoid leaving open to liability. Discussed development of body design criteria for Buyer s Guide Also discussed hose E. Chassis by Tim Johnson. Discussion of EPA questions and rolling resistance Discussed Basecamp F. Electrical (6 members) Discussion of fire apparatus fire bag recommendations Plans on track for speaker at FDSOA G. Foam no report H. Pumps & Plumbing by Doug Miller. Pump selection guide in final stages, will be ready to present to Technical Committee Chairs in the next couple months.
