NFPA 99 Second Draft Meeting (Annual 2017) Wednesday, November 16, 2016 NFPA Headquarters 1 Batterymarch Park, Quincy, MA 02069 The Correlating Committee (CC) actions that follow are subject to and within the limitations of the Regulations Governing the Development of NFPA Standards (the Regs) at 3.4. Second Correlating Revision (SCR): Used to delete or modify SRs or to generate the equivalent of a new SR and must include a Correlating Committee Statement (CCS) to support the change. An SR from the TC that is affected by a SCR converts to a Committee Comment. (See Regs at 4.4.11.2) SCRs are balloted and appear in the SD Report if they pass ballot. Correlating Committee Statement (CCS): A statement from the CC in support of a FCR.

NFPA 99 Second Draft Meeting (Annual 2017) Wednesday, November 16, 2016 NFPA Headquarters 1 Batterymarch Park, Quincy, MA 02069 For your reference, the following are the applicable sections of the Regs for this meeting: 4.4.11.1 Review and Permitted Actions. Where Technical Committee activities are managed and coordinated by a Correlating Committee, the Correlating Committee shall review the Public Comments and the Second Draft as balloted by the Technical Committees under its responsibility and take appropriate action within the limits of its authority and responsibilities, as set forth in 3.4.2 and 3.4.3, by creating Correlating Revisions and revising actions on Comments as set forth in 4.4.11.2 and 4.4.11.3. 3.4.2 Authority. A Correlating Committee shall direct the activities of the Technical Committees that have primary responsibility for the development and revision of NFPA Standards assigned to them. The Correlating Committee shall be responsible for resolving conflicts, achieving correlation among the recommendations of the Technical Committees, correcting errors and omissions, and ensuring that the Committee activities have been conducted in accordance with these Regulations and any approved Supplemental Operating Procedures (see 3.3.8). The Correlating Committee shall have the authority to choose between alternatives presented by the Technical Committees and to write text, but only as necessary for correlation, consistency, and the correction of errors and omissions. 3.4.3 Responsibilities. The responsibilities of a Correlating Committee are: (a) Resolving conflicts within or between NFPA Standards (b) Recommending the resolution of conflicts between overlapping functions in Technical Committee Scopes (c) Recommending the establishment of new or the discharging of existing Technical Committees and proposing new Scopes or changes to existing Scopes of Technical Committees (d) Recommending changes in membership to obtain or improve representation on a Technical Committee (e) Correlating the scheduling of the Reports from the Technical Committees operating under its responsibility (f) Notifying a Technical Committee of its failure to comply with these Regulations or the Manual of Style for NFPA Technical Committee Documents (g) Determining whether the Technical Committee has given due consideration to all evidence presented to it in connection with the preparation of its Report, including all comments relating to negative votes (h) Establishing Supplemental Operating Procedures, if desired (see 3.3.8) (i) Performing such other or different duties as the Standards Council may from time to time assign

Michael Crowley spoke to the agenda of the meeting and stated that the purpose of the correlating committee is to ensure consistency throughout the NFPA 99 code among technical committees and between other NFPA codes and standards. 4. Minutes Approval. The minutes of the May 4, 2015 pre First Draft Correlating Committee conference call were approved as posted and previously distributed. 5. Staff Liaison Presentation. Jonathan Hart reviewed the meeting procedures and available actions for the committee during the meeting. 6. Review of Technical Committee Work. The committee reviewed the work of the 7 technical committees including the 441 Public Inputs received as well as the 202 First Revisions (including ballot comments) that were created along with 13 Committee Input for NFPA 99. In total, 4 First Correlating Revisions were made along with 23 Correlating Notes. The CC also decided that no action was needed for NFPA 99B. 7. New Business. The Correlating Committee discussed the topic of durable medical equipment in the home and the larger topic of home/residential health care. The committee agreed that this is a topic that is becoming increasingly important, that the NFPA 99 technical committees have expertise that could be valuable in providing safe guidance, and that it is preferred to take a proactive

role in developing guidance on the topic. Specifically the NFPA 99 topics of electrical systems, electrical and gas equipment, and emergency management all have some application to health care in these settings. Suggestions for how to handle committee work to assist in provide code requirements or guidance for residential health care settings included creating information annex material, creating an adoptable annex, or creating a separate NFPA document. It was acknowledged by many, the difficulties of imposing requirements on residential occupancies and mostly agreed that a balance between requirements and guidance will need to be found. While there is a knowledge set represented on the NFPA 99 technical committees to address residential health care, the correlating committee recognizes that there is numerous other areas of expertise that would be needed in order to encompass all of the variable effected interests such guidance could have. Other groups include first responders (both fire and EMS), the education community, health care service providers, and likely many more. The health care facilities correlating committee will suggest to the Standards Council that NFPA consider developing some sort of guidance or code requirements that address the risks presented by health care provided in residential settings. Part of this should be defining the structure and different stakeholders who need to be involved. If found to be appropriate, the NFPA 99 correlating committee may have the current makeup to oversee this task if the scope is revised to accommodate this topic. 8. Next Meeting. The next meeting is the Correlating Committee Second Draft Meeting and will be held sometime in the late October early November, 2016 timeframe. 9. Adjournment. The meeting was adjourned at 3:00 pm.
