RECOMMENDATION Approve the revised plans and specifications to delete shoulder widening in specific locations in the Arterial Rehabilitation - PVDE Project. BACKGROUND/DISCUSSION The City Council on February 18, 2014 approved the construction contract and plans and specifications for the Arterial Rehabilitation - PVDE project. includes roadway resurfacing, equestrian trail enhancements, shoulder widening, visibility improvements, sidewalk and curb ramp modifications, drainage system upgrades, signing and striping. Although the City performed community outreach during the design process, it has become evident through recent meetings with the property owners and neighborhood associations along the project route that there is a section of PVDE where the construction of widening to have a shoulder will result in the removal of 5 California Peppers, 8 pine trees and 9 shrub oaks. This section is from Via Frascati to Via Subida. Although the project plans that were approved by the City Council show the replacement of these trees with new (36" box size) trees, residents in the surrounding community have requested that the shoulder widening in this area be deleted from the project. This deletion would
ARTERIAL REHABILITATION- PVDE PROJECT PAGE2 not impact the other work in this area, which includes roadway resurfacing, sidewalk and curb ramp improvements. The project plans that were prepared by the design engineer have been revised by the engineer to reflect this change and it is therefore recommended that the City Council approve these revisions to the plans and specifications for this project. ALTERNATIVES The City Council may direct staff to keep the project unchanged, which would necessitate the removal of 22 trees and the planting of replacement trees due to shoulder widening. FISCAL IMPACT Deletion qf the shoulder widening and replacement trees associated with the work in this area is estimated to result in a $100,000 reduction in the construction cost.
