After the first verification for 2008 the Monitoring plan has been changed. This report presents determination of the Monitoring Plan revision 1.1 dated 31/12/2009 with the regard of improvement the accuracy and completeness of information of the original monitoring plan without changing conformity with the relevant rules and regulations for the establishment of monitoring plans. The results of the PDD determination were documented by Bureau Veritas Certification Holding SAS in the report: Improvement of the Energy efficiency at Energomashspetsstal (EMSS), Kramatorsk, Ukraine Report No. UKRAINE/0003/2007 dated August 31 s t, 2009 See Section 4). The results of initial and first periodic verification were documented by Bureau Veritas Certification Holding SAS in the report: Improvement of the Energy efficiency at Energomashspetsstal (EMSS), Kramatorsk, Ukraine Report No. UKRAINE/0016/2008 dated November 16 t h, 2009 See Section 4). Project is approved by the National Environmental Investment Agency of Ukraine and Ministry of Economical Affairs in 3

Netherlands (Letters of approval are presented, see Section 4) and registered under Track 2. The Monitoring Report (MR) version 1.5 dated 31 of December 2009 and Monitoring Plan revision 1.1 dated 31 of December 2009 were submitted by Global Carbon BV for determination. New revision of the Monitoring Plan was performed as a response to the FAR raised during the first periodic verification for 2008 (FAR1: Monitoring Report does not provide information how LCV of NG was calculated monthly based on data from suppliers and what value was used in calculation by formula (2). Please explain and correct. Response: Formula was modified for the next monitoring period which is 9 months. Calculations are performed monthly, and sum of figures for the necessary number of months gives a result). 2 MONITORING PLAN REVISION 1.1 DETERMINATION The monitoring approach in the Monitoring Plan of the PDD version 3.9 requires monitoring and measurement of variables and parameters necessary to quantify the baseline emissions and project emissions in a conservative and transparent way. The same approach is applied in the revised Monitoring Plan revision 1.1 developed for the monitoring period that is not one year. According to the determined within the PDD monitoring plan the project and baseline emissions and emission reductions are calculating on the annual basis for every subproject. In order to make monitoring process for the nine months possible formulas for the calculations has been updated. Updates with compare to the determined within the PDD monitoring plan are presented in the MR version 1.5. In the revised monitoring plan the formulae for calculation of variables are adjusted for the period 1 month instead of period of 1 year that was in the initial monitoring plan determined in the PDD. This allowed to calculated figures for 9 months of 2009. The reporting procedures reflect the revised monitoring plan completely. Changes that have been implemented do not affect conservativeness of the approach to the emission reductions calculations and procedures of the data collection and archiving. The Management and Operational Systems are eligible for reliable project monitoring according new plan. 4

3 MONITORING PLAN DETERMINATION STATEMENT Bureau Veritas Certification has made the determination of the Monitoring Plan revision 1.1 dated 31/12/2009 of the Improvement of the Energy efficiency at Energomashspetsstal (EMSS), Kramatorsk, Ukraine project of Global Carbon BV located in Kramatorsk, Ukraine on the basis of UNFCCC criteria for the JI, as well as criteria given to provide for consistent project operations, monitoring and reporting, as well as the host country criteria.
