Welcome / 欢迎词 Welcome from the IACP Board Chair and the Local Host Leader It is our great pleasure to welcome you all to the 8th IACP Conference. We are excited to be here in Guangzhou, a famous garden city in South China. The plenary, general and special sessions, panel discussion, Dean/Chair s forum, opening and closing ceremony, and reception, promise to bring us together to exchange ideas with colleagues and friends on the main theme: Urban Regeneration: New Model and New Practice. We would like to invite IACP members to a reception Friday evening. We also extend a special invitation to the panel discussion on China s First Official Plan of Urbanization, which will take place Saturday afternoon, 4-6PM. This conference is made possible by the hard work of many people. We are grateful to the local hosts who have made sure all attendees have the opportunities for sharing their research and making connections. We greatly appreciate our co-organizers and sponsors, Guangdong Urban & Rural Planning and Design Institute, Guangzhou KEY CITY Planning & Survey Technological Co., LTD, Guangzhou Teamzero Architecture and Planning Co. Introduction/ 简介 城市再生 : 新的模式与实践 第八届国际中国规划学会 (IACP) 年会 June 20 June 22,2014, South China University of Technology, Guangzhou,China 2014 年 6 月 20 日至 6 月 22 日华南理工大学中国广州 During the past decades, urbanization in China have centered on land development through industrialization and investment, and largely ignored the prosperity and well-being of the people. Livable cities are not just the ones with magnificent buildings and infrastructure, but they are great places where people strive for and want to live. The inaugurated leaders have proposed a new model to actively and prudently enhance the quality of urbanization through compact, intelligent, and low-carbon development. It symbolizes the departure from land-centered urban development to a form of people-oriented urbanization, as China s Premier Li has advocated. Quality of life should be one of the key guides for the new model of urbanization. The new model offers a platform for planning researchers and practitioners to tackle urbanization challenges, such as social equity, environment, energy, ecological and historic preservation, affordable housing, and externalities of mega cities. Further, the people-oriented urbanization calls for public participation and stakeholder engagement in the planning process. The 8th annual IACP Conference will bring together planners, designers, scholars, scientists, and government officials from China and all over the world to exchange ideas on the theme:. Host The International Association for China Planning is an independent non-profit organization of scholars, students, and practitioners interested in planning issues in China. Founded in 2005 and located in Washington DC, USA, its mission is three-fold: (1) to serve as a bridge between urban planning researchers and practitioners in China and their counterparts in other countries, (2) to provide a forum for scholarly and professional dialogues, and (3) to form a lively and supportive community for its members. The current IACP Board Chair is Professor Qisheng Pan, Texas Southern University. The past chairs include Professors Tingwei Zhang, Qing Shen, Zhong-Ren Peng, and Xueming Chen. The Local Host South China University of Technology (SCUT) is located on two campuses in Guangzhou, the Wushan campus with 15 schools and the Guangzhou Higher Education Mega Center campus with 10 schools. It has a total of over 4,500 faculty and 102,000 students. Founded in 1932, the School of Architecture boasts an 81-year history of excellence. It has developed into an education-research institution with diverse academic offerings in South China and has had a remarkable influence home and abroad. It has gained exceptional reputation in the design work for Beijing Olympic Games, Shanghai World Expo, and Guangzhou Asian Games, etc. It has also taken a leading role in the research of subtropical building science, the large-scaled public architecture design, Lingnan landscape planning and design, rehabilitation and conservation of ancient architecture, and Lingnan folk housing, etc. There are five departments in the school, i.e. Architecture, Urban Planning, the Architecture Design Institute of SCUT, National Key Laboratory of Subtropical Architecture, and South Architecture. Together with several generations of Ph.D. students, Prof. Landis developed the California Urban Futures series of urban growth models. He is currently engaged in a National Science Foundation-funded project to model, forecast, and develop alternative spatial scenarios of U.S. population and employment patterns and their impacts on travel demand, habitat loss, and water use through 2050. Prior to arriving at Penn in 2007, Prof. Landis was on the planning faculties of the University of California, Berkeley (1987 2007), Georgia Tech (1985 1986), and the University of Rhode Island (1983 1984). Prof. Landis serves on the editorial boards of the Journal of the American Planning Association and Housing Policy Debate. My work lies at the intersection of land use planning, urban ecology, and community resilience to environmental hazards. It is motivated by a passion to understand the connections among urban development, natural environmental systems, equity, and community governance. An incredibly rewarding aspect of my research is to inspire and empower my students. In my teaching and research, I emphasize active learning, critical thinking, and real-world applications of the concepts and issues related to land use and environmental planning. I am the co-recipient of best article and honorable mention awards from the Journal of the American Planning Association, and co-author of a book selected as one of the 100 Essential Books in Planning for the 20th Century by the American Planning Association. In 2013, I received the Award for Excellence in Doctoral Student Mentoring by the University of North Carolina Graduate School. Prior to coming to TSU he was founding Director of the Environmental Justice Resource Center at Clark Atlanta University. He has been described as the father of environmental justice. He received his Ph.D. degree from Iowa State University. He is the author of eighteen books that address sustainable development, environmental racism, urban land use, industrial facility siting, community reinvestment, housing, transportation, climate justice, emergency response, smart growth, and regional equity. Professor Bullard was featured in the July 2007 CNN People You Should Know, Bullard: Green Issue is Black and White. In 2008, Newsweek named him one of 13 Environmental Leaders of the Century. And that same year, Co-op America honored him with its Building Economic Alternatives Award (BEA). In 2010, The Grio named him one of the 100 Black History Makers in the Making and Planet Harmony named him one of "Ten African American Green Heroes.
