FIRE RISK ASSESSMENT GUIDANCE NOTES This Fire Risk Assessment has been compiled and formulated as required by the Regulatory Reform (Fire Safety) Order 2005, The Fire Safety (Scotland) Regulations 2006, The Fire & Rescue Services (NI) Order 2006 and The Fire Precautions (Workplace) Regulations (Northern Ireland Only). It has been constructed to be used as a tool for the safe management of a work place. To use the Risk Assessment effectively follow the points below: 1. Read the risk summary as a snap shot of the premises on the day of the Fire Risk Assessment. Recommendations from the Action Plan may have already been implemented by the time you read this. 2. The Risk Assessment is broken into the following twelve sections. 3. The Action Plan is the observations and recommendations of the Fire Assessor using their competence and experience to ensure the most pragmatic approach is applied to all significant findings. a. Read the Action Plan in its entirety as some actions may have an impact on other recommendations. b. Once the recommended action has been completed, the responsible person must sign and date the page relating to the non conformity this will then be automatically stored in the Archive Section which provides an audit trail. 4. It is essential that the Fire Log Book is maintained by the Responsible Person, to ensure that all tests, maintenance, practice drills and periods of instruction are recorded. If used as designed, this will then prove to be an invaluable Management tool. 5. If there are any material changes to the structure, layout, use of the building, type of business or changes in the number of staff then a new Fire Risk Assessment must be carried out.the Fire Risk Assessment should be reviewed by a competent person by the review date or at such earlier time as there is reason to suspect that it is no longer valid or there have been significant changes to the premises, the occupancy or its use. The site is split into two separate buildings, the older castle building is thought date back to the 19th century. Set over three floors, the ground floor consists of the reception, canteen/kitchen, library and student computer room. The first floor consisting of classrooms, prayer room, store room and various offices. The second floor consists of classrooms and two offices. There is one internal escape route, but a further escape route from the second floor. The new building was handed over in 2012, this was built at the higher level of the site and overlooks the older building. Set over three floors and an additional roof plant room. The ground floor consists of offices, prep room, store room and classrooms. The property is fitted with an external cladding the assessor was informed that the cladding used has a rating of B S1 D0, this cladding is very low risk. The first floor consists of classrooms, offices, common areas. The second floor consists of prep rooms, classrooms and a common area. The new building has one accommodation staircase and two protected staircases at either end of the building for safe evacuation. These areas contain refuge points. The old building is constructed of what appears to be brick and block work, concrete flooring, with a mixture of pitched slate roof on timber frame and flat roof areas. The new building is purpose built, with a brick and block construction and solid concrete floors. The internal partitions appear to be masonry/plasterboard on wooden stud and the internal fire spread of linings on the escape, circulation routes and other areas appears to be Class 0. Due to the layout of the buildings and number of exits which all discharge to a place of ultimate safety, travel distances appear to be compliant with current guidance, thereby being suitable and sufficient for the numbers present. (Hours of operation) The building is staffed between the hours of approximately 7am 6pm (Evacuation in the event of fire) The layout and occupancy of the site will allow the implementation of a simultaneous evacuation strategy. Taking into account the fire prevention measures observed at the time of this risk assessment, it is considered that the hazard from fire (likelihood of fire) at these premises is medium; normal fire hazards (e.g. potential ignition sources) for this type of occupancy, with fire hazards generally subject to appropriate controls (other than minor shortcomings). Taking into account the nature of the building and the occupants, as well as the fire protection and procedural arrangements observed at the time of this fire risk assessment, it is considered that the consequences for life safety in the event of fire would be moderate harm; outbreak of fire could foreseeable result in injury (including serious injury) of one or more occupants, but it is unlikely to involve multiple fatalities. Accordingly, it is considered that the risk to life from fire at these premises is moderate; it is essential that efforts be made to reduce the risk. Risk reduction measures should be implemented within a defined time period. Others: *Contractors, visitors. *The assessor was advised that only approved contractors are employed at the premises and RAMS are provided where deemed necessary. There is a 'Hot Works' policy in force, but this would rarely be used. Taking into consideration the information provided and what has been viewed by the assessor on site, it is felt that reasonable measures are/not taken to prevent fires of an electrical origin. Portable appliance testing: Contractor: In house Last Test Date: Ongoing Testing frequency: Annually The assessor was advised that there is no requirement for employees to bring in any portable electrical appliances as the employer provides all required equipment on site, although the assessor did not see a formal policy to enforce this. Last service date: There is a full commercial kitchen on site, the kitchen equipment is maintained on an annual basis and this includes a gas safety check. The filters are cleaned on a regular basis, this was evident due to the clean nature they were seen in at the time of assessment. The ductwork is deep cleaned on a regular basis by an external contractor, this contractor determines the time scale for the next clean depending on the system in place and the level of usage of the equipment. There is suitable 'No Smoking signage installed at the entrance to the premises and there was no evidence at the time of assessment to suggest any breach in the 'no smoking' policy. Sources of fuel: Wood Paperwork Cardboard Cooking oil Gas Chemicals located within science all of which have COSHH General cleaning materials At the time of assessment the risk assessor deemed that the general standard of housekeeping was acceptable, taking into consideration the building and its occupancy. There was no unnecessary accumulation of combustible materials or waste and as such the fire loading within the premises was at an acceptable level. There was storage of combustible materials located within the tower building boiler and server room, this should be removed as high risk areas should remain free of ignition sources. The furniture within the property appeared to be in good condition with no obvious damage and as such, the assessor is of the assumption that the furniture would comply with current regulations. In general a suitable and sufficient complement of portable fire extinguishers are appropriately located throughout the property in compliance with BS5306 8:2012. The fire extinguishers are visually inspected on a monthly basis by the end user and service annually by Firewatch South West Ltd There are no fire hydrants located directly on the site. Normal road hydrant water supplies are available for fire fighting purposes/operations. There is a reasonable manually operated non addressable fire detection & alarm system installed. The system appears to fall short of category L1 due to the lack of detection located within the new offices the assessor was informed that additional detection was to be installed in the near future to upgrade the system to comply with the recommendations of BS5839 1:2013 Category L1 and although no audibility test was carried out as part of this assessment, the assessor was advised that the alarm can be heard at all times and in all areas when actuated. The system is not monitored by an Alarm Receiving Centre (ARC). The fire alarms are tested weekly and serviced at intervals not exceeding 6 months by Waldons. Due to the new office areas located within the new building there are a number of areas which now fall short, Dave Sumner informed the assessor that additional detection was booked in to be installed by Waldons. It would appear that the emergency lighting is installed in general compliance with the recommendations of BS5266 1:2012. The emergency lighting is function tested on a monthly basis and maintained on an annual basis be Allen's electrical. The general standard of structural compartmentation appeared acceptable, although no intrusive survey was completed by the assessor. A large number of classroom fire doors were lacking heat and smoke seals, this would therefore allow ffor the passage of fire and smoke into other areas of the building. The server room located within the new building contains breaches this could allow for the passage of fire and smoke into other areas of the building. The electrical cupboard located on the ground floor beneath the wooden staircase of the tower building is not lined with suitable fire resisting material. It is deemed by the assessor that the building is provided with reasonable means of escape in case of fire. There are adequate escape routes provided taking into consideration the building size, occupancy any operations. All exits have the facility to be suitably secured and were easily operable at the time of assessment. As mentioned in the previous assessment the external escape staircase from the new building down to ground floor is for the most part 1100mm wide, but at its narrowest 930mm. Using the CLG guides' the means of escape would only be suitable for 115 persons to travel though the narrowest point, so taking this into consideration the potential occupancy of the building being up to 300 in the future and others using the route that are escaping from the Castle building, this would be deemed unacceptable. This work has been quoted and accepted but the works have not yet begun. Arson is the largest cause of workplace fires and should always be a consideration for a premise. There was no unnecessary external fire loading in close proximity to the premises and there were no pallets or skips stored within 10 meters of the building at the time of assessment. The assessor was advised that there have been no recent records known of any vandalism and/or arson attempts in the surrounding area. Copyright FCS Live Ltd 2017 Page 6 of 30

SECTION 2: RISK ASSESSMENT 01 Persons at Risk It is important to consider all relevant persons that use the premises. This will include persons that use the building on a day to day basis such as staff or residents but also any persons that visit the premises on temporary basis such as visitor or contractors. Particular care should be taken to identify any risks to vulnerable persons such as those with disabilities or young persons. There are no persons with special needs present at the time of this fire risk assessment. Members of the public are present and the Responsible Person has suitable and sufficient policies and procedures in place. The occupancy capacity, width of escape routes and exits appear to be sufficient. At the time of this fire risk assessment Company policy prohibits the practice of lone working. N/A N/A 02 Sources of Ignition The premises is assessed to identify all potential ignition sources that may be the cause of a fire. Examples of Ignition sources can be any heat generating equipment such as portable heaters, cooking equipment and power tools. Fixed installations and portable electrical equipment can also be an ignition source if they are misused or not maintained. Naked flames and equipment that generates sparks must be strictly controlled. There is evidence that Portable Appliance Testing (PAT) has been undertaken, however a number of items were overdue A lightning protection system has been installed, the system is being periodically inspected and maintained. Potential sources of ignition present are adequately controlled. F Non_ 03 Sources of Fuel In order for a fire to develop the presence of fuel is required. By managing the quantity, type and location of combustible materials the risk of a fire developing can be greatly reduced. The storage of combustible materials within the escape routes or places of high fire risk such as boiler rooms or electrical cupboards must be prevented. It means that the occupants can safely exit the premises without undue risk, whilst it is not perceived that any building should be sacrificed it is always possible to avoid the loss of the premises. The fire resisting walls and floors appear to be of an acceptable standard. The lifts are contained within a protected shaft. The services are contained within protected shafts. The installation of cavity barriers is not required or the age of the building predates the requirement. The stairways are enclosed throughout their height to an acceptable standard. Places of special fire hazard such as server rooms, are not enclosed with fire resisting construction. The materials lining the walls and ceilings are deemed to be of an acceptable standard. 05 Means of Escape To ensure a safe escape the escape routes must be protected from smoke, heat and flames. The distance that occupants have to travel must also be regulated to ensure that the distance people have to travel to safety is within the prescribed guidelines. Using the CLG guides' the means of escape would only be suitable for 115 persons to travel though the narrowest point, so taking this into consideration the potential occupancy of the building being up to 300 in the future and others using the route that are escaping from the Castle building, this would be deemed unaccpetable.
