ADDENDUM NUMBER 1: January 23, 2014 RFP # 2014-36 FIRE STATION ALERTING SYSTEM FOR THE CITY OF BLOOMINGTON FIRE DEPARTMENT Unless explicitly noted below, all specifications will remain as originally prepared. Any variations or claims of equality or superiority must be demonstrated, proven and tested to the satisfaction of the City. A signed copy of this addendum must be submitted either: (a) With your completed proposal, OR (b) If you submitted your proposal prior to receiving this Addendum, you must return this addendum in a sealed envelope with the proposal identification clearly noted in lower left-hand corner of the envelope. The City will NOT return your submitted proposal; therefore, you MUST submit this addendum in a new envelope. 1) Exhibit A included in this addendum is the Drawings for Fire Station #2. You may email mshafer@cityblm.org to request a PDF of the Fire Station #2 drawings. You may request a CD be sent to you by USPS that includes drawings for all City of Bloomington Fire Stations by emailing mshafer@cityblm.org. 2) Exhibit B included in this addendum is copies of the Attendance Records for the Pre-Proposal Meeting held on January 15, 2014. 3) Where do you want the message boards located? Three boards will be needed, one each, in the hallways leading to the apparatus floor, and one in the living area. The exact locations will be decided with the selected vendor prior to installation. 4) Can interested bidders look at the dispatch area? Interested bidders may look at the Dispatch Center by appointment. Appoints must be made by contacting DC Les Siron. 5) What s the distance in between the equipment area and the dispatch area? The equipment room for the Dispatch center is directly below the center. I would estimate that it is no more than 50 feet to any console in the Dispatch center. 1
6) Do you have network connectivity between the stations and the call center? Yes there is network capability between the stations. 7) Is there wireless on site? Not at this time it is expected to be available in the next few months. 8) Are all phones and amplifiers connected? Yes in station #2 all of the Phones currently are connected to the amplifiers. 9) What lights come on with the current alarm system? Currently there are lights in the bedrooms, apparatus floor and throughout the station. 10) Do you want remote access? Please refer to System Monitoring on Page 41 of RFP 2014-36 11) What is the output for the CAD system? I have not had a response from New World at this time, so I do not have an answer for this question. According to their website, New World does have station toning and paging interfaces. 12) What outdoor speakers are there at each station? There are outdoor speakers at each station to alert members of the Department in smoking areas and parking lots. 13) Are you replacing any part(s) of the PA systems? The Fire Department is not replacing any part of the PA system unless it is required for installation of the Alerting system and part of the proposal. 14) Are you replacing any speakers? The Fire department has requested subdued lighting in the egress areas and the dormitory. If this requires replacement of current speakers then that should be part of the proposal. Any replacement of speakers to be compatible with the alerting system should be part of the proposal. 15) Are you looking for system timers? If so, what ones? On the doors? To monitor turn out times? Do these need to go back to the monitoring system? We are looking for Timers that the firefighters can observe as they turn out to reflect the time since the call was received at the station. These timers do not need to be monitored. 2
16) How are you currently responding to calls? Calls are currently being dispatched by Station for single company and ambulance response. Or by an all station alert when more than one company is dispatched or an apparatus is responding into another stations territory. Once the call is received the appropriate apparatus will respond and contact Dispatch via radio or electronically through the MDT 17) Do you want to be able to talk to dispatch or just use radios? All conversations with Dispatch will be over the radio. 18) Do you have workout rooms? Do you need notifications in those? Yes there is a workout room in the station. Audible and visual notification will need to be made in that room. 19) What kind of audio tones would you like? At this time the Department only requires the tones be ramped from a lower tone to a louder volume tone. The types available should be included in the RFP. 20) Is the current PA connection analog or digital? The Current PA system includes a PEAVEY 800T Pre Amp and an IPS 400 dual channel industrial Amplifier. These are analog units. 21) Can you provide details of the dedicated work station? I cannot answer this question because I am nt sure what is being asked. 22) Currently how are responses acknowledged? Currently the responses are acknowledged over the radio or electronically using the Mobile Data Terminal in all of the vehicles. 23) Do you want to be able to alert all stations? We need to have the capability to alert all stations 24) Do you want to bid just Fire Station #2 or all stations? At this time the bid is for Fire Station #2, an optional bid may be submitted including the other 4 stations. 3
