Safety centres at german train stations Project 3S-Centres REFERENCE ms NEUMANN ELEKTRONIK GmbH Efficient solutions for information and safety
The 3S concept was developed with a look toward improving the services for passengers and speeding up internal functional processes. The philosophy is based on the premise that centralised control of all relevant services can be managed in the 3S Centre by one Management System. The processes and states of the related areas are displayed visually in real-time through the use of video technology, and the events and occurrences can be analysed and influenced as needed at any time. What is behind the 3S concept? Behind the 3-S concept is the goal of improving the areas of service, safety and cleanliness (Service, Sicherheit, Sauberkeit) at train stations. The pivotal component of the concept is the new communications system in the so-called 3S Centre, from which all activities are controlled. The 3S programme links a multitude of new and proven services that not only benefit the larger train stations, but also the smaller stations throughout the region that are also connected to the 3S Centre. SSERVICE Information on train schedules, train connections/delays, or general information can be called up around the clock at the information pillars and service points. This serves to significantly improve customer service, especially at stations that are not manned; at the same time, the networked, centralised operation of the system enables a more efficient deployment of personnel resources. S SAFETY The camera surveillance of all main traffic areas and problem zones makes the early recognition and prevention of unpleasant or even dangerous situations possible. In addition, Info/Emergency Call Pillars are installed at strategic locations to guarantee direct communication with the 3S Centre. S CLEANLINESS Last but not least Sauberkeit (German for cleanliness) as soon as the need is recognised from the control centre, cleaning personnel can be dispatched on demand in addition to their regular, daily rounds. ms Neumann Elektronik played a decisive role in the cooperative development, design and implementation of the concept.
The Management System (MMS) The innovative Management System is the central operating and controlling unit of all connected subsystems. The MMS coordinates the functions of the various subsystems, and allows all technical and operational functions to be managed and controlled ergonomically. The subsystems include the: communications system (MDK) video communications system burglary and fire alarm system logging systems (logbook and audio/video documentation recording) access control system The software displays the operational states of all of the subsystems integrated into the overall system in editable summary and detail plans. From the user interface, events can be processed, actions initiated, and the subsystems controlled. Corresponding action catalogues are integrated into the MMS and displayed on the monitor. The user is guided with precise instructions through the specified procedures for the various actions. All of the functions implemented in the system are indicated with clearly identifiable symbols. The centre, as the controlling instance, guarantees that all faults and errors are detected, it displays unambiguous error messages to the user, and it ensures that appropriate measures to correct the faults are immediately initiated. In addition, all faults and errors are logged to allow statistical analysis.
The Communications System All of the 3S System relevant audio communications systems are integrated in the Multifunctional Digital Communications System (MDK): emergency call and information request radio circuits PA/intercom systems ISDN telephone system audio/video documentation equipment Information/Emergency Call Pillars The Information/Emergency Call Pillars are used in numerous different applications requiring variations of their features and configuration to meet the requirements and given conditions at the local site. Their hands-free talk function using full duplex mode makes them intuitively easy to operate. When the Information/Emergency Call button is pressed, a connection is made automatically to the control centre via the data network. When information or emergency calls are triggered, they are signalled acoustically and visually at the 3S operator station the view from the corresponding video camera appears automatically on the monitor.

Fire Alarm and Burglary Systems The fire alarm and burglary alarm systems are independent systems that are connected to the MMS. In the event of a fire, announcements can be broadcast over the conventional PA systems. Logging Systems (Logbook and Audio/Video Documentation Recording) Digital and/or analogue recording systems are integrated into the video centre. These recording systems serve to document emergency calls and workplace related video recordings. Access Control The 3S Centres are equipped with an access control system and access control lock.
