INDONESIA REGION IN ASIA PACIFIC 2

WHY BANDUNG CITY APPLY ECOTOWN CONCEPT? 1. Bandung City was selected in 2006 as the one of pilot project for Eco-town program in order to respond the environment issues around the Asia Pacific region together with Dahlian City (China) and Penang (Malaysia), with the supoort of Kawasaki City and UNEP in 4th Asia Pacific Eco-Business Forum 21-23 January 2008 in Kawasaki, japan. 2. Ecotown is one alternatif of solution of Environment problems which now still unsolved with End of Pipe System or existing system. 3. Bandung City has already carried out many efforts to cope with existing environment problems through various prorams such as Blue Sky Program, Clean River Program, City Greenery Program, West Java Environment Management program and 3 R program at several location, which were done both by City Gonernment and communities 4. City Policy and regulation has already directed to the implementation of sustainibility development which is still need improvement in synergity and law enforcement. 5. To respond Environment issues both globally and nationally such as Global Warming, Kyoto Protocol, Agenda 21), which is need several policy and regulation toward firmed implementation of sustainable development. 3

BACKGROUND Bandung City has become densely populated city, with the population of 2.37 million inhabitants (the area: 16,729 ha & density: 140 person/ha) The City is currently progressing towards a metropolitan city, and its long term vision is to become a dignified city; The rapid progress that has been taking place in the City of Bandung has resulted in diverse environmental issues; The complexity and interrelation of the problems requires a sophisticated and integrated problem solving, which is the concept of Bandung Eco-Town as a solution for the city;

Back ground The current government of Bandung has made clear point with regard to its commitment to better improve the environmental quality, that can be seen in: The long-term (25 years period) and mid-term (5 years) development plans established by the City of Bandung. In the Bandung s development plan, environmental-related programmes are manifested in one of the seven priority agenda, i.e., Green and Harmonious Bandung. Whereas, there are other three priority agenda relevant with environmental-related issues, namely, Bright Bandung, Healthy Bandung, and Prosperous Bandung.

What is ECOTOWN? Ecotown concept came to be in 1997 based on the concept of zero emissions. a key project of Japan s Ministry of Economy,Trade and Industry, and it originated through a system of subsidies that was first established by the Ministry of Economy,Trade and Industry and the Ministry of Environment. The Japanese government established the eco-towns to counter the then-pervasive problem of waste management and to stimulate domestic growth in a sustainable manner that would not prove harmful to the environment. 6

Basic aims of zero waste The reduction of waste produced, including greenhouse gases, to nearly zero; The promotion of energy-saving measures; and close collaboration between different industries and administrative districts. The facets of zero emissions that are incorporated into the eco-town concept include environmental management, resource recycling and urban planning, all of which can be carried out thanks to synergies between the aforementioned collaborative parties.

Focus of Existing Ecotown Environmentally friendly technologies and methods such as integrated waste management, the 3R methods (Reduce, Reuse and Recycle), industrial ecology, green consumerism and energy conservation; location in and/or close linkages with a large and growing eco-business market that is well developed domestically and extends internationally; A strong focus on research and development that extends to both public and private sectors, and which is focused on crafting cutting-edge solutions for environmental problems; and the abiding interest of both local and national governmental bodies to craft policy in support of these initiatives

Sustainable Production 3 R Concept Sustainable Consumption Regional Cooperation Information Access Market Creation and Networking 3R Policy and strategy development Application and implementation of ESTs Building Sustainability Commitment

ECO TOWN PROGRAM DEVELOPMENT As a case city, Bandung city has to develop and implement the Eco-town concept which must refer to long and middle term development plan documents; It is identified that the solid waste management become the main issue of Bandung Eco-Town implementation;

Why the City of Bandung start Ecotown with the waste management? 1. The issue relates to solid waste is still central; 2. The solid waste generation tends to increase; 3. There are limited alternatives location for final disposal; 4. The present conventional solid waste technologies and management; 5. The 3-R behavior is not well known among society or industries; 6. There are only limited policy, program and institution for supporting 3-R development;

The Ecotown development 7. The target of solid waste management for 2013 are: 20 % will be treated by 3-R technologies; 30 % goes to landfill, and 40 % will be treated by other technologies; 8. The 3-R Eco-Town of Bandung City includes the management of both domestic and industrial solid wastes; 9. The strategy for the Eco-Town concept is in the frame of creative economics development, and dealing with marketing and investment issues of 3-R based industries;
