NEWSLETTER #03 MT. LINDESAY HIGHWAY Feedback shapes design changes Thank you to the more than 600 stakeholders and community members that provided feedback on the Logan Enhancement Project initial concept design throughout 2015 2016. The following key changes to the design have been directly shaped by stakeholder and community feedback: replacing the uncontrolled right-hand turn from Beaudesert Road southbound to the Logan Motorway westbound with a freeflowing underpass, eliminating the need for traffic signals replacing the existing Mt Lindesay Highway northbound to Logan Motorway eastbound cloverleaf ramp arrangement with a freeflowing connecting ramp which removes up to 40% of traffic entering the interchange this greatly improves the through northern movement along Mt Lindesay Highway/Beaudesert Road LOGAN extending the scope at Wembley Road to include relocating both the Logan Motorway eastbound and westbound on and off-ramps, replacing the existing bridge with a four lane structure over the Logan Motorway and upgrading Wembley Road from Greenfern Drive to Pagewood Street to two lanes in each direction providing initiatives that will significantly improve environmental outcomes through the project, including new fauna crossings. The final concept design will deliver greater benefits than the initial concept design, at a minor increase to the original project cost. LOGAN ENHANCEMENT PROJECT APRIL 2017 Project approved In late 2016 the Queensland Government approved Transurban Queensland s $512 million Logan Enhancement Project to proceed to detailed design and construction. Assessed under the Market-Led Proposal framework, the Queensland Government determined the project offered a unique opportunity to unlock the potential of South East Queensland through improvements to network safety, efficiency and reliability, as well as future proofing this critical economic corridor. CPB Contractors, a member of the CIMIC Group, was awarded the contract to design and construct the project. Detailed design and early works are now underway, with major construction to start in mid-2017 and be completed in 2019 (weather permitting). Giving back To celebrate the project and to create a lasting legacy for the community, Transurban Queensland will donate up to $2 million to regenerate a large parcel of land along the Logan Motorway at Heathwood for community use. We will work with various stakeholders, including elected representatives and community groups, to ensure the ultimate use of the site provides the best outcome. This initiative forms part of Transurban Queensland s commitment to giving back to the communities in which we operate. A value-for-money project The Logan Enhancement Project final concept design will deliver significantly greater benefits than the initial concept design, for a minor increase to the original project cost. The project will be delivered at no cost to the Queensland Government. To pay for the project, toll points on the new south-facing Compton Road ramps will be installed to match those on the north-facing ramps, and the truck tolls on the Logan Motorway and Gateway Motorway will be increased. Image: Fauna crossing under Wembley Road The increases will take effect once construction is completed in 2019 and the benefits of the project start to be realised. Improved fauna connectivity Transurban Queensland recognises the environmental significance of the bushland and wetlands within and surrounding the project corridor. That s why an Environmental Reference Group (ERG) was formed to provide consolidated feedback on ways to improve environmental outcomes through the project. As a result of this innovative process, the final concept design includes the following initiatives that will achieve this objective: new fauna crossings at Illaweena Street, Beaudesert Road and the Logan Motorway to enhance key fauna connectivity movements between Karawatha Forest and the Flinders Range fauna fencing to keep fauna off the motorway, including escape poles located generally every 400 metres landscaping to encourage and protect fauna movements roadside signage to increase driver awareness about the presence of fauna. Changes to the Beaudesert Road/Mt Lindesay Highway interchange design Throughout the Detailed Proposal Phase, community and stakeholders challenged Transurban Queensland to look for alternative solutions to improve safety and travel time reliability at the Beaudesert Road/Mt Lindesay Highway interchange. As a result of the consultation process, key changes have been made to the design at this interchange, including replacing the uncontrolled right-hand turn from Beaudesert Road southbound to the Logan Motorway westbound with a free-flowing underpass. Image (above right): Existing design of the Beaudesert Road/Mt Lindesay Highway interchange with the Logan Motorway Alternative solutions to installing traffic signals between Beaudesert Road southbound and the Logan Motorway westbound service road were thoroughly investigated. The close proximity of the service road to Trinity Way and the Brown Plains Road off-ramps, as well as the anticipated growth in traffic volumes, means that traffic signals are the appropriate engineering solution to ensure the safety of all road users. The design at this interchange will: resolve all traffic conflicts changing lanes will be easier and traffic will flow, as opposed to stop/start remove up to 40% of the northbound traffic out of the interchange increase capacity up to 70% in travel time savings will be gained improve safety and reliability conflicts will be removed, which will reduce the risk of potential accidents. Changes to the Wembley Road interchange design Community members and industry stakeholders alike supported the initial proposal to upgrade the Wembley Road interchange, but challenged Transurban Queensland to also look at duplicating the bridge over the Logan Motorway to provide two through lanes in each direction. This feedback was used, and the scope for this interchange has been extended to include relocating both the Logan Motorway eastbound and westbound on and off-ramps, replacing the existing bridge over the Logan Motorway (two lanes in each direction) and upgrading Wembley Road to two through lanes in Image (above right): Existing Wembley Road bridge over the Logan Motorway, which will be duplicated as part of the project each direction between Greenfern Drive and Pagewood Street. This design will address current constraints and accommodate growth in the area particularly from the booming freight and logistics corridor along Wembley Road. The design at this interchange will: improve safety and reliability reduce overall travel times (up-to 88% reduction in the PM peak period) and the amount of traffic on local streets improve through capacity and reduce travel times along Wembley Road enhance connectivity to key residential and business areas. Preliminary work activities include: geotechnical and road condition investigations surveying utility services survey and relocation cultural heritage and environmental investigations set-up of a project site office and other construction compounds. Some night works and temporary traffic changes, including single lane night time closures on the Logan Motorway, Gateway Motorway, Mt Lindesay Highway/Beaudesert Road, Wembley Road and Compton Road are required as part of these works. During these works, you may notice some changes around the project site such as construction vehicles, traffic management signs and personnel. Transurban Queensland and CPB Contractors are committed to minimising impacts on residents, businesses and motorists where practical during construction activities.
