Town of Whitby - Special Collections Details Page 1. Special Collections Service The Town provides each residential address with one free special collection service per calendar year (January 1 to December 31) for up to twelve (12) items. Availability of this service is limited and must be scheduled in advance. Once the December collection schedule has been filled, requests for the one free collection in that calendar year are no longer accepted or transferable into the new year. Additional collections can be arranged for a fee of $25.00 for up to a maximum of twelve (12) items per collection. Availability of this service is limited and must be scheduled in advance. If you are moving, be sure to schedule your collection before your moving date. Residents must be residing in the home at the time of the scheduled special collection. This service is not available to locations receiving private waste collection service. Residents will forfeit their one free collection should a situation arise where: a) A resident has failed to provide sufficient notice of two (2) business days to cancel or to reschedule collection. b) Waste materials are not placed out to the curb for collection on the designated day(s) by 7:00 a.m. c) Waste materials are not placed out at the designated location for collection. d) Waste materials are not placed out in the described manner for collection (see section 5, 6, 7 8 and 9 of this document). 2. Cancellation, Rescheduling and Refund Policy Residents must provide the Town of Whitby, Operational Services Department (905.668.3437) a minimum of two (2) business days notice, prior to their scheduled collection day(s), in order to cancel and/or reschedule their special collection service without incurring a rescheduling fee. Failure to provide sufficient notice will result in the loss of the one free special collection and a $25.00 charge to reschedule the collection. Refunds are not provided for waste materials that are not out on time or where waste materials have been removed or taken from the curb prior to scheduled collection day. 3. Special Collections Fee a) All households deemed eligible can receive one free special collection service each calendar year for up to twelve (12) items. For any additional scheduled collections within a calendar year, a fee of $25.00 applies. 1
b) Households with more than twelve (12) items are required to pay a fee of $25.00 for the collection of additional items over the limit. c) Where a collection fee applies, fee(s) must be paid three (3) days prior to the scheduled collection date. d) Payments can be made by cash, cheque or debit only (NO VISA or MasterCard) at the Town of Whitby s Municipal Office located at: 575 Rossland Rd. E., Monday to Friday, 8:30 a.m. to 4:30 p.m., 905.668.5803 After hour payments can be made at the Whitby Municipal Office drop box. 4. CFC Fridges and Freezers Fee The Town of Whitby charges a $20.00 fee for the collection of appliances containing refrigerants, such as fridges, freezers, air conditioners, dehumidifiers, water coolers. Fridges and freezer doors should be duct-taped closed. Ensure all food items are removed and do not place additional waste inside. A CFC sticker must be purchased from the Town and affixed to the appliance prior to the scheduled collection. When and Where to Place Materials for Collection Waste materials scheduled for collection must be placed out to the curb by 7:00 a.m. on the scheduled collection date. Ensure waste is set out where you would normally place your residual waste, green bin and recycling materials for curb-side collection. Do not park vehicles in front of your special collection set-out. 2
During winter months, waste materials should be placed on the cleared portion of your driveway and not on snow banks. Residents living in multi-residential apartment buildings or townhouse properties should call the Whitby Operations Centre (905.668.3437) for details on their building designated location for Special Collection pick up. 6. Materials Collected The Town provides a special collection service for waste materials that fall into six (6) categories. The waste categories and waste materials collected in each are defined as follows: Bulky Goods - Household furniture and other items such as: mattress, box spring, couch, table, desk, chair, dresser, chest, etc. Metal Items - Appliances (not including appliances containing CFCs), BBQ (tank and charcoal removed), metal wheel barrow (metal only), bicycle frame (remove rubber off wheels), patio table (metal), filing cabinet, shelving unit, metal bed frame and rail, water heater, stove, range hood. CFC- Fridges and Freezers - Appliances that contain a refrigerant such as fridges, freezers, air conditioners, dehumidifiers, water coolers, etc. Electronic Waste - Desktop and laptop computers, computer monitors, computer peripherals (replacement computer components, CD-ROM, DVD drives, floppy-disk drives, computer mouse, computer keyboards, wired cable, DSL and ADSL modems), printing, copying and multi-function devices (computer scanners, printers, photo printers, camera dock printers, desktop fax machines, typewriters powered by AC power plug or by internal battery unit), TVs, telephones and answering machines, cellular devices and pagers, stereo and stereo equipment. Please note: The Town of Whitby is not responsible for any data left on hard drives or other memory devices. Please ensure that all personal information is removed from your e-waste before recycling to protect your privacy and security. Tires - Car, light truck and bicycle tires. Agricultural or off road vehicle tires are not accepted. Porcelain - Porcelain toilets, sinks and tubs. Enamel or acrylic fixtures are not included in this program. (Please note: Enamel sinks and tubs should be booked as a metal collection and Acrylic sinks and tubs can be booked as a bulk item.) Residents must identify the type of items they want collected at the time of booking in order to schedule the appropriate collection vehicle(s). Items placed not identified at the time of booking may not be collected. Residents will have the option 3
of paying for an additional collection or taking materials to Durham's Waste Management Facility located at 1640 Ritson Rd. N. (905.433.2050). 7. Scheduling Collection Residents can schedule their special collection either by telephone or online: Telephone Bookings: Whitby Operations Centre Monday to Friday 7:30 a.m. to 4:00 p.m. 905.668.3437 Online Bookings: Visit www.whitby.ca/waste and select the Special Collections option. 8. Collection Requirements a) All items must be properly and securely bagged, bundled or boxed. Each loose item picked up will be counted as one item of the 12 item limit. b) Items in excess of the 12 item limit will not be collected where payment has not been received in order to have additional items collected. c) Maximum weight limit of twenty (20) kilograms or forty-four (44) pounds per item. For some types of household furniture and appliances the weight and size dimensions will be exempted. d) Maximum dimensions of any item not to exceed six (6) feet in length. e) Carpet and underlay must be cut into widths not exceeding six (6) feet, rolled up and securely tied. f) Any waste materials are deemed to be unsafe for collection, (i.e. oversized, overweight, hazardous, restricted or not properly prepared for collection) these items will not be collected. g) Fridges and freezers - do not remove doors or interior racks - secure doors with duct tape and/or rope so as to restrict doors from opening. h) Waste materials are to be placed out next to the curb in such manner so as not to create a danger for and/or obstruct pedestrian or vehicle traffic. 9. Waste Materials Not Included in the Special Collection Program: a.) Construction and renovation (wood, drywall, brick, concrete) waste materials, with the exception of very small quantities. Please remove and/or bend nails over. 4
b) Landscaping waste materials such as: dirt, sod, stones, rocks, concrete slabs and steps, fencing, wood and brush. c) Automotive parts. d) Recyclable and compostable materials. e) Brush, wood and tree stumps. f) Hazardous waste materials such as: anti-freeze, brake fluid, car and household batteries, florescent tubes, insecticides and pesticides, motor oil and oil filters, paint and paint thinners, pool chemicals, propane tanks, syringes and needles. The Town of Whitby is not licensed to collect any material designated by the Ministry of the Environment as a hazardous waste. Residents can take their hazardous waste to a Region of Durham's Waste Management Facility located at 1640 Ritson Rd. N. (905.433.2050). 5
