Streamlined Access to Microelectronic Technology and Innovation The Advanced Technology Support Program III is an innovative procurement program designed to speed the development of microelectronic solutions by permitting government customers to quickly place technology-related contracts to update or improve existing electronic hardware, software or systems. Through a simplified RFP process managed by the Defense Microelectronics Activity (DMEA), Honeywell can resolve your complex technology issues in a minimum amount of time. Simplifying the Resoluti The Advanced Technology Support Program III (ATSP3) is an Indefinite Delivery/Indefinite Quantity (IDIQ) contract that provides direct access to the full range of Honeywell engineering solutions. Available for any U.S. Government agency, state government or NATO allies, ATSP3 features a contract vehicle with pre-qualified prime contractors that allows Government customers to select Honeywell to bid on and receive ATSP delivery orders or tasks. The ATSP3 program parameters cover a complete range of engineering development services, from studies and analysis, design development and systems engineering, to prototyping, integration and testing. Additionally, limited unit production and logistical support is available under the ATSP3 contract vehicle. Delivery orders for ATSP3 are issued by the DMEA for programs to develop advanced technology electronics hardware and software solutions that improve system performance, solve sustainability/obsolescence issues, and address the Government s future technology needs. n of Electronic System Issues ATSP3 ATSP3 Procurement Process: 1. Project Identification Request project assistance from Honeywell ATSP3 Program Office/ specific Honeywell site or DMEA. 2. DMEA Coordination Work with DMEA to define the requirement and clarify any scope issues. DMEA coordinates with you and Honeywell to determine whether your requirement is within the scope of the ATSP3 contract. 3. ATSP3 Approval Confirm use of the ATSP3 through mutual agreement with DMEA. 4. Document Development Work with DMEA assistance to develop appropriate ATSP3 documents (with assistance from DMEA) to include Contractual Engineering Task (CET) (equivalent to a SOW). 5. Procurement Package Provide funding through a MIPR or other appropriate document. DMEA prepares procurement package and issues requests for proposal. 6. Proposal Evaluation Review proposal and provide technical evaluation to DMEA. DMEA reviews proposal and incorporates all technical evaluation input. DMEA additionally negotiates and issues the task order. 7. Program Initiation DMEA provides technical consultation services, monitors contractor performance, and serves as the primary focal point between you and the contractor for technical and contractual issues, including daily task management (if requested).
