OLD DOMINION UNIVERSITY FIRE SAFETY REPORT FOR STUDENT HOUSING 2012 As required by: HIGHER EDUCATION OPPRORTUNITY ACT (HEOA)

Introduction The Higher Education Opportunity Act (HEOA) became public law 110-315 on August 14, 2008. Under the HEOA, institutions of higher education that provide on campus housing facilities for students must publish an annual fire safety report containing information about campus fire safety practices and policies. Old Dominion University (ODU) has made a serious commitment to fire safety. The University has a full-time Safety Engineer in the Department of Risk Management dedicated to fire safety for students, faculty, staff and visitors. ODU works closely with the Municipal Department (Norfolk Rescue) and the Virginia State Marshal s Office, to meet or exceed applicable local and state code requirements. Norfolk Rescue is first responders to all fire and medical emergencies on campus. Prevention Policies and Procedures Smoke-Free Campus All residence halls, including student rooms, are smoke free Smoking is not allowed within 20 feet of any building entrance Smoking any substance or creating smoke through the use of incense, candles or other scented smoke producing items is prohibited in residence halls Students documented for possession of candles/incense in a residence hall may be assessed a fee of $75 Students documented for burning candles/smoking in a residence hall may be assessed a fee of $100 Evacuation Procedures Residents are required to evacuate the building immediately when a fire alarm sounds Failure to evacuate for any reason may result in referral to the judicial system and may be assessed a fee of $50 for first offense; $75 for second offense Tampering with Safety Equipment Any student who tampers with fire and life safety equipment or interferes with the operation of the alarm systems, damages or removes any part of 2

the alarm systems, fire extinguishers, smoke detectors or an exit sign is subject to disciplinary action and may be assessed a $200 fee. Any student who deliberately sets off a false alarm is subject to disciplinary action, including dismissal from the residence hall and possible suspension from the university. This may result in a fine of $500 and costs associated with the violation, in addition to arrest Negligent Alarms Residents who set off a fire alarm as a result of cooking may face a fine of $50. Items Prohibited in Residence Halls Extension cords Multi-plug adapters Halogen and torch lamps Toasters/toaster ovens George Foreman type grills Hazardous materials works Explosives/flammables/propane/gas grills Motorized vehicles arms/weapons/incendiary devices Live Christmas trees Candles/incense/oil lamps/open flames Portable heaters Appliances with exposed heating elements Students found with prohibited items will face referral to the student judicial system and may be assessed a fee of $75. Safety Education and Training Initiatives Residence hall staff, RA s, GA s and RHD s, receives annual fire safety training prior to the start of the Fall Semester. Four fire evacuation drills per residence hall are conducted each year. Participation in these fire drills is mandatory and failure to evacuate the building during a fire alarm will result in disciplinary action. safety training is also provided to other students, faculty and staff by request. 3

Overview of Protection Features in Residence Halls Old Dominion University houses over 4600 students in 56 on-campus housing facilities. This section provides a brief summary of the fire protection features provided in each facility. The University Village Apartments The University Village Apartments consists of ten, three story buildings that house nearly 1000 students. Each building has an automatic sprinkler system, fully addressable fire alarm system monitored by campus police and portable fire extinguishers in the corridors and rooms. Those buildings are: Chesapeake House Poquoson House Williamsburg House 1026 W. 45th St 1026 W. 43rd St. 1016 W. 41st St. Hampton House Portsmouth House Virginia Beach House 1016 W. 45th St 1016 W. 43rd St 1026 W. 41st St. Newport News House Smithfield House 1015 W. 45th St 1015 W. 43rd St. Norfolk House Suffolk House 1025 W. 45th St 1025 W. 43rd St. The Quad Complex The Quad Complex consists of six, four story buildings that house over 1300 students. Each building has an automatic sprinkler system, a fully addressable fire alarm system monitored by campus police and portable fire extinguishers in the corridors. Those buildings are: Dominion House France House Ireland House 1425 W. 49th Street 4703 Elkhorn Ave. 4603 Elkhorn Ave. Scotland House Virginia House England House 4701 Elkhorn Ave. 4601 Elkhorn Ave. 4605 Elkhorn Ave. Powhatan I and II Apartments Powhatan I and II is a complex that consists of 28, three and four story buildings that house approximately 748 students. Each building has an automatic fire alarm system monitored by campus police; battery powered smoke detectors in each room, dry standpipe system in the four story buildings and portable fire extinguishers in each apartment. Each building has an automatic fire alarm system monitored by campus police; dry standpipe system, battery powered smoke detectors in each room and portable fire extinguishers in the corridors. Rogers Hall and Gresham Hall each have a kitchen with dining room and has cooking hood suppression systems. Rogers Hall Gresham Hall 1065 W. 49 th St. 1023 W. 49 th St. Rogers Annex Gresham Annex 1055 W. 49 th St. 1017 W. 49 th St. Foundation House/Scholarship House - 1018 W. 49 th St Foundation House is a one story building that house approximately 9 students. The building has an automatic sprinkler system, automatic fire alarm system monitored by campus police and portable fire extinguishers in the common areas. 5

Nusbaum Apartments Nusbaum Apartments are five buildings, two and three stories, which house approximately 50 students. Each building has battery powered smoke detectors and portable fire extinguishers in each apartment. Nusbaum Apartments 1 Nusbaum Apartments 4 1000 W. 48 th St. 1010 W. 49 th St. Nusbaum Apartments 2 Nusbaum Apartments 5 1000 W. 49 th St. 1011 W. 49 th St. Nusbaum Apartments 3 1004 W. 49 th St. Old Dominion Inn 4111 Hampton Blvd. Old Dominion Inn is a three story building that house 56 students. The building has an automatic sprinkler system, automatic fire alarm system monitored by campus police and portable fire extinguishers in the corridors. Whitehurst Hall - 1715 W. 48 th St. Whitehurst Hall is a six story building that house 616 students. The building has an automatic fire alarm system, wet standpipe system in stairwells; battery powered smoke detectors in each room and portable fire extinguishers in the corridors. It has a dining room with kitchen and three cooking hood suppression systems. The kitchen, mechanical rooms and trash chutes have automatic sprinkler system. 6

Future Improvements in the Residence Hall Safety The University s Housing facilities meet or exceed the minimum fire and life safety standards, however we are constantly evaluating the need for improvement and upgrades to existing fire and life safety systems. One goal is to have all residence halls equipped with fully addressable fire alarm systems as well as automatic sprinkler systems. We are working to this end.
