NORTHERN OSTROBOTHNIA REGIONAL LAND USE PLAN LEGEND AND EXPLANATIONS Symbols denoting development principles: INTERNATIONAL DEVELOPMENT ZONE: THE BOTHNIAN ARC. URBAN DEVELOPMENT FOCUS OULU URBAN AREA This line delimits the urban area of Oulu, which also constitutes core area of the nationally important Oulu regional centre. The municipalities within this area have to co-operate closely on land use planning, and harmonise development projects. RAAHE URBAN AREA This line delimits the urban area of Raahe-Pattijoki, which also constitutes core area of the Raahe regional centre. NETWORK OF TOWNS IN OULU SOUTH REGION This line delimits an area in the southern part of the oulu region that includes several smaller urban centres. KUUSAMO URBAN AREA AND TOURISM CENTRE This line delimits the core area of the Kuusamo regional centre in North-East Finland, which is being developed as an urban focus and a centre for international tourism. OULU QUALITY CORRIDOR This line delimits the zone between Oulu Airport, the city centre, the university, and other major concentrations of workplaces and services, which is being developed along good road connections to form an urban corridor attractive to businesses. URBAN-RURAL INTERACTION ZONE This line delimits a zone being developed especially for activities based on urban-rural interaction, including businesses, remote working and housing. RURAL DEVELOPMENT FOCUS AREA This line delimits inter-municipal areas of rural settlements where developments mainly concern residential and recreational land uses and business activities based on agriculture and other rural livelihoods, and natural and cultural landscapes. FORMER PEAT EXTRACTION AREAS WITH DEVELOPMENT POTENTIAL Pink lines delimit peatland areas with significant land use and development potential after peat extraction ends. AREAS TO BE ASSESSED Dark blue lines delimit areas containing minerals, sand and gravel deposits or groundwater reserves, where further impact assesments and planning are needed before opportunities for future land use and development can be fully evaluated. PUBLIC TRANSPORT DEVELOPMENT CORRIDOR This symbol denotes major public transport routes in the Oulu Region. Some of these routes lies within the Oulu Quality Corridor, and others run along motorways. PROJECTED ROAD LINKS This symbol denotes where new road links are required, but further assessments are needed before their exact locations and construction plans can be defined. PROJECTED RAIL LINKS PROJECTED MAIN POWER LINE EXISTING AND PROJECTED GREEN CORRIDORS This symbol denotes major outdoor recreational routes within and between urban areas and river valley zones, together with their associated green corridors. Such routes include existing and projected routes for hiking, skiing, cycling or canoeing etc. GREEN CORRIDORS FOR WILDLIFE This symbol denotes important routes used by elk, reindeer and other wildlife, which must be considered when other land uses are planned. 2

Symbols denoting areas special characteristics: NATIONALLY IMPORTANT CULTURAL ENVIRONMENT OR LANDSCAPE This shading denotes nationally valuable landscape conservation areas and built-up cultural environments. REGIONALLY IMPORTANT CULTURAL ENVIRONMENT OR LANDSCAPE This shading denotes regionally valuable landscape conservation areas and built-up cultural environments. NATIONALLY IMPORTANT CULTURAL OR LANDSCAPE FEATURE This symbol denotes nationally significant features of the built-up cultural environment located outside central areas. HERITAGE LANDSCAPE FEATURE This symbol denotes nationally and regionally significant features of the heritage landscapes and traditional agricultural biotopes. ROAD OR ROUTE WITH SIGNIFICANT CULTURAL OR LANDSCAPE VALUE This symbol denotes museum roads designated by the Finnish Road Administration and other roads significant in cultural, historical or scenic terms. ANCIENT MONUMENT This symbol denotes ancient monuments protected under the Antiquities Act (295/63). NATIONALLY SIGNIFICANT ANCIENT MONUMENT Nationally significant ancient monuments protected by the Antiquities Act (295/63). GROUND-WATER AREA This symbol delimits areas with ground-water reserves that are important for communities water supply (Grade 1) or potentially exploitable for the water supply (Grade 2). IMPORTANT GROUND-WATER ZONE This shading denotes larger zones consisting of several groundwater areas potentially exploitable for the regional or local water supply. AREAS DESIGNATED OR PROPOSED FOR THE NATURA 2000 NETWORK This shading denotes areas designated or proposed for the Natura 2000 network according to Government decisions. VALUABLE WATERCOURSE This symbol denotes the main watercourses included in the salmon population recovery programme and watercourses of special value for threatened species. VALUABLE ROCKY LANDSCAPE This symbol denotes rocky areas of national value in terms of landscape and nature conservation. LUONNO ESPECIALLY IMPORTANT BIODIVERSITY AREA This symbol denotes areas outside protected areas which are important for birds or great significance for threatened plants. REINDEER HUSBANDRY AREA 3

Symbols denoting reservations and features: BUILT-UP AREA This symbol denotes the locations of existing built-up areas and their projected extensions, including residential areas, industrial areas, and areas with services or other workplaces. A-1 Additional 1 feature marks the areas where land-uplift phenomenon must be accounted on local level land use planning. CENTRAL AREA This symbol denotes the core districts of urban areas, where central service functions and residential areas are located. Important cultural environments and features located in these central areas are described in the plan report. OULU CITY CENTRE This symbol denotes the city centre of Oulu, where central administrative, commercial, welfare and recreational services are located, as well as central housing. Important cultural environments and features located in this area are described in the plan report. SUB-CENTRE WITH CENTRAL FUNCTIONS This symbol denotes sub-centres within the Oulu urban area (Kaakkuri, Linnanmaa-Kaijonharju, and Hiukkavaara) and the Pattijoki sub-centre in Raahe. LOCAL CENTRES IN URBAN AREAS This symbol denotes local centres in urban areas other than the city of Oulu. (Kello in Haukipudas, Jääli in Kiiminki, Saloinen in Raahe and Ruka in Kuusamo). VILLAGE CENTRE This symbol denotes village centres important in terms of the strength of their functions, their role in the regional structure, their environmental significance, or their proximity to built-up areas. INDUSTRIAL AREA OR STORAGE FACILITIES This symbol denotes areas used for industrial or storage facilities of at least regional significance which are not included in plannning reservations in built-up areas, but which should be kept free from other land uses. RECREATIONAL AREA This symbol denotes regionally significant recreational areas. RECREATIONAL AND TOURISM DESTINATION This symbol denotes recreational and tourism facilities or features of at least regional significance, and also other significant recreational development projects. HOLIDAY HOME AND TOURISM AREA This symbol denotes areas primarily developed for holiday homes and tourism, including the associated traffic and recreational areas etc. R-1 Additional 1 feature marks the areas where land-uplift phenomenon must be accounted on local level land use planning 4

TOURISM CENTRE This symbol denotes the core areas of nationally significant tourism centres, where hotels and other services are located. RM-1 Additional 1 feature marks the areas where land-uplift phenomenon must be accounted on local level land use planning AIRPORT This symbol denotes nationally significant airports. AIRFIELD NOISE IMPACT ZONE This symbol denotes the 55dBA flight noise impact area around Oulu Airport. PORT FACILITIES BOAT HARBOUR LOGISTICS AREA This symbol denotes regionally significant goods transportation terminals. REGIONAL MOTORSPORT CENTRE This symbol denotes the regional multifunctional centre for motor sports and leisure flying. MINE This symbol denotes operational mines. QUARRY OR GRAVEL PIT This symbol denotes regionally significant soil, sand, gravel or rock extraction sites. ENERGY SUPPLY FACILITY This symbol denotes regionally important power plants and transformer facilities. WIND FARM SITE This symbol denotes land areas or waters where wind power potential can be exploited by developing wind farms. WASTE MANAGEMENT FACILITY This symbol denotes regional waste treatment and disposal facilities. 5

WASTE WATER TREATMENT FACILITY This symbol denotes existing and planned, centralized waste water treatment facilities used by more than one municipality. MILITARY AREA NATURE RESERVE This symbol denotes areas already protected or designated for future protection under the Nature Conservation Act. ENVIRONMENTALLY SIGNIFICANT AREA PRIMARILY USED FOR AGRICULTURE AND FORESTRY This symbol denotes areas designated for inclusion in the NATURA 2000 network, whose environmental values are to safeguarded under the Forest Act. VALUABLE ESKER LANDSCAPE This symbol denotes eskers covered by the National Esker Programme and other esker landscapes of regional or national value. BORDER CROSSING This symbol denotes international border crossings within the Oulu-Kuusamo-Louhi-Archangel development corridor. MOTORWAY OR MAJOR TRUNK ROAD TRUNK ROAD MAIN ROAD DIRECTIONAL / ALTERNATIVE ROAD ROUTE RESERVATION SPLIT-LEVEL JUNCTION This symbol denotes split-level junctions of main roads. EXPRESS RAIL LINK This symbol denotes the express rail link between Oulu and Southern Finland. MAIN RAILWAY LINE AND STATION INTERCHANGE STATION / TRAVEL CENTRE BRANCH RAILWAY LINE IMPORTANT HIKING ROUTE This symbol denotes inter-regional or international hiking routes. 6
