Therefore, a standardization test using specific reference garments should be added to the manikin test to assure agreement of results between accredited laboratories. The thermal manikin test as currently practiced produces predicted body burn values with extreme variance between laboratories. For example, recent round robin testing performed by five participating laboratories at the direction of NFPA 2112 thermal manikin task group produced values for compliant fabrics ranging from 9.2% to 44.4% predicted body burn (Fabric B), 13.8% to 42% predicted body burn (Fabric F), and 13.5% to 29.6% predicted body burn (Fabric D). Response Message: The wide range of values between test laboratories could result in a fabric both failing and passing NFPA 2112 certification when tested at different laboratories, resulting in unsafe products for industrial personnel. Yes there was a large variation in the predicted % burn injury for any one garment in the round robin. What was not asked of the laboratories in the round robin was for them to demonstrate compliance with a critical test required in F1930 - Statement 10.3. The manikin testing community knows from other round robin testing that this compliance was not shown by laboratories that participated in the NFPA testing. Parry, Roger F. The requirements established in Section "8.5.4 Standard Reference Garments." are arbitrary and exclusionary. They represent requirements, that if accepted, constitute an unreasonable restraint of trade (laboratories who conduct manikin testing certified to ASTM F1930). As such, this section is in conflict with NFPA's stated Antitrust Policy and must be removed. Specifically, there are no industry or otherwise accepted total predicted burn injury values for the reference garments noted. The values identified here come from a technical committee rework of SR-52 PI submitters desire for their performance, not from any peer-reviewed scientific or statistical analysis of data based on a large dataset of publicly available test results from multiple laboratories who perform this test. Essentially the SR-52 submitter (from which this is derived) did not like the results from other laboratories and sought to exclude them from performing NPFA 2112 manikin testing by introducing the restricted ranges noted. For example, application of the desired testing requirements to the laboratories who participated in the recent round robin noted in the submitters substantiation (labs certified to ASTM F1930) would essentially exclude 3 of the 5 with no technical justification other than the submitter did not like their testing results. Saner, Mark S. Unless the F1930 test is more specific on the manikin design and sensor technology used, it would make more

This is supposed to be a pass fail test, and does not represent a real flash fire, so the actual number isn't particularly meaningful.
