The mobility action plan leans on four strategic axes Living poles The territory at the scale of short distances Strengthen living centres to help decreasing trip length, to promote alternative modes and to reduce the share of individual motorized movements, Proximity Public spaces at the scale of pedestrians and cyclists Improve the quality of urban spaces within urban centers to the benefit of soft modes and collective transport, while decreasing the space allocated to cars. Networking The territory at the scale of mobility networks Connecting living centers in a complementary way between the different transport networks (railways, provincial, regional and urban transport), cycling and structuring road network, Behaviour At all scales Trigger and accompany behavior changes thanks to: Information, awareness raising, mobility advice and support to new practices Accompanying the evolution of mobility needs : time management, adaptation of mobility services. 11

SUMP 2010-2015, 2030 prospects Organising the mobility network : coordinating the various mobility networks and services Creation of the conference of transport organising authorities - a coordination body: All transport organising authorities actives on the urban area should cooperate to improve mobility conditions for the inhabitants, by allowing intuitive and seamless transport from one system to the other, one mode to the other.; Missions of the Conference o Defining modalities for carrying out, implementing, financing and programming common projects; o Building a shared strategic vision on how to draw coherence between networks and mobility services (smart ticketing systems, beneficiaries, services, etc.); o Insuring relevance, coordination and complementarities between approaches, projects and reflections: common or shared observatories over the territory, environmental evaluation, coherence between master plans, etc. 14
SUMP 2010-2015, 2030 prospects Building quality public spaces The territory, the inhabitant and urban life at the heart of public spaces design Principles Put pedestrians and cyclists at the heart of urban projects and street design; Guarantee public space accessibility, comfort and safety for soft modes; Organise the share of public spaces by all modes of transport; Ensure the performance of public transport thanks to street design Through: The pacification of urban environments: widespread gradually calmed areas in all living centres; Legible and comfortable pedestrian continuities; Continuous and secure cycle routes; Street design improving commercial speeds, regularity and reliability of journey times for public transport. 15

Polarization: Reinforce the existing urban centres; Prioritize urban development around urban centres and structuring transport routes; Inter-polarization: meshing to serve and connect the living centres thanks to an efficient and structuring public transport network; transport organization master plan for 2030 An urban development outside of living centers and structuring PT axes corridors equals to inefficient transport solutions and non optimized cost-benefit ratios. 19

Some tools allowing to link planning and mobility policies: The Guide for the eco-district that will include principles ensuring the mutual coherence of mobility and urban planning (qualitative and quantitative criteria for density, diversity and service,...); Document for analysis of mobility impacts for significant urban projects or amenities: argumenting when choosing a location and during the project design; Maximum parking standards for office building projects when well served by public transport; A framework program for urbanization in the corridor around main structuring PT lines The implementation of these tools allows considering the organisation of mobility at a 2030 horizon 22
