The mobility action plan leans on four strategic axes Living poles The territory at the scale of short distances Strengthen living centres to help decreasing trip length, to promote alternative modes and to reduce the share of individual motorized movements, Proximity Public spaces at the scale of pedestrians and cyclists Improve the quality of urban spaces within urban centers to the benefit of soft modes and collective transport, while decreasing the space allocated to cars. Networking The territory at the scale of mobility networks Connecting living centers in a complementary way between the different transport networks (railways, provincial, regional and urban transport), cycling and structuring road network, Behaviour At all scales Trigger and accompany behavior changes thanks to: Information, awareness raising, mobility advice and support to new practices Accompanying the evolution of mobility needs : time management, adaptation of mobility services. 11

SUMP 2010-2015, 2030 prospects Actions developed at two main horizons The 2030 prospects : a long term vision to allow the coordination of public policies and trigger significant effects notably linked to urban planning and design (urban form, mixed use, pacified city, etc.). for the progressive achievement of projects including major infrastructures. The action-plan horizon: 2010-2015 (term of office scale) 5 lines of actions : 16 action-sheets 1. Building the city of short distances (2 action-sheets); 2. Building quality public spaces (4 action sheets); 3. Organizing mobility networks (7 action-sheets); 4. Accompanying and encouraging behaviour change (2 actionsheets); 5. Monitoring and assessing the SUMP (1 action-sheet). 12

SUMP 2010-2015, 2030 prospects Organising the mobility network : coordinating the various mobility networks and services Structuring the PT network at a 2030 horizon Principles Organizing Chronobus services in all municipalities on condition of urbanization; Extend the tram and busway network on condition of urbanization; Enhance and develop the railway network; Facilitate intercity coaches access to modal interchanges; Connect the tram, busway Chronobus networks; Valuing interchange poles; Connecting points Train station Terminal stations Strengthen the local service Local connecting point 13

SUMP 2010-2015, 2030 prospects Organising the mobility network : coordinating the various mobility networks and services Creation of the conference of transport organising authorities - a coordination body: All transport organising authorities actives on the urban area should cooperate to improve mobility conditions for the inhabitants, by allowing intuitive and seamless transport from one system to the other, one mode to the other.; Missions of the Conference o Defining modalities for carrying out, implementing, financing and programming common projects; o Building a shared strategic vision on how to draw coherence between networks and mobility services (smart ticketing systems, beneficiaries, services, etc.); o Insuring relevance, coordination and complementarities between approaches, projects and reflections: common or shared observatories over the territory, environmental evaluation, coherence between master plans, etc. 14

SUMP 2010-2015, 2030 prospects Building quality public spaces The territory, the inhabitant and urban life at the heart of public spaces design Principles Put pedestrians and cyclists at the heart of urban projects and street design; Guarantee public space accessibility, comfort and safety for soft modes; Organise the share of public spaces by all modes of transport; Ensure the performance of public transport thanks to street design Through: The pacification of urban environments: widespread gradually calmed areas in all living centres; Legible and comfortable pedestrian continuities; Continuous and secure cycle routes; Street design improving commercial speeds, regularity and reliability of journey times for public transport. 15

SUMP 2010-2015, 2030 prospects Building quality public spaces: generalizing pacified areas The plan for speed moderation and modulation will allow us to match the speed limit with the intensity of local life The concept of pacified city to be replicated in peripheral towns through master plans for soft modes continuities An example of implementation of a calming plan... 16

A necessary connection between urban planning and moving to influence urban mobility and minimize its impact on the environment: 1. Land development and urban projects create new mobility needs; 2. Organizing the territory, urban functions and density to promote sustainable mobility; 3. Developing good quality and safety public spaces favors local trips and soft modes. 17

Optimize the response to new mobility needs by : polarization and interpolarization Structuring the territory around living centres and main public transport axes: urban development or sector master plan? Polarization: Reinforce the existing urban centres; Prioritize urban development around urban centres and structuring transport routes; Inter-polarization: meshing to serve and connect the living centres thanks to an efficient and structuring public transport network; transport organization master plan for 2030 An urban development outside of living centers and structuring PT axes corridors equals to inefficient transport solutions and non optimized cost-benefit ratios. 19

Act on or influence mobility practices and habits: urban shape and mix of functions The organization of the territory: mix of functions, availability of services and amenities, Urban shape: density the permeability for soft modes SUMP 2010-2015, 2030 prospects How to link urban planning and mobility policies? Build a city at the scale of pedestrians, cyclists and public transport users by bringing together employment areas, services, amenities, etc. and sustainable means of travel 20

How to develop urban projects in favor of sustainable mobility: offering sutainable solutions to the new mobility needs and considering environmental consequences? A common reference: How can the design of an urban space or a project be consistent with mobility issues and integrate upstream its impacts on the environment? Methods for ensuring consistency: how to share and integrate this reference in any project (at all stages and mainly upstream)? Tools for ensuring consistency: how to ensure and / or facilitate the integration of the reference? 21

Some tools allowing to link planning and mobility policies: The Guide for the eco-district that will include principles ensuring the mutual coherence of mobility and urban planning (qualitative and quantitative criteria for density, diversity and service,...); Document for analysis of mobility impacts for significant urban projects or amenities: argumenting when choosing a location and during the project design; Maximum parking standards for office building projects when well served by public transport; A framework program for urbanization in the corridor around main structuring PT lines The implementation of these tools allows considering the organisation of mobility at a 2030 horizon 22

SUMP 2010-2015, 2030 prospects 2030 prospects : synergy between urban planning and mobility The orientation master plan foresees the development of structuring PT lines (tram, busway, chronobus, train) which can be scheduled if the concerned municipalities commit to develop an urbanisation compatible with sustainable mobility principles. 23
