Comments Sought on Proposed Tentative Interim Amendments The following Tentative Interim Amendment (TIA) has been proposed to NFPA. It is being published for public review and comment. Comments should be filed with the Secretary, Standards Council, by the date indicated below. The proposed TIA has also been forwarded to the responsible technical committee for processing. The technical committee will consider public comments received by the date indicated below before vote is taken on the proposed TIA. (Please identify the number of the TIA to which the comment is addressed.) Three-fourths of the voting members of the technical committee and/or the technical correlating committee, if any, must vote in favor of the TIA on both technical merit and emergency nature as calculated in accordance with 3.3.4.5 of the Regulations Governing Committee Projects to establish a recommendation for approval of the TIA. The Standards Council will review the technical committees ballot results, the public comments, and any other information that has been submitted when it considers the issuance of the TIA at the February 28-March 1, 2011 Standards Council meeting. In INSIDE NFPA NEWS Comments Sought on Proposed TIA 1 Errata / TIAs Issued 2 Call for Nominations 3 New Projects and Documents 3 Committee Calendar 4 Call for Members Committees Soliciting Proposals 5 12 accordance with 1.6.2(c) of the Regulations, a proposed TIA which has been submitted for processing pursuant to 5.1 of the Regulations will be automatically docketed as an appeal on the agenda of the Standards Council, and any party may advocate their position either in writing or in person before the Council. If an automatically docketed appeal has not been pursued by any party, the Council need not consider the matter as an appeal. A TIA is tentative because it has not been processed through the entire codes- and standards-making procedures. It is interim because it is effective only between editions of the document. A TIA automatically becomes a proposal of the proponent for the next edition of the document. As such, it then is subject to all of the procedures of the codes- and standards-making process. NFPA 82-2009 Standard on Incinerators and Waste and Linen Handling Systems and Equipment TIA Log No. 1006 Reference: 5.2.3.2.1 Comment Closing Date: December 18, 2010 Submitter: Sharon Gilyeat, Koffel Associates 1. Revise 5.2.3.2.1 to read as follows: 5.2.3.2.1 The bottom of a waste chute shall be protected by an approved automatic closing or self-closing door of construction that resists fire in accordance with 5.2.3.1 is equivalent to the opening protection for the rating of the chute. The door shall not be required to have a positive latch. Submitter s Substantiation: Paragraph 5.2.3.2.1 of NFPA 82, 2009 Edition, requires that the bottom of a waste chute shall be protected by an approved automatic closing or self-closing door of construction that resists fire in accordance with 5.2.3. This paragraph is not clear, in that it directs the reader to Section 5.2.3. Paragraph 5.2.3.1.3 requires that opening in the fire-rated enclosure be 1½-hour fireresistance rating for 2-hour rated enclosures and 1-hour fire-resistance rating for 1-hour-rated enclosures. This paragraph leads readers to believe that the door must be a listed fire-rated door, which would require a positive latch. The language added during the last cycle, resists fire, was intended to clarify that the door was not a listed fire door. This TIA has been developed to clarify that doors provided at the bottom of waste chutes are not required to positive latch and are not required to be UL labeled fire doors. It is our understanding that manufacturers do not provide waste chute discharge doors that positive latch. Due to the nature of the materials handled by

these chutes, these chutes tend to drop straight down, without any bend in the chute, and have spring-loaded sliding doors that are not gravity operated. Emergency Nature: Due to the unclear code language, facilities are being cited for chute discharge doors that do not have positive lathes. These citations could affect the insurance premiums for facilities, or in the case of health care facilities, could affect the accreditation of the facility by The Joint Commission or their State licensure. Because this is the 2009 Edition, a Code change could not be made until the next cycle for this standard and therefore, a TIA is warranted. Errata Issued The following errata has been issued. NFPA 58-2011 Liquefied Petroleum Gas Code Reference: Entire Document Errata No.: 58-11-1 The Technical Committee on Liquefied Petroleum Gases notes the following errors in the 2011 edition of NFPA 58, Liquefied Petroleum Gas Code. 1. Replace the term piping system with fixed piping system in 3.3.23, 6.8.1.6, 6.8.1.8(A), 6.8.2, and 6.8.2(A) and 6.8.2(B). 2. In Table 5.7.2.6, the less than or equal to sign in front of 626, first item in the second column, should be deleted. 3. Revise 5.7.5.8 (2) to read as follows: 5.7.5.8 (2) If temperature correction markings are provided on variable liquid level gauges on containers greater than 1200 gal (4.5 m 3 ) that will be used for volumetric filling as allowed by 7.4.3.2(A), 7.4.3.2(B), and 7.4.3.3, the markings shall indicate the maximum liquid level at liquid temperatures in accordance with Tables 7.4.3.3(b) or 7.4.3.3(c) Table 7.4.2.3 (b) or Table 7.4.2.3(c). Temperature markings shall be from 20 F to 115 F ( 6.7 C to 46 C), with increments not to exceed 20 F (11.1 C) for propane, for 50/50 butane-propane mixtures, and for butane. 4. Revise the notes to Table 6.3.1 as follows: b See 6.3.11 c See 6.3.10 e See 6.3.7 and 6.3.8 (Notes a, d, and f are OK as is) 5. Revise 6.8.1.4(1) to read as follows: 6.8.1.4 (1) Regulators on cylinders installed indoors in accordance with Section 6.17 6.19 6. Revise 9.6.2.2 to read as follows: 9.6.2.2 Where a container is transported with more LP-Gas than 5 percent of its water capacity in a liquid form, all of the following conditions shall apply: (1) The maximum filling does not exceed the container shall not be filled beyond the filling limit of Section 7.4. 7. In 11.13.4.4, change 5.7.2.13 to 5.7.2.14. 8. In Figure I.1(a), make the following changes: Add to Note 1: Refer to Table 6.3.8. The Council voted to publish a notice of receipt of the request soliciting opinions on the need for the project, information on resources on the subject matter, those interested in participating, if established, and other organizations actively involved with the subject. Proposed Document Scope: The Standard will include training requirements for offshore personnel involved with offshore LNG as well as general requirements for design, maintenance, and operation of an offshore LNG facility. This standard will apply to fixed and floating offshore facilities that liquefy natural gas or store, vaporize, transfer, and handle liquefied natural gas (LNG). This standard will not apply to offshore buoys designed to transfer natural gas from a vessel designed for LNG vaporization. Anyone interested in commenting on this proposed document is invited to do so in writing. Please include information on resources on the subject matter, the names of those interested in participating on the Committee (if established), the names of other organizations actively involved with this subject, and whether there is a need for such a project. Responses should be sent to Codes and Standards Administration, NFPA, 1 Batterymarch Park, Quincy, MA 02169-7471, by January 7, 2011. New Project and Document Approved The Council initially received a request at the August 2010 Council meeting concerning standards activity related to gas process safety and voted at that time to publish a notice seeking public input regarding how to proceed. The Council reviewed the two options presented, public input and all the material before it, and has voted to approve the establishment of a new Technical Committee to create a new document on Gas Process Safety. Proposed Document Scope: This standard shall be specifically dedicated to addressing the safe practices associated with an array of gas process activities, including cleaning of gas piping, enriching the concentration within gas piping during commissioning (charging the line), and discharge of gas already in the system during gas purging or maintenance. Call for Nominations for 2011 Technical Committee Service Awards The Standards Council has established a program to recognize committee members for outstanding service to NFPA in the development of codes and standards. The Council s Committee Service Award Selection Committee is now accepting nominations for the following awards: Standards Medal The highest award given by the Standards Council, the Standards Medal is given for outstanding contribution to fire safety in the development of standards prepared by NFPA technical committees. Committee Service Award This award is given for continuous voluntary service as a technical committee member for a substantial period of time in recognition and appreciation of distinguished service to NFPA in the development of NFPA codes and standards. Special Achievement Award This award is presented to recognize the significant contribution of a committee member to a single project that has enhanced the NFPA codes- and standards-making process. TC/TCC Chair Training Forum to be Held in November Building on the success of the first two Technical Committee Chair Training Forums, NFPA will host its third on November 9 th and 10 th at NFPA Headquarters. The forums provide an opportunity for chairs to keep up to date on available resources, technological advancements, and the common issues chairs face today. Twentytwo chairs attended the inaugural forum in May, 2010; September s forum attracted 41. The growing interest in these forums reflects the commitment of our technical chairs. Tom Christman, Chair of Combustible Metals and Metal Dusts, NFPA 484, said of the forum, This is one of the best training classes that I have attended. They told us what we were going to cover, presented the information in a wonderful environment that allowed us to learn and network simultaneously. The forums included informative presentations on the Fire Protection Research Foundation, NFPA s Library and Fire Analysis and Research resources, legal topics, technology including NFPA s Document Information pages and Live Meeting, and media rules and support. Rounding out the program was David Demers talk on How to be an Effective Chair and a Codes and Standards update by Amy Cronin and Chris Dubay including information on the Re-engineering Process and NFPA regulations. Robert Schifiliti of R.P. Schifiliti Assoc., Inc., Chair of Signaling Systems for the Protection of Life and Property, NFPA 72, praised the forum for its timely and useful information. Next year s TC Chair Training Forums will be held on May 24-25, and July 13-14, 2011. Currently, the forums are open only to TC and TCC Chairs. Many similar topics are discussed at the Committee Leadership Conference (CLC) held at NFPA s Conference and Expo and open to all TC and TCC Committee Members. Attend the 2-day post-conference seminar (Dec. 16-17) focused on sprinkler hydraulics, or the 1-day seminar (Dec. 16) on fire protection concepts and analysis for property loss prevention.
