EMPANELMENT OF ARCHITECTS / LANDSCAPING CONSULTANT / INTERIOR DESIGNER / EVENT MANAGERS / TOURISM CONSULTANT SCOPE OF WORKS 1. Introduction It is essential to have plan for development of Tourism Destinations by constructing hotels & developing infrastructure for tourist promotion. To achieve this KTDC Hotels & Resorts (A Government of Kerala Undertaking) is constructing & operating hotels, resorts, motels etc to cater all types tourist throughout Kerala. The activities include preparation of plans for infrastructure development, destination development, preparation of detailed project reports for centrally sponsored projects & other projects financed from state funds and through assistance from other financial institutions. KTDC is having a skeleton Engineering set up. The empanelled consultants have to provide required technical assistance to KTDC Engineering Wing for the formulation and design of the projects / schemes. Also the Empanelled Architects / Landscape Consultants / Interior Designers, Event Managers / Tourism Consultant can recommend suitable projects to be taken up by KTDC & implement them conveniently & profitably in a time bound manner. 2. Role of Empanelled Architects / Landscape Consultant / Interior Designer / Event Managers / Tourism Consultant The scope of work may include, but not limited to, whole or part of the following activities. a. Conceiving project ideas & helping KTDC Hotels and Resorts to build hotel/ resorts & to develop its business effectively & profitability. b. Preparation of Detailed project report for financial Assistance. (From Central Government / State Government / Financial Institutions) c. Preparation of Detailed Designs & drawings for executing the work in line with the existing norms of the corporation. d. Ensuring Architectural Compliance & suitability of the project including ensuring confirmation of the quality & standards prescribed in the design.

1. Pre - Qualification Criteria for Architects 1. Should have a minimum of 5 years experience in the field of conceiving & design of classified hotels of 3 star and above. 2. Should be able to provide a detailed project report with financial viability for getting financial assistance from financial institutions / Government Agencies (State & Central) 3. Should have to provide detailed drawing / working drawings during execution & should be able to provide all details well in advance for the site activities. 4. Should have executed minimum of 3 classified hotels of 3 star or above costing more than 3 Crore each in the last three years. 5. The firms should have qualified Architects, Civil Engineers, Draftsman, drafting / drawing facilities with required supporting staff & good office setup etc other than the Chief Architect. 6. Should be able to provide structural details of the proposed project in a cost effective way in time. 7. Shall have arrangements for providing required details such as electrical, plumbing fire fighting, air conditioning, BMS & related activities through other agencies if required. 8. Should be available for discussion during execution of the project, at site with the constructions / site staff. 9. 2. Pre - Qualification Criteria for Landscape Consultant The Minimum eligibility Criteria are as follows. 1. Should have minimum 5 years experience in the design supervision construction and maintenance of Landscaping project for reputed firms especially in the Tourism / Hotels/ Hospitality industry. 2. Should have sufficient exposure of the news trends with cost effective and eco-friendly methods. 3. Should have sufficient expert supporting staff for executing the landscaping work including capability of sourcing of materials required for the work. 4. Should have supervised and successfully executed a minimum of 3 major landscaping work costing not less than 40 lakhs each within the last 3 years. 5. The firms / individuals shall be ready to travel to all the units of KTDC though out Kerala and submit proposals for new / renovation of the existing landscaping in a cost effective manner & execute the same in a time bound manner. 6. 3. Pre - Qualification for Interior Designers The Minimum eligibility Criteria are as follows. 1. Should have minimum 10 years experience as interior design in the field of Hotels. 2. Should have executed minimum of 5 classified hotels of 3 star or above category. 3. Should have qualified / specialized in interior design works. 4. Should have executed interior works of 3 project in the last three years costing not less than 1 Crore value each for the interior works 5. Should have sufficient supporting staff such as qualified Civil Engineers, Architects / Drafting / drawing arrangements & facilities with good office set up. 6. Should be conversant with the modern cost effective / eco friendly methods of interior design in-corporating good energy efficient / energy saving methods. 7. Shall be capable of proposing cost effective & convenient upgradation / refurbishment schemes for the existing hotel of KTDC & can arrange the same on a time bound manner. 8. Shall be capable of providing design for restaurant / lobby furniture s & lighting layouts incorporating modern trends. 9. Shall be available for discussion & clarifications required from time to time during the execution of project. 10. 4. Pre Qualification Criteria - For Selection of Event Manager The minimum eligibility criteria are: 1. Should have minimum 5 years standing of Firm / Co., 2. Should have turnover of minimum 5 Crores from Trade Shows, Events and MICE for each year for the last three financial years (2009-10, 2010-11, 2011-12). 3. Should have sufficient experience in Trade Shows & Event (State / National / International Level). Should furnish details of at least 5 events in each category. 4. Should have the experience of organizing a major MICE event with attendees numbering more than 5000 delegates (with proof of participation from the client for whom the event is executed). 5. Should have key expert staff other staff sufficient for executing the EMA service. (A detailed staff profile should be furnished showing experience and no of years in the firm). 6. Should have officers within Kerala and atleast 3 offices in any of five metros of the country (Mumbai, Delhi, Chennai, Kolkata, Bangalore). 7. Agency with international operations and network preferred. 8. Documentary evidence of the above criteria including I.T Returns / Bills raised and settled / work order etc. should be made available.
5. Pre - Qualification Criteria for Tourism Consultant The Minimum eligibility Criteria are as follows. 1. Should have minimum 5 years experience in the Tourism Consultancy field and Is having extensive experience in preparing and implementing tourism strategies and action plans. 2. The Tourism Consultant should be capable to Assist KTDC is producing realistic practical business plans for rural and metro regions in large & small scales. 3. Should be able to help KTDC in developing organizational setup by giving guidance and guidelines in planning design and implementation of new tourism structures and business planning of destination operations in India & Abroad. 4. Should be experienced in developing e-business solution for all destination for management & marketing activities. 5. Should have sound knowledge in destination development & destination marketing 6. Should be experienced in guiding KTDC in the design and management of tourist information centres in different parts the country. 7. Should have sound knowledge in the marketing & promotion of cultural & heritage tourism. Should explore, study & submit plans for specific heritage sites & cultural festivals 8. All the projects / plans proposed shall be truly sustainable and shall be based on sustainable tourism development and management that are integrated with modern technics of marketing. 9. Should have executed minimum three major projects for any reputed organization during the last three years. 10.
