Preface Kiwa This (BRL) has been drawn up by Kiwa's Board of Experts (C.W.K.) in which parties interested in the subject of drinking water systems are represented. This Board of Experts also supervises the execution of the certification and where necessary requires the Evaluation Guideline to be revised. All references to "Board of Experts" in this Evaluation Guideline pertain to the above mentioned Board of Experts. This Evaluation Guideline will be used by Kiwa in conjunction with the Kiwa Regulations for Product Certification. These Regulations detail the method employed by Kiwa for conducting the necessary investigations prior to issuing the product certificate and the method of external control. 1. Introduction 1.1 General This evaluation guideline includes all relevant requirements which are adhered to by Kiwa as the basis for issuance and maintenance of a product certificate for check valves against pollution, family E, types A, B, C and D 1. This BRL replaces BRL-K629/02 from November 23, 2005. For the performance of its certification work, Kiwa is bound to the requirements included in NEN-EN 45011, laid down in the chapter "Conditions and procedures for granting, maintaining, extending, suspending and withdrawing certification". 1.2 Types and scope of application The products are intended for the following use: The under 1.2.1 mentioned types check valves are meant as a device to prevent backflow. Check valves with a nominal diameter smaller then or equal 50 mm are intended for application in drinking water installations with a maximum constant temperature of 65 C and a with a maximum of one hour with a water temperature of 90 C. Check valves with a nominal diameter larger then 50 mm are intended for water temperatures till 65 C only. Check valves are intended for applications in drinking water installations with a maximum operating pressure of 1000 kpa. 1.2.1 Types This Evaluation Guideline includes the following types: Family E, type A, controllable check valve with verification connection Family E, type B, non-controllable check valve, including check valve cartridge Family E, type C, controllable double check valve with verification connection Family E, type D, non-controllable double check valve, including check valve cartridge 1.2.2 Scope of application The types of check valves mentioned in point 1.2.1 are meant as backflow protection device. Check valves with a nominal diameter smaller than or equal to 50 mm are meant for application in domestic water supply systems with a maximum constant water temperature of 65 C and with a maximum water temperature of 90 C for up to maximum one hour. Check valves with a nominal diameter of more than 50 mm are only meant for water temperatures up to 65 C. Check valves are meant for application in domestic water supply systems with a work pressure of up to 100kPa. 1.3 Acceptance of test reports provided by the supplier If the supplier provides reports from test institutions or laboratories to prove that the products meet the requirements of this Evaluation Guideline, the supplier will have to prove that these reports have been drawn up by an institution that complies with the applicable accreditation standards, namely: NEN-EN-ISO/IEC 17025 for laboratories; NEN-EN-ISO/IEC 17020 for inspection bodies; NEN-EN 45011 for certification bodies that certify products. This requirement will be considered to have been fulfilled when a certificate of accreditation can be shown, either issued by the Board of Accreditation (RvA) or one of 1 Hereinafter called check valves 2012 Kiwa Nederland B.V. - 5 - February 1, 2012

the institutions with which the RvA has entered into an agreement of mutual acceptance. This accreditation shall refer to the examination as required in this BRL. If no certificate of accreditation can be shown, the certifying body will verify whether the accreditation standard has been fulfilled, will repeat the inspection itself or will have it repeated. 1.4 Quality declaration Quality declarations to be issued based on this BRL, will be referred to as Kiwa product certificate. 2. Terms and definitions 2.1 Definitions In this Evaluation Guideline the following terms and definitions are applicable. Evaluation Guideline: the agreements made by the Board of Experts on the subject of certification. Board of Experts: the Board of Experts. "CWK". Supplier: the party that is responsible for ensuring that the products meet and continue to meet the requirements on which the certification is based. IQC scheme: a description of the quality inspections carried out by the supplier as part of his quality system. Product requirements: requirements made specific by means of measures or figures, focusing on (identifiable) characteristics of products and which contain a limiting value to be achieved, which limiting value can be calculated or measured in an unequivocal manner. Pre-certification tests: tests in order to ascertain that all the requirements recorded in the Evaluation Guideline are met. Inspection tests: tests carried out after the certificate has been granted in order to ascertain that the certified products continue to meet the requirements recorded in the Evaluation Guideline. Observation The testing matrix resumes which test will be carried out by Kiwa for pre-certification and inspection, and will specify the frequency of the inspection tests. Product certificate: a document in which Kiwa declares that a product, on delivery, may be deemed to comply with the product specification recorded in the product certificate. 3. Procedure for granting the quality declaration 3.1 Pre-certification tests The pre-certification tests to be performed are based on the (product) requirements as included in this Evaluation Guideline, including the test methods, and contain, depending on the nature of the product to be certified: (Sample) type testing to determine whether the products comply with the product and/or functional requirements; Production Process Assessment; Assessment of the quality system and the IQC scheme; Assessment on the presence and functioning of the remaining procedures. 3.2 Granting the quality declaration After finishing the pre-certification tests, the results will be presented to the person deciding on granting the certificate. This person evaluates the results and decides whether the certificate can be granted or additional data and/or tests are necessary. 2012 Kiwa Nederland B.V. - 8 - February 1, 2012

4. Product requirements and test methods. 4.1 General This chapter describes the requirements the check valves must comply with, as well as the testing methods to determine if requirements are being fulfilled. These requirement will form part of the technical specifications of the products, which will be included in the product certificate. 4.2 Product requirements and determination method The requirements for check valves and the determination methods are laid down in: Number Title Date of publication EN13959 Check valves against pollution - October 2004 DN 6 to DN 250 inclusive, family E, types A, B, C and D 4.3 Detailed specifications In addition to what is laid down in EN13959 the following applies: 4.4 Materials 4.4.1 Requirements to prevent harmful effects to the quality of drinking water Products and materials that (might) enter into contact with drinking water or hot tap water shall not emit substances in quantities that might be harmful for the health of the consumer or otherwise affect the quality of the drinking water. To that end, the products or materials must comply with the toxicological, microbiological and organoleptic requirements laid down in the Regulation Materials and chemical products drinking and tap water supply, presently in force (published in the Government Gazette). This means that the procedure to obtain a recognized quality declaration, as referred to in the Regulation in force, must have been completed with positive results. Products or materials that have a quality declaration*, issued by, for example, a foreign certification institute, may be used in the Netherlands as well, provided this quality certification has been declared equivalent to the quality declaration as referred to in the Regulation by the Minister. A quality declaration issued by an independent certification institute in a member state of the European Union different from the Netherlands or in another state that is a party to the Agreement with regards to the European Economic Space, is equivalent to a recognized quality declaration, insofar as per the Minister s judgement the first mentioned quality declaration proves that compliance is given to at least equivalent requirements as referred to in the Regulation Materials and chemical products for drinking and hot tap water supply. 4.4.2 Chemical and mechanical requirements 4.4.2.1 Materials for the body NEN-EN 1503-1 Materials for the home Part 1: Types of steel NEN-EN 1503-3 Materials for the home Part 2: Types of cast iron NEN-EN 1503-4 Materials for the home Part 4: Copper alloys 2012 Kiwa Nederland B.V. - 9 - February 1, 2012

4.4.2.2 Copper-copper alloys NEN-EN 1982 Copper and copper alloys-ingots and castings NEN-EN 12163 Copper and copper alloys-bars for general use NEN-EN-12164 Copper and copper alloys-bars for metal removing operations NEN-EN 12420 Copper and copper alloys-forgings Observation: Copper alloys containing lead shall not contain more than 3% lead. 4.4.2.3 Grey cast iron Grey cast iron must comply at least with EN-GJL-250, in accordance with NEN-EN 1561. 4.4.2.4 Ductile cast iron Ductile cast iron must comply with EN-GJS-400-18, EN-GJS-5007 or EN-GJS-600-3, in accordance with NEN-EN 1663. 4.4.2.5 Stainless steel Stainless steel must contain at least 13% chrome, in accordance with NEN-EN 10088-1. 4.4.2.6 Rubber for elastic sealing systems Rubber must comply with the requirements as laid down in Kiwa Evaluation Guideline BRL-K2013 with respect to the influence on drinking water and the physical and mechanical properties. Natural rubber and isoprene rubber (IR) are not allowed. 4.4.2.7 Other materials In case other materials than the above mentioned have been used, these must be equivalent and fit for the purpose. 4.4.3 Corrosion resistance The used materials that will enter into contact with drinking water must be made of corrosion resistant material or must be protected against corrosion. They must not cause corrosion between them. 4.4.3.1 Anti corrosive protection layers For anti-corrosive protection layers that enter into contact with drinking water, an ATA 1 must have been issued. The installed anti-corrosive protection layers and paints must comply, insofar applicable, with Kiwa Evaluation Guideline BRL-K759 Coating systems for drinking water systems. Remark: In case a coating included in a product certificate issued by Kiwa as per BKL-K759, this requirement will be deemed to have been fulfilled. 5. Marking 5.1 General The products have to be clearly marked with the following indelible marks and indications, in accordance with article 6 of EN13959. 5.2 Certification mark After concluding a Kiwa certification agreement, the certified products shall be indelibly marked with the certification mark KIWA. In the case of check valve cartridges the abbreviation KK must be marked indelibly on the body. 2012 Kiwa Nederland B.V. - 12 - February 1, 2012

7. Requirements in respect of the quality systems This chapter contains the requirements which have to be met by the supplier's quality system. 7.1 Manager of the quality system Within the supplier's organizational structure, an employee who will be in charge of managing the supplier's quality system must have been appointed 7.2 Internal quality control/quality plan The supplier shall have an internal quality control scheme (IQC scheme) which is applied by him. The following must have been demonstrably recorded in this IQC scheme: which aspects are checked by the producer; according to which methods such inspections are carried out; how often these inspections are carried out; in what way the inspection results are recorded and kept. This IQC scheme should be at least an equivalent derivative of the model IQC scheme mentioned in the addendum. 7.3 Procedures and working instructions The supplier must be able to submit the following: procedures for: o dealing with products showing deviations; o corrective actions to be taken if nonconformities are found; o dealing with complaints about products and/or services delivered; the working instructions and inspection forms used. 2012 Kiwa Nederland B.V. - 14 - February 1, 2012

8. 9. Agreements on the implementation of certification 9.1 General Besides the requirements included in this Evaluation Guideline, the general rules for certification as included in the Kiwa Regulations for Product Certification apply as well. These rules are in particular: The general rules for conducting the pre-certification tests, to be distinguished in: o the way suppliers will be informed about a pending application, o how the tests are conducted, o the decision to be made as a result of the pre-certification tests, The general rules for conducting inspections and the aspects to be audited, The measures to be taken by Kiwa in case of nonconformities; Measures to be taken by Kiwa in case of improper use of certificates, certification marks, pictograms and logos, Terms for termination of the certificate, The possibility to lodge an appeal against decisions made or measures taken by Kiwa. 9.2 Certification staff The staff involved in the certification may be sub-divided into: Certification assessors (engineers/experts): they are in charge of carrying out the pre-certification tests and assessing the site assessors' reports; Site Assessors (Inspectors): they are in charge of carrying out external inspections at the suppliers' works; Decision makers: they are in charge of making decisions in connection with the pre-certification tests carried out, continuing the certification in connection with the inspections carried out and making decisions on the need to take corrective actions. Qualification requirements The Board of Experts has established the following qualification requirements for the design of this BRL: EN45011 Certification Assessor Site Assessor Decision maker Education - General Education Specific Experience general Technical higher-level professional education Internal training on certification and Kiwa policy Training in auditing skills for BRL relevant technical education specific studies and training (know how and skills) 1 year of relevant work experience with a least 4 pre certification tests of which one carried out independently under supervision Intermediate level professional education Internal training on certification and Kiwa policy Training in auditing skills for BRL relevant technical education specific studies and training (know how and skills) 1 year of relevant work experience with a least 4 inspections of which one carried out independently under supervision. EN45011 Certification Assessor Site Assessor Decision maker Experience specific Detailed knowledge of the BRL and 4 certification tests carried out on the specific BRL or related BRLs. Detailed knowledge of the BRL and 4 certification tests carried out on the specific BRL or related BRLs. general knowledge of the specific BRL. The level of education and the experience of the certification staff involved must be demonstrably recorded. Qualification The qualification of the certification staff shall be demonstrated by means of assessing the education and experience to the above mentioned requirements. In case staff is to be qualified on the basis of deflecting criteria, written records shall be kept. The authority to qualify staff rests with the: Decision makers: qualification of certification experts and inspectors, Kiwa Management: qualification of decision makers. 9.3 Report Pre-certification tests Kiwa records the results of the pre-certification tests in a report. This report shall comply with the following requirements: Completeness: the reports gives a verdict about all requirements included in the Evaluation Guideline; Traceability: the findings on which the verdicts have been based shall be recorded in a traceable manner; Basis for decision: the decision maker must be able to base his decision on the findings included in the report. 9.4 Decision for granting the certificate The decision for granting the certificate shall be made by a qualified decision maker who has not been involved in the pre-certification tests. The decision shall be recorded in a traceable manner. 9.5 Outlay of quality declaration The product certificate shall be in accordance with the model included as an annex. 9.6 Nature and frequency of external inspections The verification body shall carry out Audits at the supplier s at regular intervals to verify if the supplier is complying with his obligations. The Board of Experts decides on the frequency of inspections. At the time this BRL entered into force, the frequency of inspection visits was determined on 2 per year. Inspections shall at least refer to: The suppliers IQC scheme and the results obtained from inspections carried out by the supplier; The correct way of marking certified products; Compliance with required procedures.
