Foreword Consolidated version 2015 In 2013 a new edition of EN 50110-1 was published. NEN 3840:2011+A1:2015 contains the necessary adjustments and additions to NEN 3840:2011 in which the relevant changes in the new edition of EN 50110-1:2013 will be implemented in the Netherlands. This consolidated version includes the amendment A1, which contains the following changes: 6.2.3: between the first and second paragraph two new paragraphs are added. 6.2.3: between the fourth and fifth paragraph two new paragraphs are added. 6.2.4.1: at the end of the paragraph a new sentence is added. Table A.1: title has been changed. Table A.1: note 4 has been added. B.5 Arc hazard has been added. Annex G (informative) Reference table has been added. The European amendment on dividing the role of the person responsible for an electrical installation into the person responsible for an electrical installation and the nominated person in control of a work activity is not implemented in the Netherlands. Both standards (the new European standard EN 50110-1:2013 and the existing Dutch standard NEN 3840:2011) provides sufficient possibilities to unite various roles into one person or to delegate tasks and qualifications to different persons. This way similar models for operation of electrical installations can be created by both standards. General The first edition of NEN 3840 was published in October 1998 under the title Operation of electrical installations Supplementary Dutch provisions for high voltage installations. d) some annexes have been added. Purpose of this collection of publications The purpose of this collection of publications is to provide the general requirements on the safe operation of electrical installations and electrical work equipment for the Netherlands. The operation of electrical installations and electrical work equipment includes the use of electrical installations and electrical work equipment when carrying out operating activities, maintenance, inspection, management and work of, on, or near electrical installations. Both when using electrical installations and electrical work equipment and when working on electrical installations, there is a certain risk of hazards caused by an electric shock, arcing, fire, an explosion, electromagnetic forces and unintentional activation and deactivation. In addition, the hazard caused by electrical and/or electromagnetic fields when working on or near electrical installations should be taken into account. This aspect is not addressed in this collection of publications. Editorial set-up General NEN 3840 contains: a) the edited translation of NEN EN 50110 1:2005 (en); and b) the supplementary Dutch provisions for high voltage installations. The provisions from NEN-EN 50110-1 that relate to low voltage installations have not been included. Since NEN 3840:2011 is an autonomous standard, it is not necessary to also use NEN-EN 50110-1 alongside NEN 3840 for the Netherlands. NEN-EN 50110-1:2005 shall be consulted for the entire contents of the NEN-EN. Numbering The following system was applied to the numbering of the provisions in NEN 3840: a) provisions from NEN-EN 50110-1 are identified by their numbers from NEN-EN 50110-1; b) provisions that supplement a provision from NEN-EN 50110-1 are identified by a number that consists of the relevant provision number supplemented by:.201,.202, etc.; c) provisions that have been added to a provision, and that shall be complied with first, are identified by a number consisting of the relevant provision number supplemented by:.0.201,.0.202, etc. 5
EXAMPLE 1 NEN-EN 50110-1 contains provision 4.2. The supplementary Dutch provisions in NEN 3840 are: 4.2.201, 4.2.202, etc. EXAMPLE 2 NEN-EN 50110-1 contains chapter 6. The supplementary Dutch provisions in NEN 3840 are: 6.1.0.201, 6.1.0.202, etc. If a provision from NEN-EN 50110-1 has not been included in NEN 3840, its number and title will have been included with the addition [omitted]. Operation of electrical installations High voltage 1 Scope This standard is applicable to all operation of and work activity on, with, or near electrical installations at voltage levels from 1 kv AC or 1,5 kv DC. These electrical installations are designed for the generation, transmission, conversion, distribution and use of electrical power. Some of these electrical installations are permanent and fixed, such as a distribution installation in a factory or office complex, others are temporary, such as on construction sites and others are mobile or capable of being moved either whilst energized or whilst not energized nor charged. Examples are electrically driven excavating machines in quarries or open-cast coal sites. This standard sets out the requirements for the safe operation of and work activity on, with, or near these electrical installations. The requirements apply to all operational, working and maintenance procedures. They apply to all non-electrical work activities such as building work near to overhead lines or underground cables as well as electrical work activities, when there is a risk of electrical danger. This standard does not apply to ordinary persons when using installations and equipment, provided that the installations and equipment comply with relevant standards and are designed and installed for use by ordinary persons. This standard has not been developed specifically to apply to the electrical installations listed below. However, if there are no other rules or procedures, the principles of this standard should be applied to them. on any aircraft and hovercraft moving under its own power, (these are subject to International Aviation laws which take precedence over national laws in these situations); on any sea going ship moving under its own power, or under the direction of the master, (these are subject to International Marine laws which take precedence over national laws in these situations); electronic telecommunications and information systems; electronic instrumentation, control and automation systems; at coal or other mines; on off-shore installations subject to International Marine laws; on vehicles; on electric traction systems; on experimental electrical research work. 2 Normative references The following referenced documents are indispensable for the application of this document.
