The dispersion of the buildings in the agricultural areas contributes towards the progressive impoverishment of the distinctive ecosystemic characteristics of the landscape and towards the fragmentation of the urban fabric in wide-ranging marginal areas which are totally without any landscape characteristics \ The peri-urban open spaces

LE UNITA' DI PAESAGGIO Regional Ecological Network As an integration and strengthening of the RERU (Ecological Network of the Region of Umbria), the Plan identifies areas which are useful for the recomposition of the systems of ecological connection between the settlement system and the open territory, with regulations and guidelines for the implementation (Directive Outlines, Areas of Transformability, Standard Projects). The Municipality-owned Ecological Network identifies the SD1 Directive Outline and the Standard Project of the Agricultural Park as the fulcrum, supplying guidelines and regulations which are useful as much for the protection of the reticular features of the ecosystems as for the reconnection and recomposition of the landscape of the marginal areas. The Plan defines further Standard Projects, which contain guidelines for the implementation of the RERU which are the normative for urban transformations in a peri-urban area. PMP_ REGIONE UMBRIA During the drafting of the Plan (2005-2010) many meetings were set up by the Administration in order to start up the constructive participation process which is essential for the creation of a Plan which can stimulate issues regarding social perception and a new awareness towards the preservation of physical integrity, biodiversity and cultural identity. THE PARTICIPATION PROCESS

CORRECT INTERPRETATION OF THE CHARACTERISTICS OF THE PLACES: a rigorous reading and interpretation of the landscape characteristics, contextualisation and planning on a local level of the regional Ecological Network, definition of the marginal relationships between urban and peri-urban. SUSTAINABLE TERRITORIAL PROMOTION AND DEVELOPMENT CONSIDERING THE LANDSCAPE AS A DYNAMIC PROCESS: by means of landscape ecology criteria, a dynamic interpretation of the territory and the landscape was given, which is mindful of the natural and settlement dynamics of transformation and aimed at a sustainable development of the territory EXEMPLARITY AND REPRODUCIBILITY OF THE PROPOSAL: reproducibility of the process of the plan, thanks to a rigorously defined and applied methodology, from a regional to a local scale. SOCIAL DIMENSION, DIDACTIC PROJECTION AND PUBLIC PARTICIPATION: the will to raise awareness in citizens, in other organisations and in institutional bodies about the importance of the landscape in territorial development. ECONOMIC DIMENSION AND NEW DEVELOPMENT OPPORTUNITIES: promotion of the design phases aimed at the development of economic and social dynamics linked to rural landscape values (Agricultural Park).
