The Government of Bihar wants to establish a Centre of Excellence for Vegetables at Chandi, Nalanda under Indo-Israel Agreement. Towards this end; the Bihar Horticulture Development society (BHDS) invites tender under two bid system (Technical & Financial) from reputed National/International organisations. The selected firm will be responsible for setting up the structures like Polyhouse, Shadenet House, Nurseries, Tunnels, Irrigation and Fertigation structure and other components as mentioned in the bid documents. Quotation forms Including terms & condition, specification and quantity can be obtained for the state Horticulture Mission, Patna on all working days (Monday to Friday) between 11:00 hours to 16:00 hours by payment of a demand draft of ` 5000.00 drawn in favour of Mission Director, Bihar Horticulture Development Society, Patna. It may also be downloaded from the website: www. horticulture.bih.nic.in. In case of down loaded form DD of ` 5000.00 to be attached with the form. Applications should be duly super-scribed "Application for selection of Executing Agency for establishing Centre of Excellence for vegetables" addressed to the Mission Director, Bihar Horticulture Development Society Patna 2 nd floor, Pant Bhawan, Baily Road, Patna. The last date for submission of the completed Tender will be on or before 14:00 hrs on 23/06/2014. and the Tender will be opened on the same day at 16:00 hrs in presence of the applicants or their authorised representative who choose to attain. Eligibility Criteria / Terms & conditions of Tender:- 1. The Bidder should be a reputed organization having experience of establishing projects of Horticulture / Floriculture like centre of Excellence for fruits / vegetables on Turnkey basis and cultivation under protected cultivation (work orders to be attached). 2. The bidder should attach copy of work order confirming execution of similar nature of work not less than Rs. 200 Lakh as a single order. 3. The annual turnover of the firm should not be less than 5.00 crores in last financial year. Copy of balance sheet should be include. 4. The Bidder should be ISO certified Organization, having valid service Tax Registration and PAN card. (furnish copy as documentary proof). 5. EOI submitted without relevant papers/documents will be rejected. 6. The Bidder should have qualified experts related to protected cultivation of horticulture crops. 7. Under the Two Bid System, the Technical Bid shall consist of all technical details along with commercial terms and conditions and, Financial Bid shall indicate unit price for work to be executed. 8. EMD and document costs will be the part of Technical Bid only. 9. Earnest Money Deposit (EMD) of Rs. 50,000/- (Fifty Thousand) should be furnished in the form of Demand Draft in favour of MISSION DIRECTOR, BIHAR HORTICULTURE DEVELOPMENT SOCIETY payable at any nationalized bank situated at Patna (Bihar) town. The earnest money of the technically unsuccessful Bidder will be refunded after the rejection of their proposal and the earnest money of successful Bidder will be retained up to the time of execution of contract or till the submission of security deposit and signing of agreement. 10. The Technical Bids along with earnest money and the Financial Bids should be sealed and submitted by the applicant in separate envelopes duly superscribed as Technical Bids and Financial Bids, respectively and should be put in a bigger envelop superscribing "Tender for selection of Executing Agency for establishing Centre of Excellence for vegetable" and addressed to Mission Director, Bihar Horticulture Development Society, Patna. 11. All the Bid documents should be signed by the authorized person, carrying the prescribed letter of authority and his full name and status should be indicated below his signature with the seal of organization/ agency. 12. Rate quoted in financial bids must be inclusive of all taxes and freight for destination etc. Financial Proposal will be quoted in figures as well as in words. In case of any ambiguity amount quoted, in words will be considered. The quotation of rate must be with respect to desired technical specification. Evaluation will be as per the guidelines of Bihar Financial Rules (2005). 13. Conditional proposal will not be accepted. 14. No claim will be entertained afterwards for any increase in market price or otherwise 15. The Technical Bids will be opened first and will be evaluated by the evaluation committee of the society. Only such Bids will be evaluated in which required Earnest Money and Tender document cost are deposited along with the Technical Bids and that meets other conditions of the Bids. Evaluation of the Technical Bids shall be carried out by evaluation committee of the Society, which shall look into compliance of specifications and of other conditions of Tender enquiry. At the second stage, Financial Bids of only technically qualified firms will be opened for further evaluation.
16. The agency shall submit an affidavit from notary that "the agency has not been blacklisted by any State Govt./Union Govt. " and no legal issues regarding any works is pending in any court. 17. Bids should be addressed to Mission Director, State Horticulture Mission, Directorate of Horticulture, 2 nd floor, Pant Bhawan, Bailey Road, Patna and must reach on or before the date & time mentioned in the Tender notice. 18. Tender can be sent by post / courier / or by hand. In case of delivery in Person, the Tender may be dropped in the box kept for this purpose at the Mission Director's office at the address mentioned above. 19. Bidder or their duly authorized representatives may be present at the time of opening the Main envelope and the Technical Bids, the time and place for which is indicated in the Tender document. Time and Place for opening of Financial Bids shall be immediately after evaluation and shall be communicated through a notice at the office of Mission Director. 20. Bids received late after due date and time, will be rejected. The Bihar Horticulture Development Society will not be responsible for late delivery or non-delivery of Tender papers due to postal delay etc. 21. Participation in the Tender will automatically imply the acceptance, on part of the participating Government agency of all the terms and conditions of this Tender. 22. Planting material of best quality to be used. 23. Components used should be of highest quality. 24. The Mission Director, State Horticulture Mission reserves the right to revise/change/cancel any or all the bids without assigning any reason thereof. 25.
